Tgether, we will help wunded warrirs, prvide medical care, feed the hungry, huse the hmeless, prtect animals and the envirnment, and make a difference in cuntless ther ways. While these changes are designed t maximize the efficiency and effectiveness f the CFC, the key t success remains the same: persnal cntact between cmmitted campaign wrkers and ptential dnrs. Each year, thusands f Federal emplyees serve as campaign wrkers t help implement the campaign and inspire their clleagues t Shw Sme Lve t the causes that mean the mst t them. As a campaign wrker, yur rle is t crdinate the campaign within yur department r agency. This guide will help yu plan and manage a successful 2017 campaign. Additinal infrmatin can be fund n the website under the Campaign Wrkers tab. Imprtant Facts The CFC is ne f the largest and mst successful wrkplace fundraising campaigns in the wrld. Over the past 56 years, the CFC has raised $8.2 billin t help thse in need arund the crner, acrss the natin, and thrughut the wrld. In 2016, mre than 400,000 Federal emplyees arund the wrld pledged ver $167 millin t help peple and cmmunities in need a reflectin f the generus nature f Federal emplyees. In 2016, mre than 2,500 Federal emplyees in Pacific Nrthwest zne pledged mre than $1.1 millin t help peple and cmmunities in need. During the campaign, which runs this year frm Octber thrugh January, Federal emplyees chse frm amng thusands f vetted charities and give t them nline thrugh a central giving platfrm at pm.gv/ ShwSmeLveCFC r via paper pledge frm. Gegraphic Bundaries The Pacific Nrthwest zne includes: the frmer Pacific Nrthwest CFC and Klamath & Lake Cunties CFC. Campaign wrkers may nly slicit cntributins frm Federal emplyees whse fficial duty statin is lcated within these gegraphic bundaries and retirees wh reside in the area. T see a map f the gegraphic bundaries f ur lcal campaign zne, visit the website. New fr 2017 There are several exciting new additins and changes t the campaign this year. ADDITIONS Centralized giving platfrm. All cntributrs will nw be able t pledge via a single pledge prtal t give nline. Vlunteerism. Federal emplyees will nw be able t pledge vlunteer hurs in additin t mnetary dnatins. Retiree giving. Federal retirees are nw invited t cntinue t supprt the charitable causes that are imprtant t them thrugh the CFC by making a dnatin thrugh their Federal annuity. CHANGES N undesignated cntributins. Cntributrs will n lnger be allwed t leave a dnatin undesignated. They must select ne r mre charities t receive their funds. Campaign events. New regulatins prhibit cash fundraising events. Hwever, events that train and mtivate campaign wrkers, educate cntributrs abut the campaign r its participating charities, r celebrate the success f the campaign (such as kickff events, rallies, charity fairs, awards ceremnies, and finale events) are still strngly encuraged. 4 Campaign Leadership Lcal Federal Crdinating Cmmittee (LFCC) The campaign s gverning bdy which may be cmprised f lcal Federal fficials, members f inter-agency rganizatins, and representatives f emplyee unins. The LFCC Chairpersn and Vice Chairpersn lead the LFCC in its versight f the campaign. Campaign Chairpersn The department r agency head wh supprts the campaign by participating in special events, apprving campaign gals, and prviding the resurces necessary t run an effective campaign. Als knwn as Agency Head. Campaign Vice Chairpersn A senir fficial wh secures the supprt f a department r agency s senir management team and participates in campaign events. Laned Executive (LE) A Federal campaign assistant detailed t wrk fr the CFC fr a specified length f time (as determined by the LFCC and the LE s Federal agency) t supprt campaign activities. (Nte: nt all campaign znes use LEs.) Campaign Crdinatr A Federal emplyee wh recruits Keywrkers and rders and distributes campaign supplies at his/her department r agency. The Campaign Crdinatr als versees campaign reprting and pledge prcessing, under the directin f the Campaign Manager (if applicable) r Campaign Chairpersn. Keywrker A Federal emplyee wh persnally cntacts clleagues t prmte the CFC, answers questins, and asks peple t participate by making a mnetary gift and/r pledging vlunteer hurs. Campaign Supprt Central Campaign Administratr (CCA) The rganizatin respnsible fr develping and maintaining the natinal CFC giving website, receiving pledge data, and making distributins t charities. The CCA can be cntacted at: (tll-free), (lcal/internatinal), r Outreach Crdinatr (OC) A small business cntracted by the Office f Persnnel Management (OPM) t cnduct marketing activities, arrange fr events such as charity fairs, and educate charities and dnrs regarding the CFC prgram within a lcal campaign zne. 4 Campaign Management Guide

5 Managing a Successful Campaign Campaign Activities This infrmatin will help yu lead a successful 2017 campaign. Pre-campaign q Attend campaign training and/r meet with yur lcal OC r LE. Check the lcal website t find the time/ lcatin f yur lcal campaign training(s). In sme cases, campaign training may be an nline event. If yu are nt available fr the training meeting, be sure t watch the recrded sessin and/r arrange t meet in persn with yur lcal LE r OC. They will wrk with yu t review last year s results, plan this year s campaign, and help yu access numerus CFC resurces, campaign management tls, and marketing ideas t inspire a high rate f participatin. q Make a campaign plan and submit it t the OC. Cnsider the fllwing areas: Kickff and ther special events Prmtin, marketing, and cmmunicatins Leadership supprt Campaign wrker recruitment, training, and cntinued mtivatin Awards, recgnitin, and clsing events q Review yur department r agency resurces and structure. Cunt all f the physical lcatins f yur department r agency and btain the number f emplyees in each ffice/unit. This infrmatin will allw yu t determine the quantity f supplies t rder, delivery lcatins, and number f Keywrkers yu will need. Reprt any changes t campaign structure/ffices frm previus years t yur LE r OC. q Meet with yur Campaign Chairpersn and Vice Chairpersn (i.e., lcal department r agency head) t secure their supprt fr yur campaign plan and ensure their active invlvement in the campaign. Yu will als want them t set a dllar gal fr yur campaign. Yur LE r OC can prvide yur agency s giving histry t help yu. The mst successful campaigns are thse with visible supprt frm a department r agency s tp leaders with a measurable gal t attain by the end f the campaign. q Recruit and train Keywrkers and establish a campaign supprt cmmittee t meet regularly during the curse f the campaign. Keywrkers and cmmittee members will plan and implement critical elements f yur campaign, including cmmunicatins, lgistics, marketing, labr, and event planning and supprt. If pssible, include next year s Campaign Manager n yur cmmittee. Invite enthusiastic, creative emplyees wh represent different age grups, ffices, and backgrunds. q Meet with ther internal teams t assist with campaign needs. Identify IT cntacts as members f yur cmmittee wh will prvide technlgy supprt and help address technlgy issues such as firewall blcking. Create a plan fr internal tracking and reprting f campaign results, including wh is respnsible fr submitting any paper pledges. Cntact yur ethics ffice t discuss apprval prcesses fr events and activities. Cntact yur cmmunicatins team t assess necessary apprvals. q Order supplies. With Keywrkers, fcus n face-t-face cntact with each individual emplyee. q Meet regularly with yur Keywrkers and/r campaign cmmittee. Hld weekly meetings with Keywrkers and cmmittee members t ffer mtivatin, answer questins, review prcedures, and share best practices. q Establish an accunt n the CFC centralized giving platfrm: pm.gv/shwsmelvecfc. Click the Create an Accunt buttn and fllw the prmpts while filling in the infrmatin required t sign up. In additin t handling nline pledges, this system will help yu generate reprts n campaign prgress. q Track results and brief leadership. Meet with yur campaign Chairpersn and/r Vice Chairpersn weekly t brief them n campaign prgress, upcming events, and review ways fr them t get invlved. q Cllect and submit cmpleted paper pledges. Dwnlad and cmplete the CFC Pledge Reprt Summary lcated n the website. Enclse it and the cmpleted paper pledge frms in the Pledge Reprt Envelpe and mail t the CFC Prcessing Center at P.O. 7 Recruiting and Training Keywrkers Recruiting Ask successful Keywrkers frm previus years t serve again. Seek their recmmendatins fr thers wh wuld make gd Keywrkers. Lk fr cmmitted emplyees wh fllw thrugh, are effective cmmunicatrs, enjy giving back, and/r supprt a charitable cause. The newest persn in the ffice may nt be the best Keywrker. Emphasize that Keywrker service is a psitive pprtunity prviding visibility, netwrking cnnectins, and the pprtunity t hne leadership skills. Obtain the candidate s supervisr s supprt. NOTE: Supervisrs shuld never serve as Keywrkers themselves. Training Attend yur reginal campaign training event in persn (r nline, if applicable). Crdinate internal Keywrker training with yur LE r lcal OC. Hld multiple training sessins and make-up sessins if necessary. Every Keywrker shuld attend a training sessin. Read and understand the Keywrker Guide in advance t fully understand what yu are asking Keywrkers t d. Hld Keywrker training in a cmfrtable space with the ability t shw PwerPint slides and access t the internet. During Keywrker training, which shuld last abut ne hur, yur Keywrkers will learn hw t talk abut the CFC with c-wrkers, hw t tell their wn stry abut which charitable cause is imprtant t them and why, and hw t cmplete the mechanics f the campaign. Stress the imprtance f 100 percent, face-t-face cntact between Keywrkers and emplyees. N ther slicitatin methd is prven t be mre effective than a persnal ask! Fr paper pledges, cntributrs can mail their cmpleted pledge frm directly t the CFC Prcessing Center at P.O. Bx 7820 Madisn, WI Alternatively, yu can cllect the frms and mail them tgether nce a week in the envelpes prvided fr this purpse. Yu will need t establish a secure lcatin within yur agency fr Keywrkers r cntributrs t drp their cmpleted pledge frms where yu can retrieve them weekly. T send the frms, dwnlad and cmplete the CFC Pledge Reprt Summary lcated n the website. Enclse it and the cmpleted paper pledge frms in the Pledge Reprt Envelpe and mail t the CFC Prcessing Center. Tip! Remind dnrs that recurring credit card r bank draft payments (echecks) are viable alternatives t payrll giving, and that these methds can als be cmpleted nline. Sme dnrs like t cllect credit card pints while thers may prefer t track charitable giving via their bank accunts. The CFC enables Federal emplyees t give in many ways.
