Write up by applicant (not more than 300 words) Oil and Gas Pipeline Activities Oil India Limited is a five decade old Public Sector Enterprise engaged in the Exploration and Production of Crude Oil and Natural Gas, and Transportation of Crude Oil and Petroleum Products through Pipelines. OIL is presently a Schedule A, Miniratna Petroleum exploration, production and transportation company under the MOP &NG. It owns and operates two Crude Oil Pipelines(406.4 mm & mm dia)and one Petroleum Product Pipeline(406.4mm dia), with it s own captive power generation capabilities at the pumping locations. Out of these two crude pipelines, one section caters to the transportation of OIL, ONGCL and CANARO crude oil in the North-East and the other section caters to the transportation of Ravva / Imported crude.the product pipeline transports Numaligarh Refinery products to Siliguri. The total Pipeline length of the two crude oil Pipelines, (including spur routes) is 1220 KM.Out of this, the length of the Duliajan-Bongaigaon Trunk sector(assam Crude) has 557 kms, the Barauni - Bongaigaon Trunk sector (Ravva crude) has 600 km and that of the Product Pipeline(NSPL) is 654 km. The Crude oil Pipeline feeds four Refineries in the North-East, viz. Digboi Refinery (IOC-AOD), Numaligarh Refinery, Guwahati Refinery(IOCL) and Bongaigaon Refinery(IOCL). The three Products transported through the Product Pipeline are HSD, MS and SKO. OIL s Pipeline has been accredited with the following certifications awarded by DNV, Netherlands: a) ISO 9001:2008 b) ISO 14001: 2004 and c) OHSAS 18001: 2007 Pipeline Department has always achieved 100% of its targets, as well as the MOU Target between OIL and MOP& NG. In this regard, its performance has always been rated as Excellent. It has streamlined its business process and migrated to International business practices by implementing the latest ERP System. Write up by applicant (Not more than 300 words) MOU RATING : OIL has consistently registered EXCELLENT and Very Good rating in the MOU with MOP &NG, Govt. of India, in achieving all the stipulated targets set for OIL, including its transportation targets. UNITERRUPTED SERVICE: Despite being situated in a region which has a very inhospitable geographical terrain, highest monsoon and being a target of subversive activities, OIL Pipeline has ensured uninterrupted flow of oil to the refineries throughout the year. MAINTENANCE: The Maintenance of OIL s Pipeline and Pump stations is of impeccable standards and conforms to all statutory and regulatory requirements. o Mechanical Maintenance: It will be worthwhile to mention that out of 77 nos of various installed Pump and Alternator units in the Pipeline, 42 nos (54.5%) have clocked more than 1,50,000 running hours. Out of these, 15 nos have surpassed 2, 00,000 running hours and 2 alternators have crossed 2, 50,000 running hours. This has been possible due to our strict preventive maintenance schedule. o Telecommunication and SCADA: In house maintenance of the OFC Telecom link o and SCADA has ensured an average OFC Link availability of 97.61% in Cathodic Protection: Due to efficient cathodic protection and constant monitoring of maintenance parameters, there is no record of corrosion failure occurring in the pipeline till date. COST OF TRANSPORTATION : Rs 0.77 per MT-Km ENERGY CONSUMED : 3.45 kg Per 1000 MT-Km(Energy content of petroleum oil transported per km is 290 times the energy consumed) CERTIFICATION: The OIL Pipeline department has obtained ISO 9001: 2008 certifications in QMS, ISO 14001: 2004 in EMS, OHSAS 18001: 2007 from DNV for operation and maintenance of its pipelines. PIPELINE CONSTRUCTION: OIL s Pipeline department also has expertise in Pipeline infrastructure construction business. During , in the NSPL project, the OIL-IOTL consortium has constructed pipeline(406.4 mm dia) for a length of 115 kms. MAINTENANCE SERVICES TO OTHER OPERATORS: OIL s Pipeline department is also responsible, since 1965, for the maintenance (including Cathodic Protection) of IOCL s 456 km, 219 mm dia, Guwahati Siliguri Product Pipeline(GSPL) which was laid on it s ROW. CONSULTANCY SERVICES ABROAD: OIL Pipeline has deputed qualified technical manpower to Kenya Pipeline Company, Kenya, in the Capacity Enhancement Project of Mombasa Nairobi Product Pipeline in DIVERSIFICATION : OIL s Pipeline has diversified into the OFC dark fiber leasing and bandwidth business and has leased dark fibers to M/S BSNL, AIRTEL, RAILTEL, PGCIL, Vodafone-Essar etc. and also made forays into the Bandwidth business.it acquired NLD( National Long Distance ) operator s license during the period. INNOVATION : OIL Pipeline has converted 212 Kms, mm dia of existing Crude Oil Pipeline for use as a Product Pipeline by extensive de-waxing and chemical cleaning process. This has led to reduction of the NSPL project cost by around Rs 250 crores. With the addition of the new product line, OIL upgraded its SCADA with a unique innovation by integrating both Crude and Product Pipeline operation under a single Page 3 of 10 PetroFed Oil & Gas Industry Awards 2009

4 Master Control station (MCS). The advantages earned include low cost, less inventory due to commonality of Equipment and ease of Maintenance and operation. NEW TECHNOLOGY : o MICRO-TUNNELING TECHNOLOGY was adopted by OIL for seven River Crossings in its NSPL- project. In this regard, OIL is a pioneer in India. o Ultrasonic Flowmeter (UFM) : 4 beam, UFM was introduced for flow measurement with higher accuracy, reliability and low breakdown time. 8 Information Technology Write up on innovative IT measures in respect of Oil & Gas pipeline transportation operations. Please specify measures, investments & outcome during (Write up in not more than 500 words) OIL INDIA LTD has adopted a plethora of innovation in IT and related services in respect of its transportation activities. 1) SCADA and LDS : In , when the Numaligarh Siliguri Product Pipeline (NSPL) was commissioned, OIL Pipeline also upgraded and augmented its existing SCADA system for the smooth and reliable operation of both its Crude and Product Pipelines. Measures taken: a) A technical specification of the upgradation was prepared in-house and the vendor, M/S ABB was selected on nomination basis due to it s technical suitability. In the process of implementation, the MCS at Pipeline Headquarters have been totally replaced and 18 new RTUs have been added. b) Seamless Integration during NSPL SCADA upgradation has ensured that a single MCS now caters to two pipelines (Crude and Product). c) One additional RTU560 in each IP station and existing crude SCADA retained. d) One RTU560 at SV stations totally replacing RTU210s. e) The new Numaligarh Despatch and Siliguri Terminal stations are also catered by 1 additional RTU each. Numaligarh dispatch also has PLC based automation for local control. f) In addition, an RTU has also been procured for the upcoming Tengakhat Pumping station, work for which is in progress. An important innovation was that, for the product pipeline SCADA, the user friendly Ethernet data Communications technology was used in lieu of the earlier serial data technology. g) Leak Detection Software: This is a statistical based leak detection system and is currently in it s advanced stage of completion.. Investment on both SCADA and LDS: Rs 9 crores. Outcome: o SCADA upgradation and expansion has resulted in a single SCADA catering to two distinct pipelines: Crude and Product.Other advantages are Commonality of Equipment, Easy maintenance, Low cost, Less inventory,easy operation and Provision for future Expansion o LDS: Accurate leak detection will help in controlling pilferage activities and resulting loss of resources and also prevent spillage of oil and control pollution 2) ERP : ERP technology ( SAP) has been successfully adopted in OIL Pipeline dept. as part of OIL s overall migration to ERP. Outcome: All activities relating to transportation of oil are implemented through ERP System including oil movement and accounting of crude. All procurements, salaries and services are implemented through ERP. ERP has resulted in, easy auditing, Maintenance planning, effective resource utilization and adoption of e-tendering. 9 Environment initiatives by companies during (Beyond the approved environmental management plans as part of the statutory environmental clearance of the projects) (In not more than 500 words) The OIL Pipeline Department has taken a host of initiatives on the conservation of environment, other than those included as a part of statutory environmental clearance of projects. OIL Pipeline department has erected a large number of hoardings creating awareness on conservation of wild life and eco-tourism, along the National Highway passing through forest land. As part of its efforts towards promotion of eco-tourism, 1000 nos brochures, Wildlife posters, Information booklets on protected areas, National Parks and Sanctuaries; Picture postcards of wildlife and eco-tourism, Wildlife stickers, Coat pins with Wildlife Signatures, Souvenirs on wildlife were printed / fabricated and supplied to the Department of Forests. For spreading eco-awareness, OIL made and distributed Brooches for a Nature Education Camp and School Book Labels on wildlife for school children. In order to spread the message of conservation, OIL has also supplied T-shirts and Track suits with environment conservation slogans and wildlife monograms, to the Buxa Tiger reserve Division, West Bengal. OIL Pipeline has constructed concrete pits for collection and storage of wax in pump stations. OIL Pipeline has implemented segregation of wastes generated in our work sphere into Biodegradable and Non-bio-degradable categories. Various measures like Stack monitoring, Effluent water testing and noise monitoring is carried out at all pump Stations on a periodic basis to ensure pollution free environment in the Pipeline Installations. Disposal of replaced batteries New clause in the purchase orders has ensured that used batteries are collected back by the supplier at the time of delivery as per the Schedule of the Batteries Management & Handling rules. OIL pipeline carried out Environment Impact Assessment (EIA) for every Installation as part of its ISO certification in As a conscientious and responsible corporate citizen, Oil India Ltd. Pipeline Department planted trees as a part of it s conservation activity drive in In the nearby vicinity of all Pump Stations and various Repeater station Installations, tree plantation has been undertaken on a regular basis.
