1 MANSFIELD DISTRICT COUNCIL Creating a District where People can Succeed SINGLE STATUS AND JOB EVALUATION - INFORMATION FOR JOB APPLICANTS This information is designed to inform you about two key issues affecting employment with Mansfield District Council - Single Status and Job Evaluation. We believe it is important that you know and understand these issues to enable you to make an informed decision when considering any job offer that may be made to you. Single Status In 1997 agreement was reached at national level between local authority employers and trades unions on a new national agreement on pay and conditions of service. The Single Status agreement covers all the main terms and conditions of employees of Mansfield District Council Local Government Services employees (except craftworkers and Chief Officers who are currently covered by their own pay and conditions), from rates of pay and allowances to working hours and training and development. Whilst the national agreement sets out some minimum standards for all local authorities to follow (e.g. the length of the working week) it allows for many terms and conditions to be negotiated and agreed locally. This means that you are likely to see some changes to your pay and terms and conditions of employment if you are successful in your job application. Pay and Grading Review As an employer the Council needs to be able to demonstrate that the salaries paid fairly reflect the nature and responsibilities of jobs in relation to each other and to ensure jobs of equal value receive equal pay Job Evaluation - Many existing terms and conditions are being reviewed, perhaps the most significant of these is the current Pay and Grading Review. To achieve this all jobs will be evaluated using the nationally agreed Job Evaluation Scheme for Local Government Services employees. The grade and salary for the post to which you have expressed an interest will therefore

2 apply at the moment, but as a result of the Pay and Grading Review it is possible the grade and/or salary may change. Bonus - Jobs which currently pay a fixed bonus which is not linked to any form of productivity/ work measurement will have such bonus payments removed on implementation of the Pay and Grading Review. This is to ensure compliance with the Equal Pay Act. Pay Protection - The Council is currently negotiating a revised Pay Protection Policy which will safeguard current pay rates of affected posts for a temporary period after implementation. Whatever is agreed by Mansfield District Council in consultation with the trades unions will apply to all Local Government Services employees. 5 JOB DESCRIPTION Post Details Job Title: Architectural Technician Grade: Scale 5/6 (Scp ) Directorate: Housing and Environment Post Ref: DTD05 Department: Neighbourhood Services Car Allowance : Casual User Job Purpose Surveying, levelling and detailed measuring in connection with construction projects relating to works to land and buildings The preparation of working drawings and details, specifications and schedules and other documents. The preparation, co-ordination and communication of technical information The design of minor works under the supervision of an Architect supervision of minor works Assisting with the administration and supervision of other works. To work as part of a team to assist in the coordination of the Architecture and Facilities section, ensuring the maintenance of a cohesive operational unit providing a high quality, cost effective and responsive service within the Council s Policies, financial regulations and Standing Orders. Reporting Relationships Accountable to: Responsible for: Facilities Manager N/A Duties and Responsibilities Job Specific To develop an understanding of financial regulations and standing orders to ensure that procedures for procurement are followed including determination of estimates, number and selection of contractors/suppliers for competitive tendering, the placing of orders and monitoring of works and the advising on the payment for works including reporting on discrepancies and potential overspends in a timely manner to allow remedial measures to be considered and action taken. To supervise minor projects, liaison with client, development of brief and action required, development of solutions and design, prepare details and put out for quotation or tender, supervise the contractor carrying out works, evaluate final costs, monitor against budget and reporting on additional costs. Assist with the preparation of all necessary documents for the procurement and management of minor construction projects including site assessment and measurement, drawings and descriptions and specifications and assessment of products and methods. The verification, measurement and assessment of work done

6 Maintain records including survey details and site work records both hand written and electronic for database compilation, design, quality and payment for work purposes including observation of the Data Protection legislation with regards to sensitive information about clients and tenants which forms part of the evaluation of the project design etc.. Assist with major construction projects as part of a project team both in respect of design tasks and site supervision tasks as directed by the project manager. Liaison and customer care as part of the front line team in direct contact with clients, contractors, tenants and the public, requiring diplomacy, tact, a caring attitude and a professional approach. To promote and deliver fair, sensitive and quality services as a commitment to and understanding of the Council s approach to equality and diversity. To comply with the Council s Data Protection, Freedom of Information Act and ICT Codes of Practice. To adhere to existing working practices, methods, procedures, undertake relevant training and development activities and to respond positively to new and alternative systems.
