1 Position Description Job Title: Reporting To: - Remuneration level: Works Supervisor Works Manager Negotiable depending on experience and qualifications Purpose of the position 1. To assist the Works Manager and Executive Management Team in project management, asset management plans, operational plans, works programs, funding submissions relating to works and funding claims. 2. To supervise and document the civil construction works to ensure projects are completed on time and within budget. 3. To provide technical support to the Works Manager 4. To Assist the Works Manager to develop a strong team through leadership and communication Responsibility 1 - To Assist the Works Manager with high quality input to the Council s operational plan, annual budget and works program in relation to works-related and/or engineering-related matters. The officer is expected to work cooperatively with the Works Manager and appropriate staff. Measurement - 1. Programs and estimates for engineering budgets are accurate and submitted in a timely manner, and the progress of works and expenditure against budget allocations is accurately reported and monitored. 2. Council's plans and programs, including the Five Year Capital Road Works Program, Plant Replacement Program and Town Drainage Program, are regularly updated. 2. High level of cooperation with the appropriate staff. 3. Quality input to corporate documents, corporate plans and corporate decision-making. Responsibility 2 - To assist with the recruitment and training of outdoor staff The officer is expected to work cooperatively with the Works manager and other appropriate staff. 1
2 Measurement - 1. Adequate workforce is recruited in accordance with policy and procedures, and is properly trained. 2. Works are completed efficiently and safely. 3. Assist with performance appraisals of all staff that are completed at least annually. 4. Materials, plant and human resources are arranged as required for Works Program. Responsibility 3 - To ensure that Council s Occupational Safety and Health Policy and procedures are implemented within the Works Department in particular, and throughout the organisation generally. The officer is expected to work cooperatively with the appropriate staff. Measurement - 1. Participates as a member of the Shire of Halls Creek Occupational Safety and Health Committee and makes a positive contribution to the work of the Committee. 2. Ensures that all OH&S procedures approved by the Chief Executive Officer are implemented within the Works Department, are properly understood by staff and become part of the Department s culture. 3. Ensures that all incidents, accidents and workers compensation issues within the Works Department are promptly reported, and are documented in accordance with legislation and approved procedures. 4. Ensures that all remedial actions within the Officer s Department arising out of Incident Investigation Reports and/or Hazard Identification and Risk Assessment procedures are promptly carried out. Responsibility 4 - To cooperate in assuring sound financial management in relation to works-related and engineering-related matters. The officer is expected to work cooperatively with the Executive Manager Corporate Services and the accounting staff. Measurement - 1. Works-related or plant-related expenditure is in accordance with delegated authority, purchasing policy and practices, required approvals, and appropriate allocations. 2. Invoices are promptly raised in relation to any works-related or engineering-related revenue due to the Shire. 3. Reports and applications are submitted to ensure that Council's grant funding and recoups are maximised. 4. Council's base engineering data including Road Inventory and traffic counts are maintained, and put to good use. 5. Job costing is used to ensure the availability of high quality financial management information, and public works overheads are fully recovered. Responsibility 5 - To ensure (in cooperation with the Records Manager/Records Officer) that all documents relating to works and engineering are registered and managed in accordance with the Record Keeping Plan approved by the Chief Executive Officer. 2
3 The officer is expected to work in cooperation with the Records Manager. Measurement - 1. High level of cooperation with Records staff. 2. All works-related and/or engineering-related documents are managed appropriately in accordance with the Record Keeping Plan. Responsibility 6 - To prepare reports as required to the Chief Executive Officer and Council on progress of works, condition of plant and other matters considered relevant. The officer is expected to work semi-autonomously within guidelines established by the Chief Executive Officer, and cooperatively with the appropriate staff. Measurement - 1. Reports are well-researched, accurate and timely. 2. Officer attends Council and/or Committee meetings as required. Responsibility 7 To foster cooperation, good relationships and a sense of common purpose throughout the organisation and beyond. The officer is expected to work semi-autonomously within guidelines established by the Chief Executive Officer, and cooperatively with the appropriate staff and other organisations. Measurement - 1. A high level of cooperation between the Officer s Department and other parts of the organisation. 2. Demonstrated commitment to corporate goals and objectives and the principles and values of teamwork and collective management. 3. Demonstrated commitment to improvement programs and projects. 4. Exercises authorities as delegated from time to time. Specific Duties Oversee or supervise works projects, monitor performance against budgets, schedules and specifications and report any variances to the Works Manager in a timely manner so that remedial action can be taken. Ensure that safe work practices are adhered to and ensure safe work standards are maintained Arrange materials, plant and human resources as required for Works Program Monitor the preparation of employee time sheets and verify attendance and time allocations Liaise with public utilities and authorities for the co-ordination of works and the protection of services Prepare programs and estimates for engineering budgets and ensure the progress of works and expenditure against budget allocations Co-ordinate and supervise contractors and works contracts Ensure that all accidents, workers compensation issues and other incidents are promptly reported and documented Regularly assist in updating Council's plans and programs including the Five Year Capital Road Works Program, Plant Replacement Program and Town Drainage Program Ensure prompt and appropriate action to implement Council decisions in accordance with instructions from the Works Manager. Encourage and foster a team approach to all operations 4

Person Specification Skills Well-developed team building and leadership skills the capacity to work with people and to draw them together Well-developed management and administrative skills Competency in the use of personal computers, especially MS-Excel and engineering-related software. Competent verbal and written communication skills Sound public relations and interpersonal skills Basic skills in the use of levels and surveying Skills in the use of MS-Project or other project management tools will be highly regarded. Basic skills in the use, understanding and interpretation of legislation (acts, regulations etc.) Knowledge Sound knowledge of current road construction and maintenance techniques and the related operation of heavy plant Sound knowledge of plan and design interpretation Working knowledge of information technology including current engineering and spreadsheet software packages Experience At least 3 years experience in a Supervisory / Coordinating role in the construction and maintenance of roads works Previous local government experience Qualifications and/or Training 5
