1 Rutgers The State University of New Jersey Information for Art Inclusion for the Ernest Mario School of Pharmacy Expansion, Rutgers - The State University of New Jersey, Busch Campus, Piscataway, New Jersey Ceiling Mounted Sculpture Main Entry Rutgers The State University of New Jersey is soliciting Expressions of Interest (EOI) from prospective artists to design, fabricate and install artwork for the Ernest Mario School of Pharmacy building expansion at Rutgers University s Busch Campus in Piscataway, New Jersey. The proposed artwork for the new building is part of the New Jersey Arts Inclusion Program and is coordinated by the New Jersey State Council on the Arts and Rutgers University Planning, Design and Development a department within Institutional Planning and Operations. Since the passage of the New Jersey Arts Inclusion Act of 1978, the program has led to the commissioning and installation of hundreds of public artworks in state financed construction projects throughout New Jersey. The Act requires that up to 1.5% of the state financed construction budget is set aside for the inclusion of publically accessible art. Building Expansion Project Description The project includes, but is not necessarily limited to, the construction of an addition to the north of the existing Ernest Mario School of Pharmacy Building. The addition will largely obscure the original building and will provide for many programmatic improvements not possible with the existing building. The first floor of the expansion will house a new main entrance which leads to a two-story Student Commons space. This space includes a small café, informal meeting areas, and lounge areas. It will provide access to the central circulation within the building as well as the new elevator and stairs. Two lecture halls are located just west of the Student Commons and these halls feature fixed tables with loose chairs on a tiered flooring system. The lecture halls feature voice amplification along with a robust audio/visual system featuring two projection screens in each lecture hall. The Pharmacy Practice Suite is also located on the first floor of the addition and it features assessment rooms, a classroom, and a Pharmacy Practice Simulation Lab. Portions of the existing first floor will be reconfigured as an Academic Services administrative suite and three new small group rooms will be located within the existing building but with access from the Student Commons. New toilet rooms are to be located within the addition along with supplemental storage and service spaces. The second floor includes an Administrative suite with staff offices, meeting rooms, and support spaces. This floor features a simulation lab suite with simulation labs, brief and de-brief rooms, a control room, offices, a mock admixture lab, three 60-student classrooms, and Rutgers Pharmacy Addition ( ) Page 1 of 6

2 reception and support spaces. Student lounges and meeting spaces are also on this floor along with new toilet rooms with supplemental support spaces (mechanical, electrical, it/av rooms). A basement addition is also included for building service entrances, pumps, and other support equipment. This will be located just north of the existing basement mechanical room and will include a small areaway and exterior stair for future equipment removals. The addition structure is a steel frame structure on traditional concrete spread footings. The lowest levels will be slab on prepared grade and upper levels are concrete composite slabs on metal deck construction. The roof deck will be a combination of metal deck and concrete slabs on deck construction (for sound attenuation at rooftop equipment). Due to the size of the addition, a 3-way expansion joint is required where the addition meets the existing building. While the majority of work is within the proposed addition, there is some limited work which must occur within the existing, occupied building. This work must be phased and coordinated so that it creates as few disruptions for the School of Pharmacy as is possible (as outlined in the phasing drawings). A new sprinkler and addressable alarm system will be installed throughout the existing facility. It is anticipated that many ceilings will need to be removed in order to facilitate the installation of the sprinkler system and that some ceilings in public spaces will need to be reconstructed with new materials rather than reinstalled. Some limited finish work is required at public corridors at the first and second floors. Where the addition meets the existing building, some windows will be removed and some masonry work will be required at the former jamb, sill, and window head locations. During the design process, in anticipation of the inclusion of public art, discussions between the architect, users and Planning Design and Development staff took place. Potential locations and thematic material was discussed that would integrate the art within the context of the building addition. The following represents the understanding of the desired locations and thematic material for the Arts Inclusion Component of the Ernest Mario School of Pharmacy Expansion Project. Rather than suggesting a subject matter for the arts inclusion, the design team along with the School of Pharmacy Executive Committee recommends that thematic material related to healing would be a good basis for the art. Another potential theme could include the changing nature of the Pharmacy and the Profession of Pharmacists. The intent is to allow for a greater amount of creative license to the artists with this fairly broad conceptual guidance. Potential Locations for Arts Inclusion The location for the art is identified below: Location 1A: Ceiling mounted sculpture in Lobby 120. This location extends below the skylight on the second floor. The intent is for sculpture which would not significantly reduce the amount of light from the skylight area. 3 The materials selected shall be sustainable and should require minimal maintenance and upkeep. They should also be appropriate for a public setting. Arts Inclusion Project Budget The proposed budget for the artwork is $150, The budget shall cover all costs incurred by the artist relating to the design, fabrication and installation of the art work. Covered expenses include but shall not be limited to compensation for design and engineering services, materials, transportation of artwork, fabrication, installation, etc. Anticipated Process Three potential artists will be selected from those who submit expressions of interest. The artists are to prepare a project specific proposal that will be presented, either in person, at the Rutgers University campus in Piscataway, New Jersey or via conference call /web presentation to the Ernest Mario School of Pharmacy Arts Inclusion Committee. Artists interested in participating in the project shall submit letters summarizing their interest and experience in the creation of public artworks. The letter shall include a list of at least 3 references (name, contact information phone number and address) for similar projects. In addition to the letter the artists should include other pertinent information including their resume, photographs/images (minimum: 4, maximum: 6) of examples of installations of public art, website links, etc. Any materials submitted will not be returned. Please do not provide original documents. Three (3) artists shall be selected to prepare project specific, in person, presentations to the Selection Committee. The presentations shall take place on the Busch Campus of Rutgers, The State University of New Jersey. Each of the three (3) finalists shall receive a stipend in the amount of $1, to cover costs associated with the preparation of the presentation and travel expenses. 4 Schedule Posting date: August 8 th, 2016 Closing Deadline: August 26 th, 2016 Jury/Panel Review Begins: August 29 th, 2016 Jury/Panel Review End: September 16 th, 2016 Notification of Finalists: September 20 th, 2016 (artists prepare project specific presentations between 9/21/2016 and 10/14/2016 approx. 3 weeks) Finalist Presentations (in person): Between October 24 th, 2016 and October 28 th, 2016 Notification of Selected Artist: November 4 th, 2016 Authorization to Proceed: Week of December 5 th, 2016 Completion of Project: June 2 nd, 2017 (art work completed and installed) it is anticipated that the artists shall provide periodic updates as to the progress of the design and fabrication of the art.
