2 PROJECT ENGINEER Approved by the Board on May 25, 2016 General Statement of Duties Assumes major responsibility in the operation of the Engineering Division. Leads and directs the following division duties with minimum oversight having been given broad objectives and the desired outcome: 1. The conception, development, control and execution of any number of: a. Projects involving the District s wastewater treatment works, pumping stations, collection systems, and related facilities. b. Engineering studies, evaluations, plans, reports, designs, O&M manuals. c. Facility Upgrades and Capital Improvement Projects (CIP) projects. d. Geographical Information Systems (GIS) and associated Asset Management databases. 2. Performs all other related work as required. Qualifications: 1. Formal Education and Certifications a. BS in Civil, Sanitary or Mechanical Engineering required. b. Registration as Professional Engineer (PE) in Massachusetts is required as a condition of initial employment and/or continued employment. As a condition of employment the person occupying this position must always maintain Registration as a Professional Engineer (PE) in the State of Massachusetts. c. Obtain Massachusetts Registered Professional Engineer (PE) certificate within the probationary period. 2. Specific Experience a. At least 6 years experience as an engineer after receipt of Bachelor s Degree. Thorough knowledge of design, construction, operation and maintenance of primary and secondary treatment wastewater facilities including collection systems. b. At least 4 years of experience in design and construction of wastewater or water engineering projects in the United States. c. Experience in managing engineering studies, design, and construction management of projects associated with wastewater treatment, conveyance, mechanical, electrical and metering facilities. d. Demonstrated ability to efficiently operate personal computers and software. High level of competency in the use of Microsoft Word and Excel required. Page 1 of 5

3 e. Demonstrated ability to operate CADD light, Visio, ARCGIS programs, and database software is highly desirable. 3. Knowledge, Ability, Character and Skill Special Requirements a. Knowledge. Thorough knowledge of engineering practices, municipal governments and construction in the New England area. Thorough understanding of (and an aptitude for) wastewater treatment/conveyance, mechanical and electrical systems. b. Ability. Ability to conceive of solutions to engineering and operations problems. Demonstrated leadership ability. Ability to lead and direct the work of others. Ability to plan, organize and direct all aspects of engineering projects. Ability to supervise engineering consultants and manage construction operations. Ability to pre-emptively resolve conflicts and change orders on construction projects and avoid claims for additional time and/or money. Ability to manage the cost and satisfactory outcome of projects as they relate to budget constraints, technical/environmental requirements and state/federal regulations. c. Technical Competence. Possess and exercise sound engineering judgment and practices in the conduct of all work. d. Character. Demonstrate sound judgment, integrity and truthfulness in all matters. e. Skill. Excellent management and technical skills. Demonstrated ability to enlist the cooperation and support of District staff, outside consultants, contractors and vendors in carrying out the mission and objectives of the District. Strong analytical and problem solving skills. Continuously demonstrate a highly developed and proficient level of analytical thinking and problem solving to pre-emptively keep projects on schedule and within budget. Strong computor skills, especially in engineering applications. Continuously demonstrate a highly developed and proficient skill level of reading, writing and communicating in the English language. Hold a valid Massachusetts driver s license Physical Requirements Employee must be able to crawl, climb, and move about the treatment works and construction sites and engage in activities below ground, on the ground, and at heights above the ground in excess of thirty (30) feet; work in tight quarters (confined spaces); climb ladders and walk on narrow scaffolding and temporary walkways; operate a passenger automobile and light pick-up truck; operate survey equipment and use small hand tools. 4 Supervision Received Works under the direct supervision of the District Engineer and/or Project Manager. Works with a minimum of oversight from upper management and performs assigned projects proactively and effectively. Completes projects on time and within budget. Job Environment: Work is performed in a variety of environments depending upon the District s workload and needs. Computor work and many engineering activities are performed in a professional office environment with noise from office equipment and light traffic. Some work is performed under shop, industrial, and laboratory conditions with loud noises, and exposure to raw wastewater, hazardous chemicals, oils, solvents, water borne diseases, explosive and toxic conditions, fumes, airborne particles, moving mechanical parts and electrical hazards. Survey work and other engineering activities are performed outside. Outside work may be required in the winter and/or summer (and during inclement weather such as wind, rain, snow and ice if necessary) for various durations depending upon the needs and circumstances of the projects and activities to be performed. Entry of confined spaces may be required from time to time to access areas of the wastewater treatment facility, pumping stations or sewerage systems. It may be necessary to wear protective clothing and special gear to avoid contact with (raw and/or treated) wastewater, sludge, liquid flow steams, or chemicals. Proactively establishes and maintains effective oral and written communications and working relationships with District staff as well as consultants and contractors involved in project work. Errors in judgment and administration may result in monetary loss, injury to self or other employees, damage to buildings or equipment, and legal ramifications to the District. Adheres to the District's regulations, policies and safety rules. Essential Functions Individual is expected to identify circumstances that require the attention of the District Engineer and notify the District Engineer in a timely manner. Special attention needs to be paid to circumstances that if not brought to the attention of the District Engineer, would result in delays or situations that would create legal exposure (and/or have adverse financial consequences) to the District. The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. Assumes full professional engineering responsibilities in the conduct of all work and: a. Proactively manages and executes all aspects of projects including the technical, environmental and financial requirements. Page 3 of 5

5 b. Supervises the work of District staff; Engineer 1 and/or Engineer 2. c. Leads District staff as well as consultants and contractors in the successful completion of project work. d. Maintains computerized (Excel and other) system(s) set up to monitor project costs and schedules. e. As a : Maintains comprehensive project records including correspondence, project files, budget reviews, cash flows, scheduling, performance reviews, review of submittals, preparation of written comments, preparation of indepth technical report summaries and project memorandums. Directs activities of consulting engineers and contractors working for the District. Supervises construction work to ensure completion of projects on time and within budget. Ensures conformance with contract documents including reviewing and advising on; shop drawings, payment requests, change orders and credits, startup, performance, training, O&M manuals and project closeout. Develops and institutes project schedule recovery and cost control measures. Mitigates claims. Preemptively resolves construction claims and disputes. Oversees construction meetings. Develops and maintains District s GIS-based collection system mapping, GIS-based WWTF utilities and building layout mapping, and associated geodatabases. Develops and maintains asset management system of collection system and WWTF assets. Manages permit applications for connecting to District s sewer system. Maintains record information. Performs engineering surveys, prepares field notes/sketches, locates and takes ties to underground structures and utilities, modifies record drawings. f. Performs Facility Engineering duties by: Identifing operations, maintenance and performance issues associated with wastewater treatment works and makes recommendations to improve and/or remedy same. Reviewing process operations, identifies cost saving methods and procedures and makes recommendations for improvements. Developing life cycle and/or other appropriate cost analysis to support recommendations. Recommending changes to protocol and/or procedures to maximize equipment life and performance. Page 4 of 5

Performs Energy Management duties by: Assisting with monitoring District energy consumption (natural gas and electricity) and reviewing and tracking monthly charges from the respective utilities involved in providing energy to the District. Assisting with monitoring electricity and natural gas consumption and contracts. Identifying opportunities for cost savings and advising supervisor(s) on recommendations. Assisting with developing long-range energy conservation measures as well as seasonal adjustments to operations to reduce energy usage. Assisting with obtaining energy initiatives, rebates and demand response programs that may be available from the natural gas and electric utilities and other vendors. Assisting with implementing electrical system, motor and lighting management plans and other related energy management programs as directed. Page 5 of 5
