1 Our Values: Accountability, Dependability, Reliability ~ Honesty & Integrity ~ Respect ~ Teamwork and Collaboration ~ Open and Transparency The Corporation of the Town of Arnprior Job Description Job Title: Supervisor, Roads and Services Page(s): 1 of 5 Location: Garage Department: Operations Reports To: General Manager Operations Revision date: February 16 th, 2018 Hourly Wage: Grade 11 Position Summary: Reporting to the General Manager Operations, the Supervisor, Roads and Services assumes accountability and responsibility for maintaining the Town s infrastructure by managing the maintenance of road operations and programs such as, but not limited to, the maintenance of equipment, roadways (including winter control and minimum maintenance standards), linear assets (water, sanitary and storm infrastructure), underground infrastructure utility locates, cemeteries, buildings and grounds; and ensuring that all Operations equipment pertaining to road operations are operating and maintained safely and effectively. In cooperation with the General Manager Operations, plans, prepares and enforces compliance with Town policies, and with maintenance and operating budgets. The Supervisor, Roads and Services provides direct supervision and guidance to all the Road and Services Division staff. Scope: Failure to ensure work is performed in compliance with applicable Provincial and Municipal legislation and internal Town policies, and/or failure to ensure minimal inconvenience to the public and economical use of resources for the maintenance of Operations equipment, linear assets (water, sanitary, and storm infrastructure), cemeteries, buildings and grounds may result in financial loss and loss of credibility for the General Manager Operations, the CAO, and Council. Key Responsibilities/Duties: The foregoing description reflects the general duties necessary to describe the principal functions of the job identified and shall not be construed to be all of the work requirements that may be inherent in this classification. 1. Assume accountability and responsibility for maintaining the Town s infrastructure by managing the maintenance of road operations and programs such as, but not limited to, the maintenance of equipment, roadways (including winter control and minimum maintenance standards), linear assets (water, sanitary and storm infrastructure), underground infrastructure utility locates, cemeteries, buildings and grounds.
2 Oversee the installation and maintenance of Town storm water and drainage facilities (storm sewer network, storm water management ponds, culverts, ditches, etc.), wastewater collection system, water distribution system (including water meter installation and replacement program), cemeteries (ground maintenance, opening and closing of graves), signage (street names, traffic), sidewalks and curbs, street lighting, etc. Ensure road surfaces are properly maintained by managing and coordinating construction and maintenance with internal staff and external contractors, and by providing 24/7 coverage during winter conditions. Certified as the Overall Responsible Operator (ORO) for the Town of Arnprior Municipal Residential Water Distribution Subsystem (Class I) and Wastewater Collection Facility (Class II) in adherence to the Certificate of Approvals as well as all other applicable Acts, Regulations, Guidelines and policies, and provides support with operations at the Water Filtration Plant (WFP) and Water Pollution Control Centre (WPCC) on an emergency basis and when required. Address and resolve public inquiries, concerns, requests and complaints in regards to Road and Services operations and maintenance. 2. Ensure all Operations equipment, property and materials pertaining to Road and Services are maintained and operating in a safe and efficient manner. Perform maintenance duties and/or delegate maintenance duties to staff. To ensure equipment is operating safely and efficiently evaluate power/hand tools, and heavy equipment and machinery such as dump/sand/plow trucks, backhoe, tractor, loader, street sweeper, snow blower, asphalt hot box, etc. Inspect garage facility and equipment (i.e. Town vehicles) related to Road and Services operations to ensure the presence of fire prevention equipment, safety equipment, or first aid supplies are available as required by provincial and municipal legislation. Maintain accurate records including but not limited to CVOR, road patrol, etc. for compliance with applicable regulations and records of materials used. Schedule the use of heavy equipment to ensure continuity of road operation and maintenance functions. 3. In coordination with the General Manager Operations, plans, prepares and enforces compliance with Town policies as well as maintenance and operating budgets. Identify needs and prepare preliminary budgets for capital, equipment and maintenance needs. Ensure all work is scheduled and delivered in a cost-effective and efficient manner. Address process variances through a continuous improvement approach by determining areas needing cost reduction. Collect and track expenses for materials, service and equipment rentals for each project and/or jobsite. Liaise with suppliers, vendors and contracted services negotiating prices according to policy and in alignment with operational goals and budgets. Job Description Supervisor, Roads and Services (rev. 3 Provide input and assistance on the cost of purchasing or repairing Operations equipment, and the cost of road maintenance including implementation of new roads. This includes presenting to Council as a content matter expert. 4. Provide direct supervision and guidance to all the Roads Services Division staff. Recruit and hire staff as required and within budget. Coordinate work scheduling to ensure efficient and effective service delivery, compliance with applicable law, and deadlines are met with competing demands. Identify, promote, and organize staff training needs to ensure qualifications and certifications are obtained and maintained. Actively participate in employee/labour relations by meeting with staff to discuss/address any work-related problems or concerns, and by evaluating staff performance and overseeing performance improvements. Enforce and adhere to the operational policies and procedures of the Town as well as applicable Provincial and Municipal legislation and regulations. Maintain safe work practices and measures to protect employee(s) from hazardous work methods, process or materials. 5. When directed, act in the absence of the General Manager Operations. 6. Ensure that all work performed is in accordance with applicable Provincial and Municipal legislations and regulations including the Ontario Occupational Health and Safety Act, corporate strategy, and in accordance with internal policies and procedures of the Town. 7. Perform other duties and/or special projects as assigned. Work Relations: Internal: General Manager Operations, all employees in the Operations Department (within division and external), and other employees of the Town of Arnprior. External: The public; representatives from other municipalities, Provincial and Federal Ministries and agencies, related associations, consultants, contractor personnel (including equipment operators and supervisors), and suppliers of services and equipment. Subordinate Positions: Lead Hand Maintenance Technician Labourer Skilled Labourer Summer Students and/or other temporary/short-term positions when applicable Working Conditions: Physical Demands: The Supervisor, Roads and Services may have to sit, stand, and/or drive for long periods of time. 4 kneeling/bending, and lifting/carrying heavy objects and perform heavy physical labour at various job locations and in extreme working conditions. The role will require dexterity and the use of power/hand tools which may result in repetitive motions leading to muscle fatigue or strain. Environmental Conditions: The Supervisor, Roads and Services may be exposed to occasional fumes, loud noises, hazardous substances, and to extreme weather conditions hot and cold. Sensory Demands: The position may include the use of computers, long periods of time where high concentration is needed in busy/loud situations which may cause eyestrain and occasional headaches. Mental Demands: The role is exposed to stress and pressure associated with supervising employees. The Supervisor, Roads and Services will have to manage a number of requests at one time and must be prepared to deal with tight deadlines, unplanned interruptions from external contractors, the public, etc. The position will be required to work unplanned long or odd hours in response to winter weather conditions and/or emergency situations. Statement of (Minimum Qualifications): The Supervisor, Roads and Services wherever possible should reside within fifteen (15) minutes of Town boundaries. Under no circumstance shall the Supervisor reside more than thirty (30) minutes outside Town boundaries. Education/Certification Two (2) years of post-secondary education/training in a related field Valid DZ Ontario Driver s Licence MOE Operator Class I in Municipal Residential Water Distribution Subsystem MOE Operator Class II Certificate in Wastewater Collection Facility Ability to obtain Overall Responsible Operator (ORO) certification under MOE requirements Ontario Good Roads Association Roads Supervisor certificate or ability to obtain within a reasonable timeframe First Aid Level C, CPR/AED Vulnerable Sector Background Record Check Experience Five (5) years of experience performing public works, specifically roads and services, duties with a Municipal Government or related environment. At least two (2) years of previous working experience supervising and managing work activities of staff. Knowledge Working knowledge and familiarity of road operations (winter control, minimum maintenance standards), infrastructure, and Municipal water distribution and wastewater collection systems. 5 Thorough knowledge and understanding of the Ontario Occupational Health and Safety Act, WHMIS and awareness of the hazards and safety requirements for the Operations department. Understanding of relevant regulatory and legislative acts related to road, water and wastewater operations and maintenance. Demonstrated working knowledge of applicable power/hand tools, survey equipment, heavy equipment, office equipment. Working knowledge of operation and maintenance of heavy equipment and machinery. Skills/Abilities Capable of demonstrating strong ability to manage, supervise and lead others. Technical ability to operate and maintain heavy equipment including backhoe, loader, dump truck, winter equipment, etc. Maintain certification and qualifications required for the position. Strong verbal and written communication and problem solving skills to deal professionally with municipal staff, external contractors, property owners and the general public. Analytical skills to develop and monitor budgets and expenditures to ensure programs do not exceed budget authority. Time management skills to prioritize, set schedules and delegate tasks to ensure multiple projects and competing demands are completed efficiently and on time. Strong problem solving and independent judgment skills. Computer literate and ability to use various software applications including Microsoft applications. Asset Qualifications Arborist educational background and/or working familiarity. Mechanic License/Small Engines License or previous working experience in similar field.
