14 Analysis of Construction Costs Construction Trends & Escalation Outlook Typical escalation factor used in the construction industry has ranged from 3% to 4.5% through 2016 National total construction spending in 2017 was forecasted to finish at $1.263 billion, an increase of 6% over 2016 Escalation has shot up to an average of 22% in the greater San Diego market. Factors include: A rebounding economy Mega projects in Nevada and Arizona Construction start is up by 6% Contractors are busy and resources (labor pool) is at an all-time low Commodities are trending higher than normal Extensive amount of local school bonds passed in 2016 Materials: substantial increases in the costs of cement, copper pipe and lumber. 14
