In addition to replacing the failing roof system, the new roof will also save on energy costs. It is constructed from a layer of EPDM roofing material (rubber roof) with a rock ballast to hold the roofing material in place. At 20 years of age there are signs of membrane shrinkage. This occurs to the rubber roof membrane as it ages and experiences thermal cycles. The membrane begins to "tent" and pull at the perimeters where it is attached. The existing water supply piping is primarily type "L" copper piping. The piping is approximately 50 years old and is nearing the end of its life expectancy. The water system will need to be upgraded if a fire protection system were to be added. 42 Inspect existing piping with a camera Needed to assess the condition of the existing piping. 43 Replace all accessible sanitary piping The existing sanitary piping is cast iron. The sanitary piping is approximately 50 years old and is nearing the end of its life expectancy. We have experienced problems with the sewers located below the toilet rooms. From the Muermann Report: "The water softener should be scheduled for replacement and sized appropriately for the actual building demand". Add low-flow aerators to sinks and showers to minimize water consumption and natural gas consumption required to heat water. 49 Replace all urinals A combination of flush valves and flushing styles are present in the restrooms in the high school. Different fixtures flow for different times with varying rates of water dispensed. The amount of varying flow is typically indicative of fixtures that are using too much water during each flush. 50 Install ADA compliant lavatory faucets 51 Install ADA compliant lavatory sinks From the Muermann Report: "Toilet rooms throughout the facility do not appear to be ADA compliant". 52 Replace all existing science room sinks From the Muermann Report: "Science room sinks are in poor condition". The services is full with no room for expansion. If additional load is added to the service, there is no room for additional breakers. The majority of the panels in the facility are old style GE original to the 1962 construction. Most panels are full with no room for additions. Breakers of this age do not operate properly in a fault condition or may not reset if tripped. 62 Replace automatic shut offs on shop panels Provide automatic shut off on shop panels with emergency push button. 63 Add emergency power generator No generator is provided in this facility. 5 64 Replace existing lighting 1. Replace HID, incandescent, and compact fluorescent fixtures/lamps with LED fixtures/lamps. 2. Convert standard wattage T8 and T12 fluorescent fixtures to LED lighting, with a combination of new or retrofit fixtures and LED tube lamps. 3. Delamp areas that are overlit 4. Install daylight sensors in areas that are well lit from natural light to reduce lighting hours of use during the day. Provide occupancy sensors in each 65 classroom Provide occupancy sensors in corridor 66 spaces Install dual technology occupancy controls in areas that have variable occupancy to reduce lighting hours of use. No motion controls are installed in public areas. Provide ultrasonic occupancy sensors in corridors to provide automatic lighting shut-off. The existing exterior lighting fixtures consist of parking lot lighting, pathway lighting, flood lighting and wall packs. The existing lights consist of HID (high intensity discharge) and HPS (high pressure sodium) lights. The lights ae inefficient and have fewer burn hours than new lighting technologies. 67 Replace exterior light fixtures Many options exist when considering exterior lighting upgrades. McKinstry will conduct an exterior lighting survey to determine the amount of light produced by each light and where the light is projected. Replacement fixtures will then be recommended to provide the best lighting given the existing infrastructure and application (photometrics). The result is an energy and operationally efficient system that provides adequate amount of lighting for the space. 68 Replace broken switches and receptacles Old snap style switches are installed in most areas 69 Add receptacles to classrooms as required A typical classroom in Wisconsin has 12 receptacles on 3 circuits. 70 Replace existing fire alarm system The existing system is an old style non addressable fire alarm system. There are very minimal fire alarm notification and annunciation devices installed throughout the facility, and the system currently does not meet current code in regard to annunciation and notification. Replace the entire system with new addressable devices and new wiring. Connect to dialer to allow for the system to notify in the event of an alarm during unoccupied hours Install a central wireless master clock with GPS receiver to replace all hard-wired synchronized clocks Replace entire intercom system with new system and new cabling to new speakers and call in emergency devices Provide CAT6 wiring for new phones to accommodate the future VoIP phone system Simplex master clocks are installed. The clock system is dated and is at the end of its useful lifespan. There is an old PA system in the office area. There are surface mounted old style speakers throughout the facility. The location and age of the existing speakers creates poor coverage areas within the facility. The existing phone cabling is CAT3 and is routed back to wall mounted voice wiring blocks. Page 5 of 9

6 74 Install additional data racks 75 Install additional patch panels If a building addition would require that data cable have a total installed length of over 300 feet, then an additional IDF data rack will be required. Additional data can be added to the existing closets with the addition of larger racks and additional patch panels. 76 Upgrade to LED/exterior lighting/east drive recently upgraded Middle School $ 25,000 The existing exterior lighting fixtures consist of parking lot lighting, pathway lighting, flood lighting and wall packs. The result is an energy and operationally efficient system that provides adequate amount of lighting for the space. 78 HVAC $ 3,649, Refurbish Air Handling Units $ 240,000 Many of the existing AHU throughout the are original to the construction of the facility. The units appear to be in above average shape and in salvageable condition. In many cases units are also located in difficult areas to dismantle and replace. Although the units are in above average shape, the useful life of most air-handling equipment is 25 years. Bearings, sleeves, motors, and dampers fail which causes significant operational expense to maintain. Replace the critical wear parts within the units to bring the system to nearly like-new operation. By replacing motors with new high efficiency inverter rated motors additional energy savings strategies are possible. Replacing other wear parts will minimize maintenance personnel time. Page 6 of 9

7 80 Refurbish HVAC Equipment (in lieu of vertical unit vents) $ 500,500 Concerns exist about the operability and the reliability of the direct digital controls. In some instances, the graphics on the controls do not correspond to the same equipment. This causes confusion among facility operators and forces operators to use equipment in manual mode. These manual modes nearly always consume more energy than when controlled using the energy management system. Perform recommissioning of the entire facility to bring the system back into proper performance thresholds for each space need. Complete a point-to-point checkout of all digital signals within the system to instill confidence in the controls and reliability within the system. 81 Upgrade controls/recommissioning $ 551,000 The current control system is only scheduling equipment ON and OFF and controlling to a certain temperature set point. Virtually all of the HVAC mechanical pieces of equipment are incorporated into the system and running simply to maintain specific set points without minimizing energy consumed as part of an overall energy saving sequence. Wom of the issue is within the mechanical system limitations while additional opportunity exists for control sequencing with little mechanical retrofits. Add proper sensors, mechanical equipment and control sequences to maximize energy savings of the HVAC equipment. 82 Refurbish Air Handling Units Middle School $ 330, Chiller Replacement Middle School $ 370,500 The Middle School is cooled using a single 200 ton Trane RTAA air-cooled chiller that is original to the construction of the facility. One of the compressors on the unit failed recently at significant expense to the district. Typically air-cooled chillers have a useful life of years depending on maintenance performed and water treatment. There are two main distribution pumps that operate at a constant volume to distribute the chilled water to AHUs throughout the building. Replace the existing air-cooled chiller with a new high efficiency air cooled chiller properly sized to provide cooling to the required locations. New chillers are much more efficient and quieter than the existing chiller. Reconfigure the pumping and piping scheme to allow for variableprimary pumping to save additional electrical energy and maximize the efficiency of the chilled water plant. Page 7 of 9

The boiler plant consists of three Burham 528 MBH boilers that were installed after the 1988 addition. The expected life of a typical hot water boiler is 25 years. Boiler distribution pumping is accomplished using a constant volume primary/secondary pumping arrangement. 87 Boiler Upgrades PES $ 241,500 Replace the boiler plant with new high energy efficiency condensing hot water boilers capable of efficiencies of 95%. Reconfigure the piping to allow for variable-primary pumping which will give the district significant electrical energy savings as well as allow the boilers to operate at their maximum efficiency for longer durations of the school year.
