The identified needs will have an estimated cost and a suggested schedule of completion.

4 Vision and Purpose Vision Statement The Administration and Support Services will provide a clean, orderly, safe, cost-effective and instructionally supportive school environment that contributes to the school district s mission of educating our children to meet the intellectual, physical and emotional demands of the 21 st century. Purpose The school district has done an awe-inspiring job of strategically and tactically realizing their vision. There have been capital projects to complete the new high school as well as completing component replacement on all of the buildings that were in need of improvement over the last ten years. The purpose of this plan is to perform a facility audit on all facilities to determine any remaining non-routine maintenance issues that need to be addressed within a ten year period of time. 5 Facility Audit - Early Learning Center at George Earle Building Information This facility was constructed in Renovations include fire damage repair in This facility has seventeen classrooms housed in 38,667 square feet on 12 acres with a student capacity of 340. 6 EXTERIOR ENVELOPE Exterior Walls The exterior walls are made of masonry. In 2010, the water and frost damaged foundations were repaired and concrete drain spillways were installed to prevent future damage. It does not appear that the exterior walls will need tuck-pointing or caulking within ten years. It would add comfort to the classrooms if spray foam insulation were added to the void behind the metal book shelf units. 3 Facility Audit - Early Learning Center at George Earle Fidelis Management, Inc.

7 Roof The roof was replaced in 2003 and is in good condition. Doors Most exterior doors were replaced in 2010 with exception to the far west and far north entries 3, 4, 10, and 11. These doors should be replaced with aluminum entries with security access readers. The secondary interior vestibule doors have been removed in the past. The remaining frames and sidelights should be removed and finishes patched to match surrounding surfaces. Windows The windows were replaced in the 1996 and are in good condition. 8 Cafeteria/MP Room The existing VCT flooring is in need of replacement. The other finishes are in good condition. The lighting should be replaced with more efficient fixtures. Kitchen The kitchen is adequate for its current operation with exception to the existing VAT flooring. The VAC should be removed and slip resistant quarry tile be installed. Nurse There has been noted an issue of finger pinching in the restroom doors. Modifications to the door to chamfer the edges should be completed. Toilet Room Finishes The restrooms were updated in 2003 and are in good working order. However, It would be beneficial to lower the heights of some of the fixtures to better accommodate the revised all- kindergarten student population. The floor drain in the west boys restroom should be lowered if modification to the fixture heights should occur. Individual toilet rooms were added to several west wing classrooms in Corridors The ceilings were upgraded in Floors finishes were upgraded in 2010, with the exception of the gym. It is recommended that the VCT be replaced. The walls have been recently painted. Lockers were added in 2010, but need to have tops installed. Classrooms The classrooms are in good condition. The flooring was replaced in The existing storage door hardware needs to be repaired in some locations. 9 Communication Systems All systems have been continuously upgraded by the technology department and appear to be adequate. Lighting Systems Lighting was upgraded to electronic ballast and T-8 lighting in 2010 with exception to the GYM. It is recommended that the GYM lighting be replaced with T-5 or T-8 lighting Emergency and Exit Systems Entire System appears to be in good working order. Fire Alarm Systems Entire System appears to be in good working order. Piping Domestic Water, Piping Sanitary & Piping Storm above slab was replaced in 2003 and appears to be in good condition. Pipe Insulation Pipe Insulation was installed in 2003 and appears to be in good condition. Fixtures Sinks, toilets, urinals and water fountains were installed in 2003 and appears to be in good working order. Hot Water System The hot water system was installed in 2003 and appears to be in good working order. Drains The floor drain in the west boy s restroom is at a high point and if renovation were to occur, lowering of the drain would be desired. The roof drains are in good working order. However, on the west side of the northern section of the building, water drains across the walk and pavement areas causing icing issues during the colder seasons. Consideration needs to be taken to add underground storm drains to eliminate the issues. This can be tied into the storm drains being considered along the east side of the property Pumps The hot water circulating pump was installed in 2003 and appears to be in good working order. 10 Misc. Plumbing Backflow Preventors have been inspected and appear to be in good working order. Fire Suppression Fire suppression is not present at this facility. Heating Plant The boilers were installed in 1993 and would exceed their life expectancy by the end of this ten-year facilities plan. The recommendation would be to replace with high efficiency boilers. Cooling Plant The chiller system was installed in 2003 and replacement should not be needed within the next ten years. Piping All piping above grade was replaced in 2003 and should be in good working order for another twenty years. Terminal Units Unit Ventilators, Exhaust Fan &Terminal HVAC Units were installed in 2003 and replacement should not be needed within the next ten years. Pumps The two hot water HVAC pumps were installed in 1993 and would have exceeded their life expectancy by the end of this ten-year facilities plan. The recommendation would be to replace with high efficiency pumps, motors and variable frequency drives. The two chilled water HVAC pumps were installed in 2003 and are in good working order. The recommendation would be to install variable frequency drives on these units to save on electrical consumption. There are rebates currently available for the addition of variable frequency drives. ATC System Automatic temperature control systems were replaced in 2003 and appear to be in good working order. 11 DISCIPLINE: SITE Exterior Paving/Walks/Stairs Paving/Walks Additional parking is need on the North side of the building as well as repair of existing at the parking area to the west of the north wing. Handicapped Access Ramps-Exterior appear to be adequate. Landscaping Landscaping is mainly grassy areas without need for upgrading Site Drainage Drainage at this facility is inadequate. The area lies in a relatively flat region. The City storm sewers are inadequate and what does exist has invert elevations that prohibit gravity flow from any point from the site to the city system. It appears that a heavy-duty trench drains and additional storm piping directed to the north could alleviate the issues. 14 EXTERIOR ENVELOPE Exterior Walls The walls consist of CMU with 1 ½ rigid insulation, air space and a brick veneer. All brick appears to be in good condition with exception to the loading dock walls that are free standing. Those walls have had issues with efflorescence. This is a common occurrence with this type of wall when there is no drainage in the cavity. This is a cosmetic issue and damage to the brick should not occur. Roof The roofing was replaced in 2010 and used a synthetic underlayment. The existing skylights have issues with leaking. It has been most noticeable during large temperature changes in a relative short time period. The skylights should be reviewed for possible replacing of all gaskets or should be replaced. Doors The doors & hardware at the exterior are in good condition Windows The windows at the exterior are in good condition Misc. The exterior drainage at the perimeter drain areas were upgraded in 2011 and should alleviate problems associated with heavy rains. INTERIOR Cafeteria/MP Room The Finishes in these areas are in good condition. Consideration needs to be given to accommodate a larger student body. There is barely enough time to allow student to eat after being served. Kitchen The finishes are in good condition. 15 Toilet Room Finishes Toilet partitions are in need of replacement. Handicapped access appears to be adequate. The finishes are in good condition. Some ceiling tiles could be replaced. Mechanical Rooms / Janitor Closet / Storage The finishes in these areas are adequate. Stairs The finishes in these areas are in good condition. The floor finishes were replaced in The railings appear to be in code compliance and in good condition. Corridors The ceilings and walls are in good condition. The floor finishes were replace in The lockers appear to be in good condition. Handicapped Access Handicapped access appears to be adequate at all areas. Doors Interior doors/hardware appear to be in good working order. Elevators/Lifts None Structural Issues No structural issues Power & Distribution System Electrical service and distribution appears to be in good working order. Communication Systems All systems have been continuously upgraded by the technology department and appear to be adequate. Lighting Systems Lighting was upgraded to electronic ballast and T-8 lighting in 2010 with exception to the GYM. Piping Domestic Water, Piping Sanitary & Piping Storm appears to be in good condition. Pipe Insulation Pipe Insulation appears to be in good condition. Fixtures Sinks, Toilets, Urinals & Water Fountains are original. The toilet/urinal flush valves and faucets have exceeded their life expectancy and should be replaced. Recommendation would be to use battery powered automatic flush valves. Hot Water System The hot water system was replaced two years ago and appears to be in good working order. Drains System appears to be in good working order. Pumps The hot water circulating pump was installed in 2003 and appears to be in good working order. Misc. Plumbing Backflow Preventors have been inspected and appear to be in good working order. Fire Suppression Fire suppression appears to be in good working order. Heating Plant The boilers were installed in 1993 and would exceed their life expectancy by the end of this ten-year facilities plan. The recommendation would be to replace with high efficiency boilers. 17 Piping All piping should be in good working order for another twenty years. Terminal Units Unit Ventilators, Exhaust Fan &Terminal HVAC Units appear to be in good working order. For energy savings, it is recommended that variable frequency drives be added to the 25 HP air handling unit motors in the three penthouses. There are rebates currently available for the addition of variable frequency drives. Pumps The two hot water and two chilled water HVAC pumps were installed in 1993 and would have exceeded their life expectancy by the end of this ten-year facilities plan. The recommendation would be to replace with high efficiency pumps, motors and variable frequency drives. The six flow pumps on the boilers would be eliminated. There are rebates currently available for the addition of variable frequency drives. ATC System Automatic Temperature Control systems were upgraded in 2005 and appear to be in good working order. Exhaust System Thirteen of forty-seven exhaust fans are under constant use and have exceeded their life expectancy. The remaining are small fans not used constantly and should continue to work part this ten-year plan. The thirteen should be replaced. Fidelis Management, Inc. 18 DISCIPLINE: SITE Exterior Paving/Walks/Stairs Paving/Walks appear to be in good condition. The additional parking area at the southwest was added in This site does have traffic pattern issues. It would be beneficial to add a drive lane and sidewalk along the west side and remaining front of the school to allow drop off of students is a safe manner at the front of the building. This would alleviate the issue of parents/visitors from entering the south doors and would require them to enter at the office area. This may require a variance from the city and the east west road portion is currently designated as a city street right of way. 19 Handicapped Access All exterior ramps appear to be in code compliance Landscaping Landscaping is in good condition. Site Drainage The site appears to drain as designed without issue. Corridors The ceilings were upgraded in Floors finishes were upgraded in 2010 except for the GYM. The walls have been recently painted. Lockers were added in 2010 but need to have tops installed. Classrooms The classrooms are in good condition. The flooring was replaced in The existing storage door hardware needs to be repaired in some locations. The doors in the older northwest section of the building should be replaced as they are delaminating. Handicapped Access Handicapped access is acceptable. The railings need to be upgraded. Structural Issues The only structural issues found were some cracks in the concrete at the loading docks. The dock structural deck could be replaced. The GYM AHU s have exceeded their life expectancy and should be replaced. During replacement, units with cooling could be added if unit could be found to fit in the space on the mezzanine. Chilled water piping is in the hallway below the mechanical mezzanine for the possible cooling. Pumps The two hot water and two chilled water HVAC pumps were installed in 2003 and are in good working order. The recommendation would be to install variable frequency drives on these units to save on electrical consumption. There are rebates currently available for the addition of variable frequency drives. 26 DISCIPLINE: SITE Exterior Paving/Walks/Stairs Paving/Walks Portions of the asphalt at the main entry parking lot were replaced in 2004 and Within the next ten years, the northwest parking lot should be replaced and increased in size as the space is not suitable for efficient parent drop-off. The remainder of asphalt should be seal coated. Consideration should be given to relocating the soccer goals as they are used often at recess. Most walks have been replaced in 2004 and 2010 and are in good condition. Handicapped Access Ramps-Exterior appear to be adequate. The railing at the west side should be replaced. Landscaping Landscaping is mainly grassy areas without need of upgrading. New landscaping was installed along the main entry in Site Drainage Drainage at this facility is adequate. 27 Facility Audit - Ridge View Elementary School Building Information This facility was constructed in Renovations and additions include: Seven added classrooms in 1957; Gym, kitchen and three lower level classrooms were added in This facility has nineteen classrooms housed in 37,751 square feet on 13 acres with a student capacity of 380. 28 EXTERIOR ENVELOPE Exterior Walls The exterior walls are made of masonry. In 2010, the water and frost damaged walls at the GYM were repaired with structural ties where wall ties have corroded. The brick still has a great deal of water/frost damage remaining on the GYM walls. The face brick on the gym addition should be removed, corroded wall ties replaced and new face brick installed if this facility remains in the school corporations inventory of elementary schools within the next ten years. The chimney is in very shape and should be torn down and roof penetrating breaching installed. 29 Roof The roof over the GYM was replaced in 2010 and is in good condition. The remainder of the roofs warranty expires in 2012 and will need to be replaced within the next ten years if the building remains in the inventory of the School Corporation. Fidelis Management, Inc. 30 Doors The two north exterior doors were replaced in The remaining exterior doors should be replaced with aluminum entries with security access readers. 31 Structural Issues The structural settlement at the southwest corner of the GYM/Kitchen Storage area was reviewed. It appears that the settlement has stopped some time ago but cracks in the walls remain. Repairs should be made to the damaged walls. The wall system of the gym has been fatigued for some time due to water infiltration from the tapered metal panels just below the roof. The wall panels were covered with a rubber membrane when the reroof occurred in The walls were inspected by a structural engineer, repair procedures given and followed in The exterior walls have a great deal of face brick pop offs due to freezing water in the brick. Upon review in 2011, the damage appears to be no longer occurring as there is no visible brick material on the ground as was in the past. Further attention should be paid to this issue as this winter was unusually mild. The face brick on the gym addition should be removed, corroded wall ties replaced and new face brick installed if this facility remains in the school corporations inventory of elementary schools within the next ten years. Power & Distribution System Electrical Service, Distribution and Transformer was replaced in 2003 and is in good working order Communication Systems All systems have been continuously upgraded by the technology department and appear to be adequate. There are some small transformers that should be replaced in the janitors closet as they are quite hot. 37 EXTERIOR ENVELOPE Exterior Walls The walls are constructed of masonry and have been maintained well. There is some minor tuckpointing that should be addressed around the Auditorium. Roof The roof has been replaced in 2004 and There is some work that should be completed to the limestone caps on the Auditorium walls. The joints should be grounded down and caulked. Doors The majority of the exterior doors was replaced in 2004 and 2009 and is in good condition. Windows The windows were replaced in 1999 and are in fair condition. Cafeteria Most of the finishes were replaced in 2004 and 2009 Kitchen The kitchen is in good condition. The make-up air unit is the original unit and has exceeded its life expectancy and should be replaced. Nurse The nurses station appears to be working as needed Toilet Room Finishes The toilet rooms were remodeled in 2004 and are in good condition. Auditorium The finishes and seating in the Auditorium are worn and should be replaced. The lighting uses quarts bulbs and has been known to shatter dropping glass in the seating area. 38 GYM The floor in the GYM is the original wood floor. It has been sanded four times at least and probably is now too thin for another sanding. If an additional refinish was desired, the floor would have to be replaced. The HVAC & exhaust system has exceeded their life expectancy and should be replaced. The lighting should be replaced with T-5 or T-8 lighting to operate more efficiently. AUXILARY GYM The HVAC & exhaust system has exceeded their life expectancy and should be replaced. The lighting should be replaced with T-5 or T-8 lighting to operate more efficiently. Pool The Pool has been regrouted in The pool hot water heater was replaced in Repair to the filter is an ongoing maintenance program. The HVAC & exhaust system has exceeded their life expectancy and should be replaced. The lighting should be upgraded to a more energy efficient fixture. The upper balcony bleachers are worn, difficult to operate and should be replaced. The pool locker rooms have the original fixtures and should be upgraded. Corridors and Classrooms The finishes were replaced in 2003, 2004 and 2009 and are in good condition. Handicapped Access Handicapped access appears to be adequate. Doors Most of the interior doors and hardware were replaced in Elevators/Lifts The elevator is the original from 1982 and appears to be in good working order. Structural Issues The building does not have any structural issues at this time. Power & Distribution System The electrical service was upgraded in 2003 with upgrades to distribution and receptacles in 2003, 2004 and Facility Audit - Hobart Middle School Fidelis Management, Inc.

39 Communication Systems All systems have been continuously upgraded by the technology department and appear to be adequate. Lighting Systems Lighting was upgraded to electronic ballast and T-8 lighting in 2010 with exception to the GYM. It is recommended that the GYM lighting be replaced with T-5 or T-8 lighting Emergency and Exit Systems Entire system appears to be in good working order. Fire Alarm Systems Entire system appears to be in good working order. Piping Domestic Water, Piping Sanitary & Piping Storm above slab was replaced in 2003 and appears to be in good condition. The only exception is above the pool locker rooms which is galvanized piping and should be replaced. Pipe Insulation Pipe Insulation was installed in 2003 and appears to be in good condition. Fixtures Sinks, Toilets, Urinals & Water Fountains were installed in 2003 and appears to be in good working order. Hot Water System The hot water system was installed in 2003 and appears to be in good working order. Drains The drains appear to be in good working order Pumps The hot water circulating pump was installed in 2003 and appears to be in good working order. Misc. 40 Fire Suppression Fire suppression is not present at this facility. Heating Plant The boilers were installed in 2003 and appear to be in good working order. Cooling Plant The chiller system was installed in 2003 and replacement should not be needed within the next ten years. Piping All piping above grade was replaced in 2003 and should be in good working order for another twenty years. Terminal Units Unit Ventilators, Exhaust Fan &Terminal HVAC Units were installed in 2003, 2004 and 2009 with exception to HVAC units at the Auditorium, Gym, Auxiliary Gym and the Pool. Those units have exceeded their life expectancy and should be replaced. Pumps The two hot water and two chilled water HVAC pumps were installed in 2003 and are in good working order. The recommendation would be to install variable frequency drives on these units to save on electrical consumption. There are rebates currently available for the addition of variable frequency drives. ATC System Automatic Temperature Control systems were replaced in 2003/2004 and appear to be in good working order. Exhaust System With exception to the GYM areas and the Pool, exhaust systems were replaced in 2004 and 2009 and appear to be in good working order. 41 DISCIPLINE: SITE Exterior Paving/Walks/Stairs Paving/Walks Paving and concrete walks were replaced in 2009 with exception to the north and west lot. The north lot asphalt should be replaced as is has several failure areas. All other areas should be seal coated and striped. Handicapped Access Ramps-Exterior appear to be adequate. Landscaping Landscaping is mainly grassy areas without need of upgrading. Additional planting were added in Site Drainage Drainage at this facility is adequate. The problems of water backing up in the cafeteria appear to have been resolved in 2009 when repair of a collapsed storm drain was completed under the north parking lot. The site drains were cleaned out and some piping repairs were completed in The asphalt needs to be replaced in many areas. 50 Estimated Cost and Schedule of Completion A supplement will be provided that will provide an estimate that encompasses of all of the anticipated needs for all facilities within the next ten years. The spreadsheet will show the cost of the requirements and when it would be feasible to complete the work. Items will be grouped with like items at other sites to maximize economies of scale. Items that are currently eligible for rebates could be pushed forward to the first year. Work of this nature can be completed on an annual basis as budgeting allows or could be packaged into a bond issuance to be completed at one time which would allow saving inflationary cost of the ten-year period. 47 Estimated Cost and Schedule of Completion Fidelis Management, Inc.

51 Consideration of Alternative Energy In looking at potential reduction in energy consumption, we have investigated the opportunity for the installation of wind turbines. If two of the 100KW turbines are installed, the school corporation could generate approximately $ 50,000 per year under the current NIPSCO buy back agreement. The cost for installation would be around $ 575,000 for each unit. This work could be added to the amounts in a bond issue and could be complete by Solar technology was also reviewed but is not currently cost effective due to the lack of grants or Federal funding at the time of writing. Further analysis should be conducted to determine when it would be feasibly to complete the integration of solar devices. Systems utilizing solid oxide fuel cells were also reviewed. This is a good technology that is being adopted by many businesses and government agencies but is not currently available in the Midwestern and Eastern portions of the United States. A 200 Kw base unit costs about $ 1.5 million and increase from there in 100 Kw increments. This technology will be more available in the next ten years and costs should drop dramatically.
