M. - St. Mary River Irrigation District Minutes MOVED approval of the Minutes of the Regular County/ Municipal Meeting held February 28, Amendments to the Agenda MOVED that the March 14, 2018 County Municipal/Committee Meeting Agenda be approved and adopted with the following amendments: Rural Crime Watch Seed Plant Meeting Report Enforcement Provisions of Road Damage F.C.S.S. Update COMMITTEE AND STAFF REPORTS Municipal Enforcement Officer s Report The Municipal Enforcement Officer s Report was presented as per Addendum A to the Minutes. Mr. Payne has received the draft tender contracts for the Water Meter Installations for all the hamlets for review. Mr. Payne informed Council the design of the Burdett Treated Water Storage and Distribution Pumping Upgrade will be received by next week, which will include increased stored water volume and a backup emergency power supply to increase fire flows. Mr. Payne reported to Council, administration staff will be completing emergency management training courses throughout March. Mr. Stewart Payne left the meeting.
2 Protective Services Coordinator s Report The Protective Services Coordinator s Report was presented as per Addendum B to the Minutes. Mr. McGarry reported to Council fire permits are only required by anyone burning in the County for the period April 1 to October 31 each calendar year. The Fire Permits ad will be placed in the County Commentator March 27, 2018 as a reminder to obtain these permits before burning. Mr. Dustin McGarry left the meeting. Timesheets MOVED approval of the Timesheets. Treasurer s Report No report until budget has been approved Road Program Meeting Road Program Totals for 2018 Gravel $ 994, Construction $ 675, Oiling $ 329, Total estimated Program Cost $1,998, MOVED approval of the 2018 Road Program at an estimated cost of $1,998, as per attached Addendum C to the minutes. Mr. Hollingsworth discussed with Council the following: Road Bans: The weather forecast is calling for milder conditions in the near future, therefore, the Public Works Department will be monitoring conditions in the interim. The Public Works Department are also working on correcting deficiencies in the National Safety Audit that was recently conducted. Mr. Hollingsworth left the meeting. Public Participation Policy In accordance with Section of the Municipal Government Act, a Public Participation Policy must be developed to recognize the value of public participation and create opportunities for meaningful public participation in decisions that directly impact the public. Council reviewed the proposed policy on Public Participation. MOVED approval of the Public Participation Policy as per Addendum D to the minutes.
3 Bylaw 3/2018 Code of Conduct for Members of Council A By-Law of the County of Forty Mile No. 8 in the Province of Alberta to establish a Code of Conduct for Members of Council. First Reading, Second Reading, MOVED that the Members present unanimously agree to give By-law 3/2018 a Third Reading. CARRIED UNANIMOUSL. Third Reading. CARRIED UNANIMOUSL Spring Convention Resolutions Council reviewed and discussed the merit of twelve resolutions that will be presented at the 2018 Spring AAMD&C Convention. Support 1-18S Request for Implementation of the 2018 Assessment ear Modifier for Well and Pipeline Assessments (MD of Willow Creek) 2-18S Combatting Rural Crime (Lacombe County) 3-18S Increase Crown Prosecutor Staffing Levels for Rural Municipalities (County of St. Paul) 4-18S Support for Continuation of Grant Funding for Agricultural Initiatives Program (Lac Ste. Anne County) 5-18S Provincial Government Consultation and Communication Protocol with Municipalities (County of Grande Prairie) 6-18S Wind Energy Regulations Required at Provincial Level (County of Paintearth) 7-18S Standards for Buildings Contaminated by Fentanyl and Carfentanil (Sturgeon County) 8-18S Amendments Required for Provincial Recycling Regulations (Strathcona County) 9-18S Exemption of Seniors Housing from Requirement to Pay Carbon Levy (Beaver County) 10-18S Tenure Extension Requirements for Unconventional Development (MD of Greenview)? 11-18S Recycling of Solar Panels (MD of Foothills) 12-18S Victim Services Units Funding (Northern Sunrise County)? County of Forty Mile Regional Water Pipeline Project Pipeline Contract 1B Tenders for Contract 1B of the County of Forty Mile Regional Waterline Project were opened on February 22, 2018 at 2:00 P. M. A total of six (6) Tenders were submitted and reviewed by MPE staff to ensure tender specifications were met along with a check for arithmetic errors. The following summarizes the corrected tenders received from lowest to highest: 1. T.A. Excavating Ltd. $1,638, L.W. Dennis Contracting Ltd. $2,128, K-Line Maintenance & Construction Ltd. $2,400, BZ Enterprises Inc. $2,428, Syn-core Directional Ltd. $2,512,812.23
4 6. M&N Energy Services Ltd. $3,346, The tender amount includes a 10% extra work allowance and 5% GST. estimated cost for the work was $1,986, The MPE has previously worked successfully with T.A. Excavating Ltd. on projects of similar scope and recommended the acceptance of the low tender submitted by T.A. Excavating Ltd. for the tender amount of $1,638, MOVED approval to award the tender submitted by T. A. Excavating Ltd. for Pipeline Contract 1B of the County of Forty Mile Regional Water Project for the tender amount of $1,638, Southern Alberta Emergency Management Resource Sharing Agreement An updated version of the 2007 Agreement on Area Resource Sharing was reviewed by Council. MOVED approval of the updated version of the 2007 Southern Alberta Emergency Management Resource Sharing Agreement as per Addendum E to the Minutes. Policy Review Council agreed to review the following policies at the next Council meeting: Code of Ethics/Conduct Policy Over Expenditure Policy Course Fees for Office Personnel Rural Crime Watch The Rural Crime Watch Meeting has been re-scheduled for 7:00 P. M. on Wednesday, March 28, 2018 in Etzikom. Seed Plant Meeting Report Councillor Hughson reported to Council that Mr. Randy Huisman from ATB Financial attended the Foremost Cooperative Seed Cleaning Plant Meeting. He recommended several options to improve their financial position through debt reduction and short term investments. Enforcement Provisions of Road Damage The Municipal Enforcement Officer reviewed with Council, enforcement provisions pertaining to road damage, road activity and the deposit of materials on a road. The highway authority can remove obstructions or materials on a highway and charge accordingly to recover expenses incurred. Forty Mile Regional F.C.S.S. Update The Forty Mile Regional Family and Community Support Services Community Appreciation Night Dinner is on April 20, 2018 in Foremost and April 21, 2018 in Bow Island. Councillors are invited to attend and assist with serving the dinner. The F.C.S.S. Board also welcomes any greetings from County Council. Mr. Darrel Van Arragon, 40 Mile Park Manager, present in the meeting.
5 Delegation Present / Mr. Terrance Lazarus, General Manager, St. Mary River Irrigation District Mr. Lazarus discussed with Council a collaborative new program to ensure the reservoirs controlled by St. Mary River Irrigation District are not infected with the aquatic invasive species, of which the zebra and quagga mussels are of particular concern. All watercraft will be required to be inspected prior to entering the water. The program would include a unique, highly visible sticker and the owner would sign a commitment form acknowledging the watercraft has not been out of province or from another province. All parks and recreational areas with St. Mary River Irrigation District controlled reservoirs with boat launches would be part of this mandatory program. Inspection stations would be set up to mitigate the risk of possible threat by the aquatic invasive species to the economy, especially agriculture, tourism and recreation. Mr. Lazarus left the meeting. MUNICIPAL INFORMATION ITEMS Operational Expense List. Monthly Approvals - February 2018 Truck/Hauling Report - February 2018 Water Well Report for the period ending February 2018 was presented. Operators have been snowplowing and doing some trapping when time permits. The Public Works Department brought back two seasonal personnel, one to help with snowplowing operations and the other to doze back snow drifts and do some trapping in problem areas. Mechanics are continuing with emergent repairs and regular equipment maintenance. In the next month, the County will be working towards correcting the deficiencies outlined in our National Safety Codes Audit which will include some training for staff in the Ag, Park, and Public Works Departments. The John Deere 770GP Grader the County purchased should be here the third week of March. MOVED that the meeting adjourn at 12:06 P. M.
