1 EU INTERREG IIIB CADSES Carpathian Prject Fllw-up-Platfrm The Carpathian Cnventin is an internatinal framewrk agreement fr the prtectin and sustainable develpment f the Carpathians. The Cnventin was pen fr signature in 2003 and all seven Carpathian cuntries are parties t the Cnventin, five f which are members f the Eurpean Unin. The EU, sme ther EU Member States and UNEP clsely fllwed and actively accmpanied the prcess leading t the signature f the Cnventin, as well as its first steps and cperatin activities. The Carpathian Cnventin prcess greatly benefited frm these effrts and frm the supprt f the EU INTERREG IIIB CADSES Carpathian Prject bth at the scientific and institutinal level. The Carpathian Prject cntributed t the rganizatin f the first Cnference f the Parties, held in December 2006 in Kiev, Ukraine, and t the setting up f thematic Wrking Grups in the field f bidiversity and natural heritage, cultural heritage, sustainable rural develpment, agriculture and frestry, sustainable transprt, infrastructure, industry and energy, sustainable turism and spatial develpment. These thematic Wrking Grups cntribute t the tasks f the Implementatin Cmmittee f the Carpathian Cnventin 1. UNEP Vienna acted as bth Interim Secretariat f the Carpathian Cnventin and Lead Partner f the Carpathian Prject, ensuring a cntinuus exchange and inter-linkage between the wrk and activities under the Carpathian Cnventin Implementatin Cmmittee and the wrk and activities cntained in the EU INTERREG IIIB CADSES Carpathian Prject 2. In the frame f the INTERREG IIIB Carpathian Prject a Fllw-up Platfrm with the fllwing aim was established: T be a standing fllw-up platfrm fr regins, lcal authrities and NGOs fr which the Carpathian Cnventin Interim-Secretariat prvides the platfrm fr the the c-rdinated identificatin and drafting f pssible spin-ff and fllw-up prjects. Within this task the Secretariat als prepares lists f prject ideas, assesses the future funding ptential and gives recmmendatins fr further actin t be taken. Furthermre the Secretariat supprts prject develpment and clarifies with Prgrammes n funding and participatin pssibilites. This fllw-up platfrm shall be further active als after finalisatin f the Carpathian Prject in autumn It shall be an pen platfrm, facilitate by ISCC fr cnsultatin f prject ideas and giving input n ther tpics r prject ideas cnsidered t be f imprtance fr a sustainable develpment f the Carpathian Space. 2 Carpathian Space-fcussed prject idea develpment, idea-crdinatin and cperatin fr and between Carpathian cuntries n this tpic. As the frmer CADSES-Prgramme Area was divided int tw parts in the new prgramming perid ( ) and as several tpics have t be tackled the platfrm shall act as an independent platfrm fr the supprt f the develpment and implementatin f Carpathian-related prjects with the mst suited funding surces als with a view t the pssible future establisment f an EU-Carpathian Space Prgramme. This supprts the Final Declaratin, in which the Carpathian cuntries, nted that the experiences f cperatin f the Alpine Space reveal the need fr lng-lasting cmmitment and structural supprt by the Eurpean Unin, t fully benefit f the cnsiderable ptential f the muntains fr reginal develpment and expressed the cnvictin that cperatin with and supprt frm the Eurpean Cmmunity and its Member States will be crucial t the develpment f the Carpathian Space, as an area f ecnmic, scial and envirnmental prgress and sustainability in the heart f Eurpe, building n the regin s advantages and ptentials, and addressing the challenges f muntain regins in an innvative and crdinated manner 3. Furthermre, the Carpathian cuntries invited the Eurpean Cmmunity and its Member States t jin the transnatinal platfrm f the Carpathian cuntries, and t cntinue t supprt the prtectin and sustainable develpment f the Carpathian Space thrugh relevant instruments and prgrammes 4. Preparatin f a Muntain Frest Campaign The tpics climate change, natural hazards, water budget, bidiversity, and frest management with all their very specific impacts n muntain frests and rural develpment are t be prepared fr media presentatin t a wide public. The awareness f the ppulatin and f decisin-makers abut all the psitive effects frests have n the living envirnment in muntain areas, but als n adjacent regins, has t be raised. By means f highpublicity actins a wide understanding has t be created fr muntain frest cncerns. Recmmendatins cncerning the creatin f a specific EU subsidisatin prgramme fr muntain frests Especially the muntain frest has numerus functins f scial imprtance which are nt, r nly under certain cnditins, marketable (prtective effect, prtectin f the resurce water, reginal climate, sil and bidiversity, and the recreatinal effect) at present. Fr specific measures which aim at imprving and safeguarding thse effects f muntain frests that serve the public interest a transparent subsidisatin instrument fr the cmpensatin within the framewrk f the Structural Fund fr rural areas is t be created and prvided with the necessary funds.
