3 NB Pwer Small Business Lighting Prgram Prgram Guide 1.0 PROGRAM INTRODUCTION The primary bjective f the Small Business Lighting (SBL) Prgram is t assist small business wners and peratrs f cmmercial buildings in reducing electricity cnsumptin by implementing lw-cst, energy efficient lighting retrfit prjects. Reducing cnsumptin reduces csts, can als increase cmpetitiveness and imprves building cmfrt. The SBL Prgram prvides financial incentives t small businesses t ffset capital csts f eligible upgrades. NB Pwer will ffer an incentive f $0.17/kWh saved as a result f eligible upgrades t lighting systems and lighting cntrls, t a maximum f $7,500 (excluding HST) per business lcatin. The incentive is nly available fr upgrades nt yet started and is meant t increase the number f efficiency measures t be undertaken by an Eligible Participant thrugh a retrfit prject. Imprtant Nte: T be eligible fr incentives, prjects must be apprved BEFORE any wrk begins and BEFORE any csts are incurred. All electrical cnstructin and maintenance wrk must be cnducted by New Brunswick licensed electrical cntractrs r licensed industrial electricians. The SBL Prgram is available t qualifying businesses n a first-cme, first-served basis. Applicatins fr participatin will be cnsidered as they are received and based n the SBL Prgram budget. 2.0 ELIGIBILITY AND REQUIREMENTS It is imprtant t read all f the requirements in this sectin. Eligible buildings must have identified pprtunities fr lighting efficiency imprvements and must meet all f the fllwing criteria: 2.1 ELIGIBLE PARTICIPANT CRITERIA The Participant must be an NB Pwer General Service I r II custmer (r be a cmmercial entity as categrized by Saint Jhn Energy, Edmundstn Energy, r Perth-Andver Light Cmmissin); and, The Participant must be a New Brunswick cmmercial custmer with electricity cnsumptin less than 100 MWh/yr. Nte: prvincial r federal departments are nt eligible t apply fr incentives. 2.2 ELIGIBLE BUILDING TYPES The fllwing types f buildings are eligible: Cmmercial r institutinal buildings such as, but nt limited t: agricultural buildings (including farms), arenas, grcery stres, health care facilities, htels, ffice buildings, places Page 1 f 6

4 NB Pwer Small Business Lighting Prgram Prgram Guide f wrship, recreatinal facilities, restaurants, retail buildings, stand-alne warehuses, water and wastewater treatment plants and pumping statins; Municipal buildings; Multi-unit residential buildings that have 3 r mre units; and, Mixed-use cmmercial/residential buildings, including huses that have been mdified fr cmmercial use. 2.3 INELIGIBLE BUILDING TYPES The fllwing types f buildings are nt eligible fr the SLB Prgram but may be eligible fr ther NB Pwer prgrams. Mre infrmatin is available at Manufacturing facilities (including attached warehuses and facilities) where 50% r mre f the energy cnsumed at the facility is used in the manufacturing r prcessing f gds, Residential buildings such as huses, duplexes and twnhuses, r Prvincially r federally wned buildings/businesses. 2.4 MANDATORY ELIGIBLE BUILDING REQUIREMENTS Eligible Buildings, per Sectin 2.2, must als meet the fllwing requirements: The building must be at least 2 years ld. The building(s) must be lcated in New Brunswick. The Participant must wn, the building. If the Participant is nt the wner, evidence f the wner s cnsent must be prvided t NB Pwer. 2.5 ELIGIBLE MEASURES Eligible measures must result in electricity savings. NB Pwer will nly accept lighting systems and lighting cntrls measures that have been certified by ENERGY STAR r DesignLights Cnsrtium (DLC ). T maximize ptential savings and incentive amunts, multiple measures fr the building are t be identified/recmmended in the lighting audit wrksheet. Sectin 4 Audit Requirements, prvides further infrmatin. The fllwing are sme examples f eligible interir and exterir lighting systems and cntrls, if they will result in electricity savings: Interir and exterir lighting including electrnic and/r electrmagnetic ballasts, reflectr systems, cntrls, efficient lamps, light-emitting dides (LED), pht luminescent exit signs, high-intensity discharge (HID) lighting, and inductin lighting. A new building is defined as less than 2 years ld; New r unprven technlgies nt substantiated by a recgnized third party such as ENERGY STAR and DesignLights Cnsrtium (DLC); and, Prtable equipment, such as lamps. 2.7 MANDATORY REQUIREMENTS The Participant must nt incur any csts with respect t the retrfit prject until NB Pwer has apprved the applicatin and the Statement f Wrk. All electrical cnstructin and maintenance wrk must be cnducted by NB licensed electrical cntractrs r licensed industrial electricians. ( Participants shall cntact a qualified Service Prvider frm NB Pwer s website wh will cmplete a lighting audit and submit a Statement f Wrk n the Participant s behalf. The prpsed prject must have a simple payback perid f greater than 1year. The simple payback per measure and the ttal simple payback is calculated in the lighting audit wrksheet. Participants must prvide a cpy f ne mnth s electricity bill fr each building lcatin. If a Participant is nt a custmer f NB Pwer, the Participant cnsents t the release frm the relevant utility prvider f a ne-year summary r baseline f electricity bills fr each building lcatin. 6 NB Pwer Small Business Lighting Prgram Prgram Guide When submitting an applicatin t the Prgram, a cpy f ne mnth s electricity bill must be prvided regardless f whether a tenant is respnsible fr the utility bills. Apprved energy efficiency prjects must be cmpleted within 120 days f the date NB Pwer apprves the Statement f Wrk. A building is eligible fr incentives nly nce in a given year and cannt re-apply until 12 mnths frm the prject cmpletin date. If a participant is in the prcess f implementing upgrades and will nt cmplete the upgrades within the 120 days timeline, the Participant must cntact NB Pwer t frmally request an extensin. NB Pwer will apprve r decline requests n a case-by-case basis, at its sle discretin. NB Pwer, at its sle discretin, will accept amendments t the Statement f Wrk up t tw mnths frm the applicatin apprval date. The Participant shuld cntact NB Pwer t ensure an amendment is acceptable befre adding new measures. 3.0 FINANCIAL INCENTIVES The financial incentive ffered is $0.17/kWh saved as a result f eligible upgrades t lighting systems and lighting cntrls, up t a maximum f $7,500 (excluding HST) per business lcatin. 4.0 AUDIT REQUIREMENTS NB Pwer requires a cmprehensive lighting audit fr all buildings pursuant t the Prgram. A lighting audit includes an inventry f existing fixtures, measurement f bth the quantity and quality f light in all significant areas and surfaces and a cmparisn t illuminatin standards. The verall gal f the lighting audit is t gather data necessary fr maximizing lighting efficiency and effectiveness plus t find ways t cut electricity csts in yur small business. Data cllected by the Service Prvider can include, but is nt limited t: Flrplans r reflected ceiling plans fr the building that shw fixture lcatins and space dimensins (length/width/height in meters r feet, thus calculate areas in square meters r square feet). The Service Prvider will be sensitive t the fact that renvatin wrk may have been perfrmed ver the years that has changed the riginal flrplans and/r reflected ceiling plans. Therefre, details will be cnfirmed during the site visit. If plans are nt available, the Service Prvider will typically create a drawing. Lighting infrmatin fr each space, identifying: Hurs f peratin Type and size f fixtures Number f fixtures Number f lamps per fixture Number f lamps per ballast Type f lamps Type f ballasts Tasks that are perfrmed in the space (with light level targets) Use f partitins Unique fixture types r physical features Area dimensins Height f the tasks Fixture munting height Page 4 f 6

7 NB Pwer Small Business Lighting Prgram Prgram Guide Fixture cnditin Existing cntrls Availability f daylight Rm surface reflectance s and clrs f majr bjects and rm surfaces The lighting audit may als identify areas where lighting levels are t high, where lights are left n unnecessarily, r where factrs leading t visual discmfrt may inhibit prductivity r safety. Detailed measurements f illuminatin levels are taken with a lightmeter, bth at task areas and fr general verall lighting. NB Pwer requires the lighting systems and lighting cntrls audit t be cmprehensive s that all pprtunities fr electricity savings are identified. The lighting audit wrksheet shuld highlight the current lighting systems and cntrls and the recmmended measures. The audit wrksheet needs t prvide enugh infrmatin fr NB Pwer s technical staff t evaluate the prpsal withut requesting further details. If capacity is being added (ex: new display case with LED light fixtures) a baseline mdel, as well as the intended equipment mdel, must be included in the lighting audit wrksheet. All the baseline assumptins must be submitted as cmments. 5.0 PROGRAM STEPS STEP 1 SUBMIT AN APPLICATION Cmplete and submit the nline web-frm applicatin. NB Pwer will review and cnfirm yur participatin in the Prgram within 5-10 business days. If yu have any questins, cntact an NB Pwer Technical Energy Advisr. (Cntact NB Pwer at ptin 5 r by CEES- SEEC@nbpwer.cm) STEP 2 SCHEDULE YOUR LIGHTING AUDIT Once yur applicatin is apprved, yu can cntact a qualified Service Prvider t schedule a lighting audit f yur building s lighting systems and lighting cntrls. The Service Prvider will discuss ptential lighting energy efficiency measures with yu; cmplete the audit wrksheet; and submit a Statement f Wrk n yur behalf t NB Pwer. The Service Prvider will als draft and leave with yu a Request fr Payment Frm and Cmpletin Ntificatin Frm that are t be cmpleted and submitted, by yu, nce the eligible measures have been installed. See NB Pwer s website fr a list f qualified Service Prviders. It is the Participant s respnsibility t ensure the selected electrical installer has the necessary training, credentials and experience. Retaining the services f a cmpetent lighting prfessinal thrughut the prject will help realize the estimated energy savings. Page 5 f 6

8 NB Pwer Small Business Lighting Prgram Prgram Guide STEP 3 SERVICE PROVIDER SUBMITS THE STATEMENT OF WORK The Statement f Wrk, with the supprting audit wrksheet, prvides detailed infrmatin n ptential lighting energy efficiency prjects alng with their estimated csts, energy savings, and an estimate f the time it will take the investment t be paid back as a result f energy savings. Allw a minimum f 30 days fr NB Pwer t review and cnfirm prpsed measures befre beginning wrk. STEP 4 RECEIVE APPROVAL TO GET STARTED NB Pwer will ntify the Participant and the Service Prvider when the measures are apprved. The Participant can then cmmence the energy efficiency upgrades. The Participant has 120 days frm the apprval f the Statement f Wrk t cmplete the upgrades. Imprtant: N prject wrk can begin prir t receiving apprval f the Statement f Wrk frm NB Pwer. STEP 5 SIGN COMPLETION NOTIFICATION & SUBMIT REQUEST FOR PAYMENT Within five days f cmpleting the lighting systems and lighting cntrls upgrades, please sign the Cmpletin Ntificatin Frm and t NB Pwer. Then cmplete and sign the Request fr Payment Frm and within 90 days f cmpletin f the prject, submit t NB Pwer alng with cpies f invices, receipts, etc. STEP 6 SITE VISIT & RECEIVE INCENTIVE PAYMENT A member f NB Pwer s staff may perfrm a site visit t verify that lighting systems and lighting cntrls energy efficiency measures have been cmpleted. At this time, yu may be asked t vluntarily cmplete a Prgram survey t gather feedback abut the Prgram and/r the Service Prvider and electrical cntractr. Once NB Pwer has apprved yur Request fr Payment, the incentive fr yur lighting system and lighting cntrls upgrades shuld be received by yu within 30 days. 6.0 GET STARTED!
