The Twns can undertake a number f actins in the cming years t ensure the develpment f additinal water supplies are adequate t meet the Twns lng range water demands in light f this uncertainty. These strategies are identified in Sectin ES-4. In the shrt term, wastewater treatment capacity fr the Twns is sufficient due t the additinal 18 mgd f capacity assciated with the Western Wake Reginal WRF (currently under cnstructin). The wastewater flw prjectin identifies additinal individual facility needs fr treatment capacity starting arund, but it is prjected that there will be excess ES-14

5 capacity acrss all fur f the Twns WRFs. As a result, there is a ptential fr strategic management f future wastewater flws and treatment capacities with the current facilities. The fllwing sectins prvide a summary f the majr recmmendatins fr the LRWRP. Water Supply and Treatment The fllwing items utline the majr recmmendatins fr the LRWRP implementatin plan fr water supply and treatment: The Twns shuld maintain the viability f all 7 water supply strategies until they can n lnger be implemented r are n lnger necessary. Figure ES-6 cntains an implementatin schedule fr the water supply strategies, Strategies 1 thrugh 3, fr the 25 th, 50 th, and 75 th percentile frecasts frm Sectin ES-2. The schedule presents the sequence and timing f actins that need t happen fr each strategy t ensure they are kept viable until they are n lnger needed, r can be implemented in time fr all water supply and treatment facilities t be nline t meet future demand. The schedule fr the 50 th percentile frecast is the recmmended schedule. Water Resurces Management Strategies As imprtant as new water supply and treatment capacity will be t the Twns, the effective management f water resurces in the future is likely t becme a larger prtin f the Twn s water resurces prtfli as the greater scietal value n efficiency and sustainability (envirnmental and ecnmic) grws. The fllwing items utline the majr LRWRP recmmendatins fr future water resurces management: The water resurces management strategies shuld cntinue t be implemented in parallel with the water supply and treatment strategies. The Twn f Cary shuld cntinue its reclaimed water prgram, cnsidering the ptential t expand the prgram based n the recmmendatins in Sectin 4, Appendix K, and the Twn f Cary Strategic Reclaimed Water System Plan (CH2M HILL, 2012b). In 2013, the Twn shuld select a preferred system alternative and prceed with implementatin, as utlined by the Twn s Reclaimed Water System Master Plan Update prject. The Twn f Apex shuld cnsider the benefits and feasibility f expanded cnservatin prgrams and reclaimed water plicies utlined in Sectin 4, as well as Appendix K. Lessns learned frm the Twn f Cary s water cnservatin prgram will prvide pwerful insights fr any future cnservatin strategy implementatin. Wastewater Treatment The fllwing items utline the majr recmmendatins fr the LRWRP implementatin plan fr future wastewater treatment capacity: It is recmmended that the Twns begin t view their individual treatment facilities as ne system in the future, in cnsideratin f the fact that the Twns are intricately linked because f the jint wnership f the Cary/Apex WTP and the Western Wake Reginal WRF, as well as the cmbined IBT certificate. Initiate the investigatin f the Nrth Cary WRF expansin ptins including, but nt limited t, the expansin f the current NPDES surface water discharge permit r a WRF capacity expansin withut an NPDES permit expansin. The latter will require discussins with NC DWQ n the cnsideratins f effluent diverted t the reclaimed water system, which wuld result in n net increase in required discharge capacity t Crabtree Creek. A key decisin t be made is in regards t the lng term future f the Middle Creek WRF, deciding whether the facility shuld remain nline r be decmmissined. This decisin needs t be made n later than 2015, as this ptin culd clse ff the ptin t divert Nrth Cary WRF influent flws t Western Wake Reginal WRF; planning fr the expansin f the Nrth Cary WRF wuld need t start in 2017 and new capacity wuld have t be nline in if an expansin is required. Directly fllwing, r as part f the Middle Creek WRF decisin, it is recmmended that a business case evaluatin f the mst viable treatment capacity ptins be cnducted n later than 2016 t identify the preferred lng-term capacity ptin. These ptins are summarized in Table ES-3. It is preferable that the decisin n the Middle Creek WRF be made in cnjunctin with the lng-term capacity ptins. A cnsideratin f the impact f the capacity ptins and discharge n IBT shuld be included. Befre 2016, the Twn f Cary shuld engage in a discussin with the Nrth Carlina Divisin f Water Quality (NCDWQ) cncerning an expanded discharge fr the Nrth Cary WRF, and any ptential cnsideratins fr effluent diverted t the reclaimed water system as discussed in a preceding bullet.
