DIRECTOR OF YOUTH, SPORTS AND TALENT DEVELOPMENT JG R (1 POST) Ref: KSM/CPSB/2016/110 Reporting to the Chief Officer, Gender, Culture, Sports and Social Services Develop and implement sports and recreational programs and policies Creation of awareness on sporting activities in the County including following up on implementation of related projects Offer advisory and counseling services to sportsmen and women Supervise sports personnel, coordinate and regulate workers in developing sports Oversee the improvement and maintenance of sports facilities in the county Coordinate and promote ward, sub-county, inter-county and national sports programs Identify local talent and give recommendation to sports organizations/institutions or specialized groups for absorption or funding Be a Kenyan citizen Be a holder of a Bachelor s degree in Sports Management/Physical Education from a recognized institution A Master s degree will be an added advantage Must demonstrate track record and achievements in management of sports Must have a minimum of seven (7) years relevant experience in sports management three (5) of which must be at senior levels of management Must have undergone a management course for a period of four (4) weeks Must be conversant with the legal framework governing sports management Must have excellent communication and interpersonal skills. PROGRAMME OFFICER (YOUTH, SPORTS, & TALENT DEVELOPMENT) JG J/K (1 POST) Ref: KSM/CPSB/2016/111 This officer will report to the Director of Youth, Sports, and Talent Development. Develop and implement all forms of sports and recreational programs within the County Collaborate with other stakeholders concerned with sports, recreation searching, identification and development of talents Supervision of talent mainstreaming for youth in the sub-county levels

5 Monitor transfer of local sportsmen and women to clubs Registration of sporting clubs and facilities Promote good governance, transparency and accountability in all sports organizations Facilitate active participation of Kisumu County residents in the inter-county, regional and international sports programs Coordination of capacity building programs for youth development and empowerment Inculcate the sense of patriotism and coexistence through sports, including creation of general awareness on the health benefits Be a Kenyan citizen Be a holder of a Bachelor s degree in Physical Education/Sports Management from a recognized institution Must have at least three (3) years experience in the relevant field Must have undergone management courses in sports management with activities Must be conversant with the legal framework governing sports management Must have excellent communication and interpersonal skills. SUB-COUNTY CULTURAL OFFICER JG J/K (7 POSTS) Ref: KSM/CPSB/2016/112 This officer will report to the Director Culture. Identify cultural projects and programs, groups, creative talents and priorities in the sub-counties Coordinate cultural promotion projects in the sub-county Promote inter-cultural sub-county cooperation for enrichment of the cultural identity and unity of the county Monitor and evaluate cultural programs and prepare reports on the same Ensure the development of creative cultural industries Oversee preparation of cultural groups for participation during county, national and international functions and events Recommend persons and groups from sub-counties for awards and honors as heroes or heroines in the cultural sector Perform any other duties and responsibilities that may be assigned from time to time

6 Be a Kenyan citizen Be a holder of a Bachelor s degree in Anthropology, Sociology, Archeology, Creative Arts, Theatre Arts, Fine Arts, Kiswahili and Literary Studies, Indigenous Languages or their equivalent from a recognized institution Must have five a minimum of three (3) years relevant experience Show merit and ability as reflected in work performance and results Must have excellent interpersonal skills. 4. DIRECTOR, GENDER AND SOCIAL DEVELOPMENT JG R (1 POST)- Ref: KSM/CPSB/2016/113 This position reports to the Chief Officer, Gender, Culture, Sports and Social Services Assist in management, planning, coordination and administration of gender and social development in the county Formulate budget proposals and expenditure controls Advise, interpret, coordinate and periodically review policies on gender and social development Interpret and implement the departmental strategic plan while giving specific attention to the short-term, medium-term and long-term plans Promote research on gender and social development and brief the Director on matters related to the core functions of the directorate Develop a desk for persons with disabilities and keep proper records of PWDs, OVCs and the elderly in the county Work cohesively with other departments in ensuring development and implementation of policies that favor all categories of marginalized people, particularly PWDs Be a Kenyan citizen Be a holder of a Bachelor s degree in Gender and Development studies /Sociology/Social work or any other related field from a recognized institution A Master s degree will be an added advantage Must have a minimum of seven (7) years relevant experience in sports management five (5) of which must be at senior levels of management Must demonstrate track record and achievements in management of gender and development Must have undergone senior management courses in gender and development Must be conversant with the legal framework governing gender and development Must have excellent communication and interpersonal skills. 7 Must have excellent interpersonal skills. 5. COUNSELLOR JG H/J/K (1 POST) - Ref: KSM/CPSB/2016/114 The officer will report to the County Director, Alcohol Control. Counsel persons with alcohol and drug abuse challenges and addictions individually or in group sessions so as to overcome dependencies, adjusting to life and making changes. Provide support in development of proposals and concepts for treatment and rehabilitation activities Conduct monitoring of treatment and rehabilitation programs Assist in referring clients to community resources and specialists where necessary Provide timely counseling services when required across the County Make recommendations for support in report writing on treatment and rehabilitation activities Be a Kenyan citizen Be a holder of a Bachelor s degree/diploma in Counseling Psychology or its equivalent from a recognized institution Diploma holders must have at least three (3) years relevant experience Must have excellent communication and interpersonal skills. Must be self-driven with a lot of initiative and drive Must be skilled in handling addiction, HIV/Aids counselling clients etc Articles 10 and 232 of the Constitution 6. SUB-COUNTY VOCATIONAL TRAINING AND QUALITY ASSURANCE OFFICER JG J/K (7 POSTS) Ref: KSM/CPSB/2016/115 The officer will be responsible to the Director of Vocational Training. Formulate and oversee implementation and review of county policies on youth polytechnic training Monitor and implement curricular and co-curricular activities and maintaining standards

8 Undertake research on issues of youth polytechnic training Build capacity in youth polytechnics by conducting regular human resource planning activities Coordinate the establishment of functional boards of management to manage youth polytechnics Be a Kenyan citizen A Bachelor s degree in Education or Technology from a recognized institution Must have undergone management courses Must have served as an instructor in a vocational training institution for a minimum period of three (3) years from a recognized institution Certification in a Quality Assurance Skills course lasting not less than three weeks from a recognized institution Must have excellent communication and interpersonal skills. GENDER AND SOCIAL DEVELOPMENT OFFICER JG J/K (1 POST) Ref: KSM/CPSB/2016/116 This officer will be reporting to the Director, Gender and Social Development Coordinate sub-county programmes on use of safety nets Compile reports for the department at the sub-county level Capacity-building of Sub-County Social Assistance Committees Mobilize the various community stakeholders for development Be a Kenyan citizen A Bachelor s degree in Sociology/ Community Development/ Social Work/ Psychology/ Disability Studies/ Counseling/ Gender & Development Studies from a recognized institution Must have a minimum of three (3) years relevant experience Ability to work with various stakeholders Must have excellent interpersonal skills. SUB-COUNTY HOME CRAFT CENTRES OFFICER JG J/K ( 7 POSTS) Ref: KSM/CPSB/2016/117 This officer will be reporting to the Director for Vocational Training Formulate and review policies on home craft training Ensure resources are mobilized to support home craft training Support innovative initiatives and business incubators in vocational centers Undertake research on issues of home craft training Participate in monitoring and evaluation of home craft programmes and projects Prepare centre reports and budgets Advise Board of Management on prudent management of home craft centers Be a Kenyan citizen A Bachelor s degree in Education or Technology from a recognized institution Must have served as a Skills Trainer for a minimum period of three (3) years Must have excellent interpersonal skills. Must have computer proficiency. Demonstrate understanding of and commitment to the values and principles outlined in 9. SOCIAL DEVELOPMENT ASSISTANTS JG J (14 POSTS) Ref: KSM/CPSB/2016/118 This position reports to the Sub-County Social Programme Officer Assist in providing technical assistance in projects, develop annual work programsand budgets, and participate in program implementation. Make on-site visits to assess effectiveness of individual projects; Write and submit weekly and monthly performance monitoring reports. Assist in compiling, analyzing and/or processing data on the impact of various projects and programmes in the Sub-County or Ward. Provide updates of statistical data; compile and prepare reports. Attend project-related community and other meetings. Provide program information and support services to various groups, organizations and individuals. Provide training and guidance to CBO s and FBO s etc. Be the organization s representative to the public, key stakeholders and business partners. Plan and implement the annual calendar of activities including fundraising initiatives, special events and the official administrative acts. Help create budgets and track expenditures. Develop presentations for meetings.

10 Interpret and implement the departmental strategic plan, Promote research on culture, gender and social services, and brief the Director on matters relating to core functions of the directorate; Develop a desk for persons with disabilities and keep proper records of persons with disabilities, orphans and vulnerable children in the County. Work with other departments to ensure that policies developed are friendly to people with disabilities. Ensure equitable distribution of tools and equipment; Responsible for overall performance of various wards. Be a Kenyan citizen Should be a holder of a Diploma in Community Development A degree in Community Development will be an added advantage Knowledge of basic concepts and practices of community development programs Knowledge of the County governmental structure, methods of research and preparation of reports Must have excellent communication and interpersonal skills. DIRECTOR VOCATIONAL TRAINING JG R (1 POST) Ref: KSM/CPSB/2016/119 This position reports to the Chief Officer Education. Responsible for management, planning, coordination and administration of vocational training centers in the county. Develop and monitor the budget for vocational training Provide input in development, reviewing and monitoring technical vocational training in the county. Promote technical vocational training as alternative skills process Coordinate quality assurance programs in TVET institutions Develop partnership with various stakeholders to improve status and management of technical vocational training centers in the county Prepare monthly reports that will enable the department fast-track proper project implementation in relation to vocational training Be a Kenyan citizen A Bachelor s degree in Technical or Vocational Training from a recognized university A relevant Masters degree will be an added advantage Must have a minimum of seven (7) years working experience in managing technical or vocational training institutions, five (5) of which must have been at senior management levels Must have undergone a senior management course

11 Knowledge of Technical and Vocational Training Policy (TVET) Have excellent interpersonal communication and report writing skills Demonstrate achievements in work performance and must be result oriented Must have excellent interpersonal skills. 11. DIRECTOR OF ECDE JG R (1 POST) Ref: KSM/CPSB/2016/120 This position reports to the Chief Officer Education. Provide policy guidelines on capacity building of Early Childhood Development and ECDE personnel Prepare ECDE strategies, giving technical advice and guidance to personnel in lower cadre Must be conversant with ECDE legal framework or legislation Create and promote awareness on early childhood needs and demands among the parents and local communities Undertake early identification and assessment of disabilities Prepare and evaluate various departmental programmes and projects Facilitate preparation and implementation of the departmental annual work plan and budgetary requirements Coordinate ECDE Training and Assessment in conjunction with KICD and KNEC Be a Kenyan citizen Be a holder of Bachelor s degree in Education from a recognized Institution A relevant Master s degree will be an added advantage Must have seven (7) years relevant experience, five (5) of which must have been at senior management levels Have a clear understanding of ECDE national framework, policies, goals and objectives Must have excellent interpersonal and communication skills 12. COUNTY QUALITY ASSURANCE INSPECTOR JG M (1 POST) Ref: KSM/CPSB/2016/121 The officer will report to the Chief Officer Education. Assess ECDE centers attached to or detached from primary schools on a regular basis Advise on proper and adequate physical facilities in all ECDE centers

12 Assess new ECDE centers for purposes of registration Recommend for closure of ECDE centers which will are found to be a health hazard to children Maintain standards and quality assurance Ensure policies, plans and guidelines are implemented Be a Kenyan citizen A Bachelor s degree in Education from a recognized university A Master s degree will be an added advantage Must have at least five (5) years relevant experience, two (2) of which must have been at senior management levels Must demonstrate understanding of contemporary quality management principles and practices Must possess strong verbal and written communication skills Must have excellent communication and interpersonal skills. Computer proficiency 13. SUB-COUNTY QUALITY ASSURANCE JG J/K (7 POSTS) Ref: KSM/CPSB/2016/122 This position reports to the County Quality Assurance Inspector Link between county office and schools Assess play requirements to ensure safety for the children Ensure implementation of ECDE curriculum for children and ECDE personnel through regular visits to the institutions Document quality assurance reports and disseminate to stakeholders Ensure health is maintained by establishing drug free environment Liaise and network with other service departments dealing with ECDE to ensure delivery of quality services Be a Kenyan citizen A Bachelor s degree in Education from a recognized university Must demonstrate understanding of contemporary quality management principles and practices Must have strong verbal and written communication skills Must have excellent communication & interpersonal skills. DIRECTOR OF CULTURE AND ARTS JG R (1 POST) Ref: KSM/CPSB/2016/123 The officer will report to the Chief Officer Gender, Culture & Social Services Management, planning, coordination and administration of culture and arts in the county. Formulate budget proposals and expenditure controls Formulate, coordinate and review policies on culture and arts development Interpret and implement the departmental strategic plan and medium-term plan Identify and promote cultural groups, activities and sites Monitor and evaluate cultural programs and projects Promote research on culture and arts development Be a Kenyan citizen Must have a degree in Sociology/ Anthropology/ Archeology/ Creative Arts/ Theatre Arts or the equivalent from a recognized institution A relevant master s degree will be an added advantage Must have seven (7) years relevant experience, five (5) of which must be in senior management levels Be fully conversant with the national and county policy on arts and culture functions Ability to develop networks across the county with other counties and stakeholders Have the ability to network with the corporate sector with a view to establishing partnerships beneficial to the county s cultural activities Must have excellent interpersonal skills. 15. DIRECTOR - DIRECTORATE OF ALCOHOLIC DRINKS AND CONTROL JG R (1 POST) Ref: KSM/CPSB/2016/124 Draft policy documents in line with relevant existing laws for implementation Implement and advise the Chief Officer and department on policies and regulations Prepare and implement budgets Prepare annual reports and ensure submission to the relevant institutions Participate in the formation of laws and regulations that regulate alcoholic drinks Write reports to NACADA in collaboration with the sub-county committee on quarterly basis Ensure proper establishment of rehabilitation facilities and programs Supervise and control administration of funds allocated to this section Prepare financial reports in liaison with the departmental accounts office Control the expenditure of the directorate Ensure preparation of requisite financial reports Prepare thorough reports for all audit queries
