In order to strengthen the capacity of the Public Service, the Board wishes to recruit competent and qualified persons to fill the following positions as per Article 176 of the Constitution of Kenya 2010 and Sections 45, 50 and 51 of the County Governments Act DEPARTMENT OF WATER, SANITATION, ENVIRONMENT AND CLIMATE CHANGE 1. DIRECTOR - WATER Salary: Job Group R Salary Scale: Ksh. 118,290 x 5, ,210 x 6, ,420 x 6, ,820 x 6, ,410 x 6, ,190 x 6, ,160 p.m. Reporting to the Chief Officer, the Director will be responsible for the following: Duties and Responsibilities Developing, implementing and evaluating strategic plans, programmes and projects in collaboration with other Departments and stakeholders. Preparing professional and quality standards for construction of water supply and sewerage infrastructure; Overseeing the construction of water and sewerage works undertaken directly or by contractors. Planning and supervising the programmes and activities. Organizing, directing, controlling and the co-coordinating the functions of the department. Interpreting and applying National and County laws and other related statutes in the department in line with the County goals and objectives.

2 Developing appropriate County departmental policies, legal and institutional frameworks for the implementation of the mandate of the Division. Handling administrative, Human Resource and asset management issues. Overseeing preparation of annual work plans and financial budgets. Ensuring strict compliance with all financial, budgetary and procurement procedures. Co-coordinating production, documentation and dissemination of the relevant division s information. Providing advice and guidance in recruiting, hiring and staff development. Performing other duties that may be assigned from time to time by the Chief Officer. Requirements for appointment Be a Kenyan Citizen Be a holder of at least a Bachelor s Degree in Civil Engineering or any other relevant field from a recognized university in Kenya. A Master s degree in the relevant field will be an added advantage. Be registered by Engineers Registration Board of Kenya as an Engineer; Have current valid annual Practicing License from the Engineers Registration Board of Kenya Be a member of the Institution of Engineers of Kenya (IEK) Have relevant knowledge and experience of not less than seven (7) years in a senior Public service or the Private sector. Demonstrate a high degree of professional and technical competence as reflected in work performance and results. Demonstrate general administrative ability required for direction, control and implementation of water and sewerage engineering programs and projects. Demonstrate a thorough understanding of devolution, the County Development objectives and Vision Be conversant with Policy formulation and implementation. Be a strategic thinker and result oriented. Satisfy the requirements of Chapter Six of the Constitution of Kenya 2010 on leadership and integrity. Have certificate in computer applications from a recognized institution. 2. 3 Allocate duties and supervise both machinery and fleet maintenance teams; Diagnose faults and ensure timely repairs of the county machinery, equipment and its fleet of vehicles; Requisition and verification of quality spares ordered both for machinery and fleet maintenance; Responsible for writing technical reports on plant and fleet maintenance; Schedule timely statutory maintenance and repairs of county plant (s) Installation and commissioning of new machinery Bachelor s Degree in Mechanical (Plant/Automobile option) from an Institution recognized in Kenya; Must be a registered Graduate Engineer with the Engineers Board of Kenya; Minimum three (3) years relevant experience. Knowledge of road vehicle standards; Advanced computer skills (MS project, MS Word, MS Excel, MS PowerPoint and MS Access and Engineering design software) 3. WATER ENGINEERS: (6 POSTS) Salary Scale: : Ksh. 35,400 x 1,600 37,000 x 1,660 38,660 x 1,750 40,410 x 1,850 42,260 x 1,930 44,190 x 2,040 46,230 p.m. General coordination of all water activities/projects at the sub-county; Producing designs, both initial outlines and full plans, of sewerage, water treatment and water structures such as pump systems and pipe networks; Managing and maintaining water and sewerage infrastructure operations; Presenting project details and technical information to the Chief officer; Writing reports; Preparation of project proposals; Liaison with staff from other departments working at the sub county; Preparation of bills of quantities; Interpretation of bills of quantities and drawings to the residents; Measurements of work done and Preparation of payment certificates; Writing and preparation of tender documents and managing contracts in liaison with the Chief Officer; Liaising with contractors, government agencies and suppliers; Supervising contractors and site workers; Using a variety of specialist computer applications/simulation software to design projects; Coordinate with the Chief Officer to ensure that projects keep to budgets and timescales; Maintaining an awareness of current environmental issues;

4 Streamlining the water agenda with the community and other interested parties; Perform any other duties as may be assigned by the immediate supervisor Bsc Civil Engineering/Bachelor of Engineering (Water) or Equivalent; A postgraduate qualification in the engineering field for graduates without relevant first degrees; Registration with relevant bodies; At least 1 years experience in related fields; A training in various engineering design soft wares will be an added advantage; Management skills; Ability to learn/use of survey equipment such as GPS, Theodolite, Total Station/Real time kinematic; Ability to demonstrate a genuine knowledge and interest of the water industry and environmental issues Satisfy the requirements of Chapter Six of the Constitution of Kenya WATER TECHNICIANS: (12 POSTS.) Site investigations Sample collection for borehole logging and water analysis Supervision active work locations Assess and incorporate quality controls Foresee borehole drilling across the county Assist geologist in report interpretation and hydrological surveys Advise on the relevant regulations and laws in line with ground water Collect and analyze data, report findings. 8 Coordinating and supporting the Environment Programmes & the Tourism team on wildlife issues; Liaising with KWS on human-wildlife conflict and develop citizen science data in wildlife affected areas Implement a system of data storage and management of problem animal control Liaising with wildlife compensation committee, To collaborate with the KWS on Wildlife Corridors and Dispersal areas to secure high priority wildlife corridors with the objective of enhancing coexistence between communities and wildlife. Explore work with partners on integrated range management and establishing of conservancies Analyse data, report, and publish in relevant media, in collaboration with Makueni County scientists in and relevant collaborators. Liaise with relevant departments at KWS, and engage in dialogue with neighbouring County governments and other stakeholders on threats affecting wildlife, especially in Makueni; and make relevant follow up on important points Contribute to other work carried out by the Environment & Climate change Directorate as required, on education, administration, fundraising, representation and reporting. 10 Implementing, coordinating and researching of climate change activities; Liaising with climate change partners and donors; Coordinating climate change activities; Monitor projects during or after construction to ensure projects conform to climate change design specifications; Develop, conduct, or participate in surveys, studies, or investigations of various land uses to inform corrective action plans.
