8 Conclusions: The expenses for R&D in vehicle manufacturing in East Germany are still too low. Because of that East Germany misses one fundamental key to improve the economic situation of the region. The OEMs in East Germany are mainly extended workbenches without own capacities of R&D. 8
9 Approach of the ACOD: The structural situation in East Germany demands an intensification of cluster activities in the New Federal States and Berlin. It is our goal to achieve a consistent understanding between the East German states to strengthen the role of the ACOD. In addition further member companies as well as institutes and educational establishments shall be enlisted to work within the ACOD. Another important goal is the minimization of the mentioned deficits in R&D. Therefore the cooperation between educational institutions and research facilities/universities as well as small and medium-sized companies needs to be optimized. 9
10 Approach of the ACOD: The ACOD assists with specific activities an intensive exchange between small and medium-sized enterprises (SMEs) and Original Equipment Manufacturer (OEMs). This should lead into further qualifications of the medium-sized businesses as reliable partners for activities in the future. This includes technical and productive innovations as well as measures for a permanent gain in efficiency. The ACOD is an offer of the OEMS to the SMEs. The initiatives in the new federal states and the available professional competence offers SMEs a possibility to help themselves. 10
11 ACOD - Raison d être Establishment of OEMs (VW, Opel, Daimler, Porsche und BMW) Continuous confrontation between OEMs (Original Equipment Manufacturer) and high regional expectations regarding: complete development of the regional automotive industry especially with regard to the subcontractors problem: Extensive difference of the industry structure between East and West Germany The existence of small and medium sized enterprises in East Germany with relative little employees and minor R&D is dominant. Short on experience in cooperations with OEMs Processes of the globally operating automotive industry requires larger and capable direct suppliers 11
12 Operational fields Network support by all involved companies subsidizes the contacts between suppliers and SMEs as well as tier 1 Increase of awareness level (national / international) through trade fairs, press, internet and congresses Generation of a competence-atlas of East German companies Creation of new and alternative financial facilities for SMEs Processing of investor requests and cooperation with the business development of the New Federal States. 12

21 Perspective and prospects for the East German automotive industry East Germany is - compared to the national and worldwide production of automobiles - a small partner without own R&D activities. The chances of the mainly in SME structured automotive industry are: Constitution and development of supply relationships with OEMs Strengthening of competence in research & development and innovation (especially for modules and systems) Qualification of companies concerning process mastering and quality advanced integration of suppliers Filling of competence clusters such as electronics, interior trims, lightweight sonstructions, powertrain and aluminum The ACOD enhances the transregional and national perception of the East German automotive industry and enables a further growth of it. 21
