2 Course Overview A Competence Management System is a structured process to develop and maintain staff competence which involves tools such as competence management, skills-gap analysis, succession planning, as well as competence analysis and profiling. In the Oil and Gas Industry, competence is one of the most significant issues currently being addressed globally. An organization s ability to maintain and develop staff is very critical. An effective competence management system will provide lasting benefits in terms of business and safety performance to any organization. The audit report identified several issues and non-compliances with regard to the quality of the competence assessment process in place. There was a perceived belief that personnel completing the training programs specific to their job roles were deemed competent. The company had received similar feedback from other client audits indicating that the training programs alone were not sufficient in terms of demonstrating competence of the work force. A CMS was then developed, implemented and phased in over a period of 2-3 years using a mixture of national and industry standards as well as incorporating company specific standards. The company s standards and assessment process was accredited and approved by a national awarding body. The company had been operating two offshore gas production platforms for over 25 years and was not previously driven by either regulatory or organizational necessity to implement a CMS. As the oil & gas industry were now actively promoting implementation of a CMS as recognized good practice, a decision was taken by management to be proactive in implementing a CMS before it became a regulatory or organizational issue. This proved to be an excellent decision as subsequently the issue of competence assurance was raised during regulatory and organizational audits on the Safety Management Systems. Case study 3 Company: A US based international Drilling Company with operations in UK and Norway waters The company had a CMS in place to meet regulatory requirements in the UK. The same process with some modification was in place for their Norway based rigs. An audit of the company s CMS carried out by the UK regulatory body (HSE) identified several non compliances regarding implementation of the CMS and an improvement notice was issued. The main area of non compliance was the lack of progress being made in implementing the CMS and perceived lack of management support in driving the program forward. At the same time the company were being pressed to implement a US devised Global CMS police into their European operations. It was clear that this Global CMS would not meet the regulatory requirements in UK or Norway, therefore the company moved to resolve this by creating a Global CMS that would be acceptable in all areas of the world that company operated in. 5 Petrosync Distinguished Instructor Mr. Ron Gray Director, Task Technology (Scotland) Ltd External Verifier, SQA Ron has over 35 years experience in the Oil & Gas industry. Over the past 14 years Ron has specialized in competence management assurance, training, production, operations, emergency response and HS&E related projects in Europe, USA, West Africa and the Middle East. He is currently the Director of Task Technology (Scotland) Ltd, involved in various training/competence and emergency response consultancy work. His clients include BP, Marathon Oil, CNR, Kinsale Energy Ltd (Ireland), Petrofac Training, Apache North Sea, ODL, OPITO and Scottish Qualification Authority. Ron had total responsibility within Marathon s European operations for coordinating all aspects of onshore and offshore exercises, training & coaching and OIM assessment and reassessment programme during his 10 years of work with the company. He implemented and coordinated the various competence assurance schemes which included Level 3 SVQs, assessor/internal verifier training & assessment, in-house competence assurance aligned to Petrofac CPP Process. In his role as an External Verifier for the Scottish Qualifications Authority, Ron approves and verifies competence assurance schemes for companies approved to deliver oil and gas industry related SVQs and customized awards. These duties require that Ron has extensive knowledge of all oil and gas industry associated competence standards as he provides external verification for various organizations involved in process operations, maintenance, drilling and well services. For a seven year period with ODL, Ron managed various process operations, HS&E and competence assurance training projects worldwide for several international oil & gas production organizations including BP, Shell, Amerada Hess, Marathon Oil, Chevron, Conoco Philips, ZADCO, ADNOC and China Power and Light (Hong Kong). Ron started his career in the oil and gas industry as an offshore Fire & Safety Officer before moving into the oil & gas operations teams, where he worked in production operations with two international oil companies for a period of over 13 years.
