2 PRIMARY PURPOSE OF POSITION: Reporting to the General Manager Infrastructure (GMI) the Project Manager Channel Capacity Upgrade Project is responsible for the design, delivery, monitoring and adapting of the Channel Capacity Upgrade Project within approved budget and to approved specifications and timelines. This will be achieved by the Project Manager providing strategic direction and leadership in relation to the construction and delivery of the Channel Capacity Upgrade Project; maintaining project objectives; managing resources; implementing and managing change when necessary to meet project outputs and leading quality assurance. POSITION RESPONSIBILITIES: The Project Manager is responsible for the following: Key Responsibilities Project management of all phases of the project. Development and management of detailed works programs, budgets and cash flows for the project. Provide information to assist with technical decisions and outcomes of each of the projects. Preparing appropriate documentation and reporting of the project. Lead and develop individuals and teams, providing direction and feedback while motivating, influencing and engaging others in the achievement of project goals and outcomes. Manage any disputes/complaints arising from each phase of the project in consultation with GMI or delegate Identifying permitting requirements for the project and ensuring compliance with permit conditions. Liaise with internal and external stakeholders to determine the functional requirements of the project as required and manage project interfaces. Ensure that appropriate health and safety and environmental management practices are implemented for the project to comply with the Corporation s policies and relevant legislation. Manage project costs within budget. Monitor quality performance against the specified standards to ensure POTL s objectives are achieved for the project. Monitor project productivity and scheduled performance and investigate reasons for less than satisfactory performance. Provide recommendations to the GMI or delegate for instituting measures for improvement. Performance Standards/Results Project plans up to date, risks identified and managed. Works programs, budgets and cash flows up to date and available. Provide accurate information contributing to technical outcomes that deliver on project objectives. All documentation completed to POTL standards and reporting to comply with requirements of the Major Projects Committee and CEO. Conflicts/disputes are resolved with in a timely and pro-active manner. Substandard performance issues are identified and actioned in accordance with POTL policy and procedure Evidence of relevant and timely information to key stakeholders Disputes managed proactively Permits obtained and do not delay project progress. All relevant stakeholders are consulted in a timely manner. Evidence of regular and timely stakeholder consultation Environmental management and Health and Safety plans in place and fully implemented as required for the project. Project is delivered within budget. Project is delivered to required quality and quality lapses are detected early and resolved promptly Productivity and scheduled performance indicators are maintained or where required recommendations and improvements measures are provided to the GMI or delegate for implementation in a timely manner. LIMITS OF AUTHORITY: The Project Manager is authorised to: Undertake all duties as outlined in position responsibilities above in accordance with the Corporate Plan, Statement of Corporate Intent, financial objectives and strategies, the project approved budget and POTL s policies and Business Management System. Approved expenditure in accordance with the delegation contained in the Authorities and Delegations Policy. POSITION REQUIREMENTS: Mandatory Demonstrated experience in project management, contract administration, budgeting and contractor procurement on relevant projects of a similar scale. Page 4 of 6

5 Familiarity with government policies and procedures, in particular in relation to delivery of major capital works. Ability to communicate effectively with consultants, contractors, port users, port employees and Senior Management. Knowledge of business systems such as ECM, Qudos and Tech1 and the ability to learn new systems. General computer skills in Microsoft Office applications i.e. Word, Excel and Power Point. Excellent writing skills and a high level of attention to detail. High level of confidentiality and ability to practice diplomacy and sensitivity at all times. Exceptional interpersonal, communication and negotiation skills. Initiative, innovation and self-motivation together with the ability to work effectively and flexibly, set priorities and manage variable workloads. The Corporation s OHS Structure, Functions, Roles and Responsibilities (POT 457) identifies the work health and safety responsibilities at each function and level within the Corporation. Possession of a current Queensland Open Driver s Licence. Desirable Experience with project management and infrastructure delivery in North Queensland. Knowledge of government administration functions and operational environment. Knowledge of port and other transport infrastructure. Knowledge of environmental and workplace health and safety legislation. Knowledge of engineering works in a ports and marine environment. Knowledge of planning works, estimating and budgeting. Knowledge and demonstrated application of project management systems and critical thinking. Proven interpersonal and verbal skills (including conflict/dispute resolution) combined with proven organisational skills and the ability to manage multiple priorities. Demonstrated successful experience in management of a project with complex regulatory conditions. Demonstrated ability to plan logically, be solutions and outcomes focused combined with high levels of perseverance, flexibility/adaptability and commitment. Exceptional leadership skills/abilities to motivate, influence, and engage others in the achievement of project goals. Proven ability to translate complex and technical issues to diverse audiences and to build strong internal and external relationships. Desirable SC9 Experience in or understanding of the marine construction industry. SC10 Experience in government administration processes.
