1 EAST SUSSEX FIRE AUTHORITY Job Description Job Title: Project Manager Job Family: JF6 Specialist/Technical Manager Reporting to: Programme Office Manager Responsible for: Project team as required and direct line management of business analyst as required by individual projects. Main purpose of the job: To manage projects full life cycle as part of the Programme Office for successful delivery and benefit realisation as directed by the Programme Office Manager. To manage several projects in parallel where necessary including planning, monitoring and escalation ensuring successful on time and in budget delivery and to ensure the smooth running of projects within the PO with responsibility over delivery, monitoring and reporting, risks and issues management, escalation, highlight reporting, maintaining project plans and logs, dependencies, stakeholder management, closure and lessons learnt. To advise the Programme Manager of operational, financial, technical, resource and managerial risks and issues, potential slippage and impacts on ESFRS, in conjunction with other project team members. Report to the Programme Office Manager and to the relevant Boards and managing the project team in a matrix structure. Leading project meetings on a regular basis and working closely with the Programme Office team to set up the service adhering to best practice, project methodologies and standards as well as working to embed these across the organisation. This role sits within Programme Management Office PMO Manager Change Board / CMT Projects Coordinator X 2 PMO BA PMO PM Major Projects PMs (as required) Project Boards Major Projects BA (as required)

2 Main duties and responsibilities i. Know-How including; Project management through the full project life cycle. To manage and monitor all deliverables and milestones, work packages and tasks as part of project management and report on progress and any slippage in a timely fashion. Use of MS Project and other project management tools as set up by the PMO. Use of project management methodologies such as Prince 2 and Agile. Managing a variety of strategic projects (technical, business change, operational). Managing projects budget of between 500k and 10m, monitoring and reporting spend to ensure effective strategic projects delivery. To plan strategic projects and outline milestones, critical path and key deliverables and to maintain projects plans and key projects documents including business case, PID, use cases, sign off and initiation. Planning and organising the project streams, teams in terms of resource, work packages, monitoring schedule and producing project plans and tools. Planning project communication and stakeholder management, internal and external. Managing projects through effective communication with the project team, business, partner agencies, suppliers, the PMO team, stakeholders and auditors. To effectively communicate to ensure risks and issues are highlighted in a timely fashion and escalated appropriately as needed as well as offering effective solutions. Production of clear and effective highlight reports, dashboards, plans and project documentation. Manage project stakeholders and liaise with partner agencies and services for successful delivery while engaging with the business and liaising with partners and suppliers effectively. ii. Problem solving Providing effective problem solving while project managing, especially around risk and issues management and providing effective solutions. To advise the Programme Office Manager on any risks and implications upon the Service while identifying mitigating action. To think independently while examining multiple procedures from different business areas, standards, precedents while analysing information, risks and issues. Thinking creatively while offering solutions to risks and issues and highlighting wider implications to the Business. Ensuring projects deliver within ESFRS policy/procedures and translating requirements into operational deliverables. Delivering strategic projects effectively while providing solutions to problem areas in a collaborative manner. To provide and recommend options for the operational, technical, financial and implementation of the project deliverables for consideration by the Programme Manager and or the Project Board. To plan and monitor projects in a coherent and organised manner using project methodologies and tools.

Accountability Managing projects as part of the PMO as directed: Managing the project team, budget and resources, deliverables, risks and issues as well as key project stages, milestones and gateways. To liaise with the business and project members to monitor and report on projects progress, risks and issues. To liaise with the PMO team to deliver the PMO service and embed culture change. To assist in the developing and setting up of the PMO and contribute to the PMO service delivery to manage strategic projects. To successfully deliver ESFRS projects including outcomes and benefits realisation of significant projects. To contribute to ESFRS cultural change in project management practice and ethos. Managing strategic projects with overall projects financial budgets of 500k to 10m. General Responsibilities This job description sets out the duties of the post at the time it was drawn up. Such duties may vary from time to time without changing the general character of the duties or the level or responsibility entailed. Such variations are a common occurrence and cannot of themselves justify a reconsideration of the grading of the post. Desirable 4 Well-informed aware of current commercial, business, political, technical and environmental developments. Desirable 5 Knowledge of digital change and ICT projects with understanding of ICT systems and impact on service delivery. 6 Knowledge of project documentation and reporting including PID, business case, highlight reports, consultative documentation, using computer software, such as MS Project to a high standard. 7 Knowledge of project management tools and methodologies and the full range of tasks the PMO carries out 8 Well-informed aware of current commercial, business, political, technical and environmental developments. 9 Excellent IT skills, covering all MS Office applications including MS Project, Word, Excel, PowerPoint, Outlook 10 Able to prioritise and organize a busy work schedule, good organisation skills 11 Excellent communication skills, including verbal, written and interpersonal with ability to produce reports to various audiences 12 Able to liaise with staff across East Sussex Fire Authority and externally 13 Able to manage internal and external stakeholders and support different work streams for effective engagement. QUALIFICATIONS 1 Educated to a degree level or equivalent 2 Post-graduate degree Desirable 3 Prince2 qualification or equivalent experience.

5 EXPERIENCE 1 2 Experience of managing and delivering complex projects involving multiple stakeholders across a large and diverse organisation(s) through the project life cycle. Experience of managing and developing project teams to achieve organisational goals 3 Experience of stakeholders management in complex projects 4 Experience of Managing Project Risks and Issues 5 Experience in change management in the Public Sector.
