General Summary of Function/Purpose of Position Assist with the development, implementation and maintenance of manual and computerized systems for casino, horse racing, and millionaire party charitable gaming applications to receive, file, archive, preserve, and distribute library materials. Serve as staff resource by identifying, analyzing, and summarizing various materials that are related to the gaming industry. Assist with development, implementation, and maintenance of manual and computerized systems to receive, review, file, and preserve responses to Freedom of Information requests. Assist with maintenance of Board records at other locations and perform other duties as assigned.

The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary: Percentage: 35 Assist with development, implementation and maintenance of manual and computerized filing systems for casino, horse racing, and millionaire party charitable gaming licensing. Develop, implement and maintain standards, policies and procedures for filing and disposing of all materials related to Michigan's gaming industry, horse racings and millionaire party charitable gaming. Develop, implement and maintain standards that insure authenticity and accuracy of materials that are related to licensing casinos, ancillary enterprises and occupations involved in the gaming industry, horse racing and millionaire party charitable gaming. Develop, implement and maintain manual and computerized systems to identify, inventory, archive, retrieve and dispose of application and licensing materials. Develop, implement and maintain manual and computerized systems to identify, inventory, archive, retrieve and dispose of license compliance materials. Train and educate staff in filing standards and procedures. Analyze, code, index, file and maintain complex records. Duty 2 General Summary: Percentage: 20 Serve as a staff resource by identifying, analyzing and summarizing various materials that are related to the gaming and horse racing industries and millionaire party charitable gaming. Assist staff in identifying appropriate reference materials. Provide materials to staff for review and comment; develop and maintain a system to ensure that staff responses are received in a timely manner; prepare summaries of staff comments for executive review. Conduct research, analyze documents and prepare written summaries regarding casino licensing, legal, legislative and other regulatory issues affecting the gaming industry. Prepare written summaries of information obtained from professional journals and other documents to apprise executive staff of sensitive, controversial or other issues that might be of interest or significance to the Michigan Gaming Control Board. Duty 3 Assist with developing, implementing and maintaining manual and computerized systems to receive, file, archive, preserve and distribute library material. Develop mechanical and computerized methods to catalog and retrieve written information regarding casino gaming, horse racing, and millionaire party charitable gaming. Develop policies and procedures for distribution of materials to staff. Propose policies and procedures to insure proper retention and disposal of materials. Review periodicals, magazines, professional journals, etc., and make recommendations regarding purchase of library materials
3 Duty 4 Assist developing, implementing and maintaining manual and computerized systems to receive, review, file and preserve responses to Freedom of Information requests. Develop, implement and maintain standards, policies and procedures for responding to Freedom of Information requests. Develop, implement and maintain manual and computerized systems to identify, chronicle and retrieve responses to Freedom of Information requests. Develop and maintain a system to ensure that Freedom of Information responses are processed in a timely manner. Prepare a preliminary review of Freedom of Information response materials. Duty 5 Assist in maintaining Gaming Control Board records at other locations and perform other duties as assigned. Occasional travel to satellite offices in Detroit casinos and Lansing office to assist in maintaining Gaming Control Board records. Participate in approved meetings. Other duties as assigned. 16. Describe the types of decisions made independently in this position and tell who or what is affected by those decisions. Independent judgment will be used while making decisions that are based on established methods and procedures. Decisions by this employee affect other staff responsible for licensing, compliance and audit of Michigan's gaming industry, horse racing and millionaire party charitable gaming. 17. Describe the types of decisions that require the supervisor's review. Decisions regarding development, implementation and maintenance of policies and procedures or record system specifications must be approved. Analysis, reports, summaries and any other information must be reviewed prior to release. 18. What kind of physical effort is used to perform this job? What environmental conditions in this position physically exposed to on the job? Indicate the amount of time and intensity of each activity and condition. Refer to instructions. Standard office setting and physical exertion, with some bending, stooping, moderate lifting and extensive computer use. Occasionally may be required to travel to Board satellite office in Lansing and in Detroit casinos, where employee may be exposed to second-hand smoke. 19. This position's responsibilities for the above-listed employees includes the following (check as many as apply): Complete and sign service ratings. Assign work. Provide formal written counseling. Approve leave requests. Approve work. Review work. Approve time and attendance. Provide guidance on work methods. Orally reprimand. Train employees in the work. 22. 4 23. What are the essential functions of this position? Develop and maintain a secure filing system for casino applications, horse racing, millionaire party charitable gaming and related documents as well as develop and maintain a library and computerized information system for reference documents on casino gaming. Includes all requirements listed in Section 18 of this Position Description. 24. Indicate specifically how the position's duties and responsibilities have changed since the position was last reviewed. The duties and responsibilities of this position have not changed significantly since it was last reviewed. The position was already reponsible for duties relating to the casino; now, two new gaming industries were added: horse racing and millionaire party charitable gaming. 25. What is the function of the work area and how does this position fit into that function? The Michigan Gaming Control Board licenses, regulates and enforces all nontrible casino gaming operations, oversees tribal gaming and licenses and regulates pari-mutuel horse racing and millionaire party charitable gaming in the State of Michigan. This position will assist in developing, implementing and maintaining manual and computerized systems to assure integrity of the licensing, compliance and audit processes and to respond to Freedom of Information requests. The position will also assist developing and maintaining a Board reference library. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATIO: High school or equivalent. College degree in business administration, library science, computer science or paralegal desired but not required. EXPERIECE: Departmental Technician 7 One year of experience performing experienced-level administrative support activities equivalent to the 7-level in state service. Departmental Technician 8 One year of experience as a technician or paraprofessional equivalent to the entry level in state service. OR One year of experience performing advancedlevel administrative support activities equivalent to the 8-level in state service. Departmental Technician E9 Two years of experience as a technician or paraprofessional, including one year of experience equivalent to the intermediate level in state service. OR One year of experience performing advanced secretarial or supervisory administrative support activities equivalent to the 9-level in state service. Experience in categorizing and maintaining complex records, conducting research, gathering and disseminating information from periodicals and professional journals or other written documents desired. KOWLEDGE, SKILLS, AD ABILITIES: Knowledge of rules, regulations, policies, procedures and terminology used in the work. Knowledge of the techniques for using reference material and organizing data for reports. Knowledge of the techniques for interviewing and obtaining information. Ability to use a microcomputer. Ability to abstract and present significant facts from data. Ability to interpret and apply complex laws, rules and regulations. Ability to analyze data and operations and make recommendations for changes. Ability to communicate effectively. Ability to instruct others. Ability to maintain favorable public relations.
