Allegan, Lansing, MI / 8 a.m. to 5 p.m. Monday-Friday This position functions as an Administrative Assistant to the Plan Development and Compliance Division Director, advising and assisting on program planning, policy and procedures development, budget issues, staff engagement, and other support needs. This person will represent the office director and division director at meetings and other functions as necessary. This position is responsible for highly complex assignments that have considerable impact on the performance of the agency. This position will support ORS Executive Process Council (EPC) in various initiatives. Responsibilities include maintaining a wide range of complex business and technical programs with significant scope and impact on ORS s mission, organizational effectiveness, and culture. This position will provide complex studies and analyses without technical direction.

2 15. Please describe the assigned duties, percent of time spent performing each duty, and what is done to complete each duty. List the duties from most important to least important. The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary: Percentage: 50 Advise and assist the Office Director and the Plan Development and Compliance Division Director. Support ORS Executive Process Council (EPC) in various initiatives. Assist with strategic planning, budget analysis, and business planning efforts. Conduct special studies to determine needs of Division and to assist in planning, implementing, and evaluating programs. Assist on special projects for the Office Director, Division Director, and EPC, maintaining project work plans and budgets for these efforts. Provide data analysis on various program efforts to identify potential areas for process improvements based on analysis. Meet with the processes to identify potential areas for improved efficiencies. Provide regular and succinct reports to ORS leadership in both oral and written form on the status or conclusion of projects, activities, initiatives, and research assignments. Support ORS s and DTMB s mission/vision/values/expectations through the development of an area-wide strategic plan and participation in strategic planning activities, and development of strategies and tactics that roll up to the ORS and DTMB Business Plan. Initiates projects to improve organizational performance. Support ORS office activities and participate as assigned on various teams. Support EPC in execution of DTMB executive office and Governor s office initiatives. Provide immediate responses to the Governor s office and DTMB Executive Office inquiries.

3 Duty 2 General Summary: Percentage: 30 Develop methods, procedures and processes for ORS organizational process management to ensure continuity, growth and maturity as a process-based organization. Evaluate, develop, implement and maintain the following: office-wide expectations for organizational process management including process policies, procedures, maps, flow diagrams, and metrics; and a consistent mechanism for reporting progress on completion of office-level business plans and department-level strategy. Conduct research and analysis, and make recommendations regarding cross-process, workflow, and to address impediments to process performance. Coordinate preparation and updating of process documentation as it pertains to process management. Duty 3 General Summary: Percentage: 10 Serve as a liaison for the Executive Process Council with other parts of the office, department, and organizations. Represent the EPC at meetings, Support division and office activities and participate as assigned on various teams at the Office, Department, and State levels. Support the EPC in ORS-wide employee engagement initiatives. Support the Division Director and the SEADD in development of Power of Perspective training for ORS staff. Duty 4 General Summary: Percentage: 10 Other duties as assigned. Other duties as assigned. 16. Independent judgment is important in areas such as organizational and individual performance management, strategic plans, and working with the ORS management team. 17. 4 Inflexible deadlines, ability to work under pressure, flexibility to work overtime on an as needed basis. Responding to a variety of questions from diverse groups requiring patience, understanding and the ability to communicate in a clear and effective manner. This is a standard office environment using a computer most of the day. You will be required to retrieve materials from the copier and facsimile equipment throughout the day. Standing, stooping, walking, sitting, kneeling, bending are all required in order to successfully complete the tasks of this position. 19. What is the function of the work area and how does this position fit into that function? The Office of Retirement Services (ORS) is responsible for the management of the five retirement systems administered by the department State Employees, Public School Employees, Michigan State Police, Judges, and Michigan ational Guard. The ORS serves more than 580,000 customers, representing approximately 1 of every 18 Michigan residents including customers living in approximately 1 of every 9 Michigan households. In that service, ORS injects $4.6 billion into the Michigan economy annually and provides high quality insurance benefits for over 220,000 lives. Within these systems, administer four defined benefit pension plans, two defined contribution pension plans, and one defined benefit plus defined contribution (hybrid) plan with combined net assets of over $70 billion, making ORS the 17th largest public pension system in the U.S., the 21st largest pension system in the U.S., and the 40th largest pension system in the world. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATIO: Possession of a bachelor s degree in any major. EXPERIECE:

5 Departmental Specialist Four years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to the advanced (12) level. KOWLEDGE, SKILLS, AD ABILITIES: Should possess excellent written/verbal communication skills and organizational/project management skills. Proficiency in MS Excel and MS PowerPoint is desired. Must have proficiency in working with personal computer hardware and general office software. Must be able to meet challenging deadlines and have a strong attention to detail; some after-hours work is expected.
