1 JOB DESCRIPTION Job title: Reports to: Interim Director of Policy & Strategy CEO Responsible for: Budget: Approx. 1,000,000 Staff: (4) Head of Policy & Campaigns, Impact Evaluation, Senior Policy & Strategy, Programme Hours: Location: 37.5 hours/week. The post will be based at PCUK s London office Job Purpose To provide strategic and operational leadership to Prostate Cancer UK s Policy & Strategy department, ensuring that the teams activities help to drive forward achievement of PCUK s business plans and strategic objectives. To contribute to the overall development and management of PCUK, as a member of the Executive Team, and to play a key role in external representation of PCUK. Department The Policy & Strategy department provides expert evidence and policy advice to the charity and develops clear evidence-based policy positions on prostate cancer issues. The department campaigns to raise the profile of the disease and improve the quality and availability of prostate cancer care across the UK. Policy & Strategy is also responsible for supporting the planning, monitoring, reporting and evaluating the impact of the charity s strategy and other key organisational activity. 1

3 Duties and key responsibilities Evidence-gathering and Policy Development Lead on the strategic development of PCUK s national and regional policy and evidence activities. Champion the new Policy & Evidence function and ensure it is working effectively with teams across the charity. Ensure that PCUK has access to and uses appropriately the most current data relating to the epidemiology of prostate cancer and benign diseases. Ensure the charity has up-to-date, robust evidence bases, informed by relevant stakeholders, on issues of relevance to prostate cancer and benign diseases Ensure that policy positions on key health and prostate cancer issues are evidencebased, informed by key stakeholders and relevant to all UK countries. Keep the Executive and Business Teams and Board up-to-date with key external policy developments and the charity s position and response. Represent the charity s policy positions to external audiences, including the media, senior civil servants and politicians. Advise senior members of staff on policy positions and ensure these are communicated effectively across the organisation and to external audiences. Campaigning and Public Affairs Lead PCUK s influencing strategy, including public affairs, and its practical application to ensure the charity achieves its strategic objectives. Lead on the strategic development of PCUK s national and regional influencing work. Identify campaign priorities and new areas for development of campaigning or influencing activity, based on evidence of need and views of key stakeholders. Ensure an effective supporter campaigning network is developed for the charity and used to advance local and national campaign objectives. Ensure campaigns are based on effective, evidence-based strategies and are adapted for different UK nations as appropriate. Ensure nation-specific campaigns are created as necessary. Ensure that all opportunities to influence policy and practice are effectively used across the organisation and complement any other charity-wide communications. Advise senior members of staff on influencing messages and ensure these are communicated effectively across the organisation. Monitoring and Evaluation Lead activity to collect, analyse and report on PCUK s activities, including outcomes, impact and trends. Lead on the development of impact measures and monitoring of all of PCUK s work, and ensure these are agreed by and reported appropriately to key funders, including Movember. 3

4 Ensure research is undertaken to evaluate existing activities or to develop new activity areas in Services, Policy & Campaigns, Communications and Fundraising. Ensure results of evaluations are communicated effectively to staff, trustees and supporters, as appropriate. Lead research to evaluate progress towards achieving PCUK s strategic objectives. Lead on the development of an impact evaluation culture across PCUK and the development and application of practical evaluation tools. Delivery Programme Management Executive leadership responsibility of the overall management of the charity s Delivery Programme, overseeing the management of delivery of projects through embedding effective project management disciplines into the charity s way of working and culture Line management of the Programme, who will undertake and manage the reporting & analysis of projects, support teams in their planning and reporting and work with Director of Policy and Strategy to forecast risks to activity. Strategic and business development Ensure the charity has a cohesive new organisational strategy which incorporates the ethos of the MANifesto, the charity s working principles and agreed strategic objectives. Ensure the project planning and reporting processes continue to be effective and champion their use across the charity. Work with the Director of Resources to lead the annual business planning process, ensuring that project milestones and impact measures are agreed and correspond with expected spend. Ensure project milestones are regularly reported to the Delivery Programme Board and any actions or changes are agreed and implemented in a timely fashion. External Representation Represent PCUK on high level working groups and committees, as well as at meetings with senior civil servants, politicians and ministers. Act as a media spokesperson for the charity, ensuring it maintains its expertise as the leading authority on prostate cancer. Advise Senior s, the Chief Executive and Chair of the Board of Trustees on management of relationships with key external contacts. Identify, build relationships with and influence key stakeholders within local and national political, healthcare and social policy networks, in order to further advance that charity s strategic aims. Corporate Leadership Contribute as a member of the Executive Team to the overall development and management of PCUK. Co-ordinate and direct the management and delivery of organisation- wide strategic projects and initiatives. 4

5 Provide visible leadership to PCUK s staff, helping to create a supportive, professional and effective working culture. Attend meetings of PCUK s Board, and other Trustee Committees as appropriate, providing high quality advice and proposing policy options as required. Represent PCUK externally, promoting an understanding of the cause of prostate cancer and benign diseases and the work of the organisation, and participate in initiatives designed to raise awareness and to improve services and support for people affected by prostate cancer. Work closely with the Director of Communications to ensure there is clear and consistent messaging around PCUK s policy positions and campaigns. Deputise as required for the Chief Executive. Business and budget management Develop and produce annual and three-year strategic and business plans for the department and ensure they relate to the plans of other departments. Lead the delivery of department- and organisation-wide strategic projects and initiatives. Ensure the proper management, reporting and reforecasting of budgets under the job holder s control, participating in budgeting and financial management at Executive and Leadership Team level. Line management Provide effective management and leadership, and conduct performance and development reviews of staff managed by the job holder, to ensure motivated performance, high quality service delivery and achievement of business plans. Develop and support effective team working by staff managed.
