Work Location (City and Address)/Hours of Work 7150 Harris Drive, Dimondale, Michigan (Monday-Friday) Troy Allen, Inspector General Summary of Function/Purpose of Position This position functions as a first line manager in a complex work environment for the Michigan State Police, Michigan Intelligence Operations Center (MIOC) supervising analyst assigned to the central region. The position is responsible for receiving threat information, suspicious activity information, tip information, all analysis and case support requests submitted to the MIOC Watch Desk. Identify the appropriate analytical tasks, and assigning those tasks to analysts designated by their assigned specialties. Supervise work performed by analysts (9-12) levels in various roles including Secured Cities Partnerships, Tobacco Tax, Criminal Intel Support, and Narcotics. Upon completion of tasks the position reviews and supervises the response provided to the requestor and command staff. The manager also determines the need to deploy analytical assets. The position creates and maintains the standard training and development program for all new MIOC analysts to meet unit and industry standards of criminal intelligence analysts. This position will coordinate outreach to build relationships with outside law enforcement agencies as well as non-law enforcement agencies. For Civil Service Use Only Page 1

2 15. Please describe your assigned duties, percent of time spent performing each duty, and explain what is done to complete each duty. List duties in order of importance, from most important to least important. Duty 1 General Summary of Duty: 40 % of Time Provide overall supervision and control of the functions and activities expected to be completed by MIOC criminal intelligence analysts in support of criminal investigations. Review and evaluate the information provided in Requests for Service, ensure the need is met. Review and approve timelines and research methods for assessment and threat analysis projects. Determine the level of analysis required in each request and estimate time required to complete the request. Assign requests to MIOC analysts and ensure expectations are clearly presented. Approve intelligence reports for dissemination following MIOC policies and procedures. Review and approve Officer Safety Bulletins, Situational Awareness Bulletins, Special Intelligence Bulletins, and any product created by analysts for dissemination to law enforcement agencies from the MIOC/DSEMIIC. Supervise and review intelligence reports created by analysts to ensure compliance of 28 CFR Part 23 federal guidelines are followed. Identify when it is necessary to call in analyst s after-hours to complete urgent requests. Develop and maintain analytical standards that all MIOC/DSEMIIC analysts follow to ensure quality of work. Approve requests for leave, schedule modifications, overtime, project requests, and Sigma entries. Provide written performance appraisals for all MIOC criminal intelligence analysts. Duty 2 General Summary of Duty: 25 % of Time Supervise assignments and tasks requested through Secured City Partnerships (SCP) for tactical investigative assistance and coordinate tasking with local police departments and MSP local command. Review and approve all quarterly SCP reports, Situation Reports, and Specialized Reports created by SCP Analysts. Assign case support requests for SCP areas to the proper SCP analyst. Coordinate with local law enforcement in SCP areas to develop information sharing relationships and provide investigative and crime trend analysis. Coordinate with MSP patrol and detective command in SCP area to determine expectations of SCP analysts and the work flow of assignments. Assign criminal intelligence projects to SCP analysts to provide law enforcement officers proactive documents that detail criminal activity and trends. Identify and require sharing of criminal information obtained through the analyst s proactive research through immediate document dissemination such as BOLOs and Information Reports. Page 2

3 Duty 3 General Summary of Duty 3: 20 % of Time Coordinate analytical services for analysts assigned in the central region. Coordinate with MSP District command, SIS Detective Bureau Command and MJTF command for the first and third districts to determine the expectation of deployed analysts and the work flow of assignments. Coordinate with local law enforcement to develop information sharing relationships and provide investigative and crime trend analysis. Coordinate analyst work assignments for the central region with the other MIOC sections for information sharing. Duty 4 General Summary of Duty 4: 10% of Time Provide presentations on the capabilities of the MIOC to training classes, conferences, or as requested. Develop analyst training standards for all MIOC analysts and develop training curriculum. Select and hire analysts to fill vacant analyst positions Research additional tools and resources for analysts and determine if there are new resources the analysts should access and utilize during case support assignments. Create training criteria specific to analyst assigned roles and responsibilities and implement additional training when new resources are obtained to assist in case support functions. Create or change analytical standards to keep in line with common analytical tradecraft standards accepted by the analyst community (IALEIA). Create analytical best practices among specialized areas. Develop and provide presentations that articulate the functions and roles of the MIOC analysts informing law enforcement investigators of the current MIOC capabilities. Act as liaison with other law enforcement analytical support units to ensure MIOC analysts are current with best practices and to develop network contacts. The essential duties of this position are to provide complete oversight and direction for all issues relating to analytical investigative support within the MIOC. Developing standards for work procedures and training to ensure analysts operate under unified expectations providing defined outputs for charting, mapping, report writing, and intelligence collection methods. Provide the field officers with valuable analytical products needed for investigative progress, patrol direction, and proactive policing. 24. What is the function of the work area and how does this position fit into that function? The function of the MIOC Central Region Unit is to provide detectives and investigators information relating to victims, suspects, and criminal incidents that assist in forward progression of the investigation. The area is also responsible for providing analysis of case information and presenting that information in a usable format for detectives, investigators, and prosecutors. This position also provides final approval and supervisory review of intelligence products and tactical information reports. Page 5

EDUCATION: Bachelor s degree or qualifying state employment experience under the Civil Service transfer policy. EXPERIENCE: None required with bachelor s degree. KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of rules, regulations, policies, procedures, precedents and terminology used in the analysis process. Ability to prioritize requests and delegate tasks to analysts. Ability to recognize what types of analysis would provide the most value to the case investigation requests. Thorough knowledge of various information retrieval systems. Ability to communicate effectively and maintain favorable public relations. Possess good organizational skills. Ability to pass a federal background security clearance. CERTIFICATES, LICENSES, REGISTRATIONS: This position will need at least three years of experience with criminal intelligence activity/support is required.
