Background: NCNS is a leading Penrith community based organization providing community development, early intervention and prevention services to individuals, families and communities from diverse backgrounds in the Penrith LGA. NCNS initiates and supports development strategies to assist local services to build community capacity. We work from a social justice philosophical framework and are committed to reconciliation and early intervention. At present NCNS manages various projects and employs around 50 staff working towards achieving our goals and outcomes for the community. We are a proudly bi-cultural organization with up to 40% of our staff being Aboriginal. Team Leader Brighter Futures (new position) 28 hours/week - permanent part time (Contract to 30/6/18) Level 6 SCHCADS Industry award Above Award Conditions and Rates $ $44.50 per hour dependent on experience + salary packaging Brighter Futures is an important program supporting children 0-8 and their families where there are concerns for child safety and wellbeing and there is significant risk of harm. Our work with families can make a huge difference, keeping families together and keeping kids out of care. Maybe you are an experienced child protection caseworker looking for the next step in your career. Use your practice experience to develop the skills of your staff, and build a great team where staff are well supported and recognised; this is a great opportunity to work on an important, intensive program and develop your management skills. Your experience with case management systems and procedures, child protection and complex cases will be utilised as you lead a team of 4 caseworkers in this challenging and rewarding work. This is a newly created position, working closely with the Program Manager Casework, and bringing together Brighter Futures staff from two leading organisations (Platform Youth & Nepean Community & Neighbourhood Services) in a shared support structure. The successful candidate will enjoy the support, expertise, and collaborative environments of both organisations. SELECTION CRITERIA Essential: Tertiary qualifications in Community Services, Case Work, Social Work, Social Science or related fields Experience (3 years) in child protection casework eg Brighter Futures, Youth Hope, FACS Child Protection, or similar High level of confidence and proficiency using Child Protection (Structured Decision Making) Tools Safety & Risk Assessments, Risk Re-assessments, Family Strengths & Needs Assessments, Safety Plans, etc Provision of child-focused practice leadership to the team Experience managing compliance to tasks and timeframes in a casework context Readiness to develop your leadership skills to support and supervise our great team of caseworkers Problem-solving, understanding and compassion for the range of issues faced by vulnerable children and families Demonstrated skill, knowledge and behaviour to work with Aboriginal families and communities in a culturally respectful way Current NSW or National driver s licence and access to a comprehensively insured vehicle Salary and conditions: SCHADS Level 6 (+ above award pay and conditions including salary packaging). 5 Position Description Team Leader Brighter Futures Job Identification Job Title: Team Leader Brighter Futures Status: Permanent Part Time Days/Hours: 4 days x 7 hours (28 Hours/week) Locality: Based at Werrington, but covers the Penrith LGA Salary & Conditions: In accordance with SCHADS Industry Award 2010 Grade 6 and Employment Contract (+ above award conditions) Accountable to: Day-to-day: Program Manager - Casework Overall Managing Director & NCNS Board of Management 1.0 Objectives of the Brighter Futures Team Leader To lead a team of 4 caseworkers (2 NCNS and 2 Platform Youth Services employees) in the provision of a professional, comprehensive and family focused service to prevent issues of Child safety, welfare and wellbeing escalating further and potentially placing Child/ Young Person (CYP) at risk of entering the statutory child protection system. To uphold the practice principles of the Brighter Futures Program to build strong well-functioning families where children can live safe from abuse and neglect and have improved wellbeing outcomes. To be an active, cooperative member of a multidisciplinary team to ensure best practice in service provision, smooth transitions to integrated services, and to contribute to the ongoing development and evaluation of the Program. To encourage staff professional development and a positive workplace culture, with a focus on quality service provision for children and families. To manage Compliance and Quality performance of the Brighter Futures team, with the support and direction from both NCNS and Platform Youth Services, respectively. 2.0 Basic Job Function Team Leader Duties Ensure services are delivered in keeping with the Service Provision Guidelines and the Service Specifications To oversee the assessment, case planning, review and exit process for families on the team s caseload to ensure service provision is in line with the program practice manual, best practice guidelines and organisational policy and procedures; To work with casework staff to engage families who have been referred to the program, at times via a cold calling engagement process; Page 1 of 3

6 To facilitate fortnightly team Case Review meetings To provide regular, professional supervision for casework staff in line with NCNS Supervision Policy, with the purpose of: - Supporting staff with key assessment analysis and casework decisions - Line management, training and development etc. - Supporting staff to identify areas for professional development in their clinical supervision sessions - Support and coach staff on achievement of their Casework Tracker targets - Supervision records to be made available to Platform HR. Maintain and monitor the Casework Tracker to manage timeframes and compliance process requirements. Identify if there are potential issues and identify with the designated manager at NCNS or Platform. Develop and oversee strategies to respond to potential issues identified in the Casework Tracker with staff, and report to designated manager at NCNS or Platform. Chair regular case review/ family conference meetings with Caseworker, family members and other services involved with the family attendance, with the purpose of tracking, planning and co-ordinating the work with family; Support and coach casework staff in identifying and managing concerns for child safety, welfare and wellbeing, including: o Making and responding to reports to NSW Department of Family and Community Services in line with mandatory reporting legislation where o necessary Developing safety plans, in collaboration with family members to promote child safety Oversee regular data collection, data reviews, continuous improvement, program evaluation and general administration for the casework team including responsibility for accurate monthly reporting against program performance measures; Regular attendance at Practice Forums and Group Supervision processes Induction, training, mentoring and competency assessment of new casework staff; Support and monitor staff safety according to the NCNS Safe Home Visiting Policy and Procedure. Monitor the budgets and manage brokerage expenditure as per project budgets (with direction from Program Manager Casework) To ensure adherence to all policies and procedures of the organisations including Code of Ethics and Code of Conduct Attend and participate in supervision with the Program Manager-Casework, attend management team meeting as well as organisational team meetings at NCNS and Platform, and other working parties as directed by the Program Manager - Casework Maintain a safe, healthy and pleasant work environment including complying with WHS requirements and risk management Exercise authority which may be delegated, with due care and professionalism, maintaining an awareness of agency expectations and standards at all times Other activities as directed by the Program Manager Casework 3.0 Relationships of the Brighter Futures Team Leader Page 2 of 3

7 Understanding delegation authority and processes for managing staff who work across two partner organisations Early identification of issues to be escalated to NCNS or Platform management concerning their respective Brighter Futures caseworkers and contracts Reports to, and is supported by the Program Manager-Casework Works with Platform Management team on Compliance management matters Works with Brighter Futures Program teams across partner agencies, as well as all NCNS and Platform staff, and Family & Community Services (FACS) staff; Liaises with agencies identified Prescribed bodies by the NSW Children and Young Persons Care and Protection Act, 1998 for the purpose of information exchange relating to the care and wellbeing of children involved in the Brighter Futures program. 4.0 Professional Responsibilities Accept other duties as determined by the Program Manager Casework as part of your role in a broader community development organisation Maintain a working knowledge of and adhere to the Interagency Guidelines for Child Protection (2000) and maintain currency with any changes to Child Protection legislation 5.0 Performance Measures High level of competency with Structured Decision Making tools and Carelink system Management of referral pathways to achieve target capacity Performance measures targets are within target range per Compliance and Quality Framework; CYP protection reports are actioned as per the Practice Manual and Service Provision Guidelines and CYP protection reports and responses by Brighter Futures demonstrate: - Clear identification of the key issues impacting each child s safety, welfare and wellbeing - Provides succinct yet thorough analysis of the key issues and rationale for decisions made, and - Contains thorough plans to address and/or resolve immediate and longer term safety and risk issues for each child. Identified Work Health safety matters are dealt with and resolved within required timeframes; Key relationships with stakeholders are functioning well In accordance with the NCNS Child Protection Policy; the Child Protection (Prohibited Employment) Act 1998; the Commission for Children and Young People Act 1998; and the Children Legislation Amendment all employees are to provide their Working with Children Clearance prior to employment.
