Box: 2467 Tel: Fax: Annex 1 JOB DESCRIPTION Position title: Civil Society Organization Engagement senior Officer Directly reports to: Eastern Plains Landscape Manager, WWF-Cambodia Supervises: N/A Technically supervises: N/A Validity: 1 May December 2015 Location: Sen Monorom, Mondulkiri Background The Greater Mekong Subregion (GMS) is one of the most biologically diverse and productive regions on the planet. At the heart of the region is the Eastern Plains Landscape (EPL), and WWF Cambodia s Eastern Plains Landscape programme. The EPL the program provides support to the protection and preservation of the unique landscape covering almost 6,000km 2, amongst to two conservation areas (Mondulkiri Protected Forest (under the Ministry of Agriculture, Forestry and Fisheries) and Phnom Prich Wildlife Sanctuary (under the Ministry of Environment)). This is an area of extremely high biodiversity and cultural value but is under significant threat from a wide range of activities including the illegal trade in wildlife and timber, forest encroachment and habitat conversion, to pressures resulting form rapid and un-balanced economic development. WWF recognizes that natural resource use and livelihood security are inextricably linked in rural areas, and that there are strong benefits to be gained when local communities are organized and engage in the use and management of natural resources sustainably. To create an enabling environment for this to happen, civil society must engage more effectively in policy dialogues regarding the management of natural resources, as well as engage with and influence private sector decision-making and practices regarding the management of natural resources. In response to the aforementioned, WWF is launching a new initiative that aims to 1) develop the role of civil society to become key actors to influencing planning, decision-making and good governance of natural resources and 2) support communities for improved rights and to manage natural resources whilst optimizing the benefits they derive from these resources in a sustainable way. I. Major Function The Civil Society Organization (CSO) Engagement Senior officer acts as a Swedish International Development Cooperation Agency (Sida) funded project focal point and is the key person to strategize, plan, and execute a WWF Cambodia CSO engagement initiative. 2 producing technical reports/positioning papers for related activities and the accountable for the delivery of technical initiatives under the theme of CSO engagement for the EPL programme. II. Major Responsibilities A. Action plan development and implementation 15% Develop a Sida-funded project work-plan (annual, quarterly) following Sida requirements and in coordination with partners. Set up and ensure a project monitoring system. Ensure timely implementation of the Sida-funded project; Design and develop technical project initiatives to support broader project-related goals in Protected Areas, including, but not restricted to, 1) CSO policy engagement, 2) public and private sector partnership, and 3) sustainable financing; Provide coordination assistance with relevant WWF teams, initiatives, partner organisations, and government counterparts, especially ensuring connectivity and coordination between green economy, InVEST, and community engagement teams; Provide regular reports to the Landscape Manager and to counterparts on implementation, monitoring, review, and updates with regard to the Sida-funded project; Develop and maintain effective contacts with a wide range of external contacts both organisations and individuals who can assist in CSO engagement within the context of conservation and biodiversity protection; Budget responsibility for activities implemented as part of the Sidafunded project. B. Technical Advisory and Technical Capacity Development 70% 1) Building capacity in partner organizations Map of CSOs and CBOs in EPL landscape and assessing their strength and weaknesses and potential for engagement Conduct and assessment of local CSOs capacities Facilitate the establishment of partnership with identified CSOs and CBOS conduct participatory training needs analysis of target Community based Organisation (CBOs) for WWF Cambodia and the EPL program to engage with, including the identification of future training needs; Organise workshops to review best practices in CSO engagement, and - 2 -

3 CSO engagement tools, including partner selection process of CSO/CBOs working in areas of livelihood, gender, and human rights; Collect training materials from other CSOs/NGOs for reference and development of new materials as appropriate inline with Civil society engaging more effectively in policy dialogues regarding the management of natural resources; Carry out identified training for CBOs, including follow-up assessments; and 2) Strengthen CSO/ CBO understanding of business model concepts and market opportunities that Supporting communities, and CBOs to develop and drive their own vision of sustainable development (Women are specifically targeted in this approach) Deliver consultation workshops that build awareness of around Payment for Ecosystem Services (PES) concepts, options/mechanisms and opportunities for CBOs/ GVt/ and the Private Sector - This include Awareness on PES; Identify, in cooperation with WWF teams, PES schemes to employ people in natural resources management Train and coach, in cooperation with WWF teams, identified CBOs on identify PES and Private Public Partnerships facilitation; Facilitate, in cooperation with WWF teams, investment with the private sector, donors and CSOs to jointly identify business models and opportunities that create win-win situations; and Deliver WWF/CBOs dialogue forum/s between CSO and Gvt on issues such as land use rights, and conflict management. Advisory support to CSOs that will assist CBOS to respond through dialogue forum or legal channels on the land use rights and conflict management Develop, in cooperation with WWF teams, PES Schemes with CSOs/ CBOs through series of dialogues meetings. 3) Monitoring and Evaluation, Reporting 5% - 3 -

4 Provide support to monitoring and evaluation of the Sida-funded project based within the Eastern Plains Landscape; Produce relevant technical reports for the Sida-funded project and assist WWFs finance team in the preparation of related financial reports 4) Other Technical Specifics 10% Work in close coordination with the relevant communications staff of WWF-Cambodia to communicate project successes and achievements to defined target audiences (following Sida communication policy). Provide Sida-project related coordination support to provincial authorities, e.g. Forest Administration, Provincial Department of Environment and Provincial Government. Collaborate with technical co-supervision from WWF GMPO (responsible for the overall implementation) This Job description covers the main tasks and conveys the spirit of the sort of tasks that are anticipated proactively from staff. Other tasks may be assigned as necessary according to organizational needs. III. Working Relationships 1. Internal WWF GMPO: Work closely with, Conservation Programme Manager, Landscape Manager, Monitoring and Evaluation Coordinator, and Technical Advisors at landscape, national and regional level, Policy Coordinator and EPL liaison project manager, enforcement focal point person of other country programmes. WWF Network: Coordinate and consult with WWF GMPO, and others relevant WWF offices, WWF International, relevant Network Initiative teams. 2. External Interact with donors, Government, partners, communities, consultants, and with other NGOs, CSO, and CBOs active in Cambodia. IV. Requirements 1. Education and Qualification Bachelor Degree or other relevant qualification in natural resource management and civil society engagement or related fields. 2. Knowledge - 4 -

5 Thorough understanding of conservation, rural development, and civil society/ community based organization engagement issues in Cambodia. Excellent understanding of development partnerships, donor strategies in Cambodia. 3. Experience At least 5 years as project manager in the sector of the conservation and or CSO/ CBO engagement in rural development and natural resource management. Practical experience as Technical Advisor for a programme or project with focus on application of CSO/ CBO engagement tools, policy and policy advocacy capacity building processes especially in Cambodia. Experience in managing programmes/ projects funded by a diversity of sources including governments and aid agencies, and private sector donors. Sida experience an advantage. Experience in coordinating/working with diverse national and international teams in multi cultural environment. Experience of working with Government officials and line staff in an advisory and or training role. 4.
