1 Job Description Title: Location Pay Span or equivalent: Background Senior Finance Business Partner (2 vacancies) London 55,587-69,590 + excellent benefits The Finance Business Partnering (FBP) team is at the heart of implementing the Finance Operating Model (FOM) for the MoJs NDPBs and ALBs. The FOM findings focused on four key areas. These are the need to: further enhance finance business partnering capability and consistency across MoJ, joining up across MoJ and creating greater consensus on skills; create more centres of expertise where appropriate to do so across MoJ; building incrementally on those that are already in place, such as in respect of tax; explicitly define and deliver functional leadership in finance through reporting lines, reflecting the recommendations of the cross government Financial Management Review and the approach to corporate service delivery across government; create further efficiencies and increased support for ALB specific finance services. These roles are within the FBP Team in the Corporate Finance Directorate. The FBP team are responsible for providing a business partner service to core business areas and MoJ HQ NDPBs and ALBs. Purpose of the role The Senior Finance Business Partner will provide enhanced finance business partnering to the YJB/the Parole Board. Essential Criteria Excellent interpersonal skills to build strong relationships with the policy sponsors and individual ALBs Analytical skills to appraise data provided by ALBs and highlight performance (including financial) issues to sponsors Strong attention to detail to be able to provide advice to policy sponsors on technical matters such as ALB framework documents Comfortable working with financial and qualitative data Good drafting skills including the ability to present data/figures.

2 Full qualification as an accountant i.e. a full member of the AAT or CCAB accounting institutes, CIMA or a recognised equivalent qualification. Exceptional candidates who are within months of qualification and with significant prior experience of working in a Finance Business Partnering role may also be considered. Desirable Criteria Experience of working in or with ALBs Working pattern: Leading and communicating Full time (job share/alternative patterns will be considered). Confidently engage with stakeholders and colleagues at all levels to generate commitment to goals. Clarify strategies and plans, giving clear sense of direction and purpose for self and team. Be visible to staff and stakeholders and regularly undertake activities to engage and build trust with people involved in area of work. Delivering value for money Understand impacts of financial position in own area and that of the organisation and use insight to curtail or support business and investment activities. Follow appropriate financial procedures to ensure deliverables are achieved. Weigh up priority and benefit of different actions and activities to consider how to achieve cost-effective outcomes. Changing and improving Spot warning signs of things going wrong and provide a decisive response to significant delivery challenges. Encourage a culture of innovation focused on adding value. Provide constructive challenge to senior management on change proposals which will effect own business area.

Finance Specialist Competences: Responsibilities Encourage contributions and involvement from a broad and diverse range of staff by being visible and accessible. Applies planning, budgeting and forecasting techniques to produce accurate and timely submissions for departmental processes, identifying or exploiting opportunities for more effective delivery of outputs Supports the users and organisation proactively in exploiting the full potential of central and local planning, finance and performance management systems. Manage staff in team Providing management and leadership to the staff working in the team Provide enhanced finance business partnering to NDPBs and ALBs and relevant sponsors Supporting specific ALBs in producing regular and standardised management and financial reports. Working closely with ALBs to provide a gateway to accessing specific financial services contained in centres of expertise. Ensure timely completion of management accounts Ensure the timely submission of monthly management accounts, working with specific ALBs to assist them meet MoJ deadlines Produce a monthly set of management accounts as required including variance analysis. Oversee and advise on profiling and forecasting. Provide variance analysis and suggesting remedial action. Produce financial and other data for the Management Information Packs.

4 Relationship and stakeholder management Support Financial Operating Model changes to ALBs Meet regularly with specific ALBs and sponsors to understand their issues and advise on MoJ requirements Work closely with ALBs, sponsors and other MoJ corporate services to support the financial operating model. All members of the team are expected to contribute to financial improvement plan putting forward suggestions and implementing consistent common way of working with other colleagues.
