1 GTMA TransData Expo/ USDOT Data Palooza 2014 June 3-4, 2014 Plenary Session 8:00-10:15 a.m. Welcome & Opening Remarks Secretary Anthony Foxx is building on his experience as Mayor to promote a national, intermodal transportation system. Building on the framework of MAP-21, Secretary Foxx seeks to break down modal and programmatic barriers to create a strong connection between policy and people. Whether it is moving freight from manufacturer to market or linking rails to roadways and buses; a smart, connected transportation system is within our grasp. Integrated transportation data combined with enhanced analytics create a more efficient and transparent system. Secretary Foxx will build on that vision to discuss how MAP- 21s performance, data and reporting opportunities are a key component in laying the foundation for a 21 st century transportation network. In the past three years, Utah DOT has implemented a new, integrated geospatial mapping and data network platform and a new asset data collection process incorporating cutting edge technologies and securing vendor cooperation. This challenge has been magnified by the ever-increasing volume and velocity of data that is starting to become available through Big Data. U.S. DOT and various organizations recognize the need and supports efforts for meta data and standards which will be crucial to the productive exchange of information at multiple levels of government and private industry, and efficient utilization of resources. Presentation/Panelists: USDOT Data Standardization Efforts David Winter, Office of Highway Policy Information, FHWA, USDOT. National Automotive Sampling System (NASS) A Data Modernization Project: Terry Shelton, Associate Administrator, NHTSA NHTSA is undertaking a modernization effort to upgrade the by improving the information technology (IT) infrastructure, updating and prioritizing the data collected, reselecting the sample sites and sample sizes, re-examining the electronic formats in which the crash data files are made available to the public, and improving data collection methods and quality control procedures, among other activities. PHMSA Data Initiatives Yolanda Braxton, Program Analyst (PHMSA) The Pipeline and Hazardous Materials Safety Administration (PHMSA) overseas 2.6 million miles of pipelines throughout the United States.

The Highway Safety Improvement Program s data-driven requirement for strategic planning is resulting in innovative and systemic approaches to reducing roadway crashes and improving the way safety assets are managed. Utah DOT s efforts to improve the integration of key safety analysis data and South Carolina DOT s use of data to target intersection crashes show the power of data to maximize the value of scarce safety funding. AASHTO s Technology Implementation Group (TIG) UPLAN II project is transforming how dozens of State transportation agencies access data, providing a consistent platform on which to view it geospatially. Learn how States are overcoming barriers to data transparency. See how State agencies are joining forces to share information. Hear what regional and national data sets are envisioned as a result. Discuss how these initiatives improve policy and program decisions. Sandy Hertz, Deputy Director, Office of Environment & Design, MSHA Using Web-Based Platforms to Facilitate Data Sharing and Enhance Productivity Mattew Long, Transportation Planning Specialist, Pennsylvania Department of Transportation UPLAN II is an ARCGIS Online-based platform that is a powerful yet easy to use web-based decision support tool. It maps information but its uses are not limited to planning and project development. It allows data sharing (open or selective) among various business units within an agency. A business model such used by transportation agencies. It also allows data sharing between agencies statewide or nationwide, with federal agencies, and with the public.

This session provides a detailed process case study of a state effort to collect and integrate data sets to save money and improve production. Using integrated data sets to improve roadway safety increases the value of safety investments. It is difficult to prepare proper risk assessments relative to the potential impacts of climate change. Learn how agencies are improving the ways they are using data to create smarter, more effective agencies.
