7 Facilitating systems integration and interoperability Action Project Sub-area Issues It was designed and developed a distributed platform using.net technology that acts as a mediator for the effective interactions of the stakeholders, end to end supply chain management and continuous visibility of the operations. FREIGHT4ALL (5/2011-3/ 2013) Funds via the MED Programme Inland haulage The use of information arising from and provided to other elements in the multimodal transport chain It was developed a EDI platform prototype that provides complete information interoperability, integrating in one network all ports enabling the entire NAPA community to exchange information. Initially, it was necessary to improve the existing port community systems in order to harmonize them. ITS ADRIATIC ( ) TEN-T program Ships loading and unloading Improved or new business processes that improve shipshore cooperation MIELE project worked on the design of an ICT platform ( MIELE middleware ) able to interface existing systems for ship reporting formalities (such as national/port SW or proprietary PCS), in order to make them fully interoperable, as required by the Directive 2010/65 EU. The platform will be tested through pre-deployment pilots in Italy, Cyprus, Germany, Portugal and Spain (the National Vertical Pilots ), where the local ICT systems for ship reporting are made interoperable by interfacing with the MIELE Middleware. MIELE (9/ /2013) TREN-T Vessel call and berth management Improved or new business processes that improve shipshore cooperation
8 Simplifying and harmonising the maritime transport formalities Action Project Sub-area Issues The main goal of MEDNET is the development of a common framework of understanding of customs procedures and the clearance of vessels. Some of the pilot actions proposed include: 1. Analysis, enhancements and recommendations of procedures for lodging the Summary Declaration for Temporary Storage 2. Introduction, promotion, extension of electronic and automatic processing of T2L declarations of goods transported by sea 3. Introduction of electronic monitoring mechanisms for improving customs, sanitary, phytosanitary and veterinary controls 4. Management of car, coaches and truck movements/parking in and outside port area 5. Berth allocation for RO-RO,RO-PAX, cruise ships 6. EXS/ENS collaborative solutions amongst ports 7. Master plan to be used as a guide for the set-up of a national single window in Malta. MEDNET (6/2012-5/2015) Funds via the MED Programme Goods clearance New applications on shore or on ship that make use of improved information availability & Communication systems and protocols, on the ship and between ship and shore The SESTANTE work was directed to create tools based on information and communication technologies (ICTs) that facilitate the interoperability of the necessary paperwork in commodity transport in the various ports of the Mediterranean, placing special emphasis on the notification of dangerous goods. SESTANTE (January October 2004) Funded by Interreg IIIB Goods clearance The use of information arising from and provided to other elements in the multimodal transport chain
9 Supporting commercial port services & improving ship operations Action Project Sub-area Issues It was carried out a web service that supports the Booking process between the Consigners and Freight Integrators and between the Freight Integrators and the Service Providers. The Web Service is accessible by SOAP 1.2 over HTTP. This Web Service is used to setup track and trace information from several providers to the PORTMOS system. PORTMOS (April December 2007) TEN-T Programme Ships loading and unloading New applications on shore or on ship that make use of improved information availability & Improved or new business processes that improve ship-shore cooperation MED.I.T.A. project aims to implement a Cargo Community System by a technology transfer borrowed from the experience gained in TEN-T project MOS4MOS. The system promotes the implementation of Motorways of the Sea to overcome the territorial boundaries: all vehicles departures and arrivals will be tracked down and recorded in a single data system. This procedure will provide a common platform to be shared by Valencia, Livorno, Ancona and Patras, through the low-cost technology passive R-FID UHF tags. This application will speed up the access control operations and data acquisition process besides security procedures. MED.I.T.A (6/2012 6/2015) Funds via the MED Programme Inland haulage The use of information arising from and provided to other elements in the multimodal transport chain It was developed a standard high level process map and actors model, captured in BPMN language with support of Enterprise Process Center (EPC), that can be used in house to develop own models at a more detailed level and for specific purposes (risk assessments, process improvements, introduction of new ICT systems etc.). EFFORTS (May October 2009) Funded by FP- 6 All New applications on shore or on ship that make use of improved information availability & Improved or new business processes that improve ship-shore cooperation
10 Supporting commercial port services & improving ship operations Action Project Sub-area Issue In the framework of Efforts project was developed a technology to have a reliable position of tugs. The technology used to achieve this goal is Global Navigation Satellite System (GNSS). EFFORTS (May October 2009) Funded by FP- 6 Ship call and berth management New applications on shore or on ship that make use of improved information availability In addition, two port processes were selected to be analysed and modelled in the framework of the EFFORTS project: Berth Allocation. Manifest Distribution EFFORTS Ship call and berth management New applications on shore or on ship that make use of improved information availability Developing technologies to support intermodal freight transport systems Action Project Sub-area Issue In the framework of the TIMI project (funded by Spanish Government) new technologies and methodologies were developed to permit the creation of the future generation of devices, systems and tools contributing to making such transport more intelligent. It was developed a Web simulator that shows the different interactions along the whole freight transport chain (TIMI Web Simulator) It was studied the current data holdings (such as barcodes, RFID and plus smart cards) as the way to interchange data in safe mode in container transport. Detection of risk situations due to strong shaking of transport modes. 11 Improving the integration of ports with their hinterland Action Project Sub-area Issues The project intends to make freight and passenger flows seamless by means of experimental activities and pilot projects concerning interoperable information systems which integrate port systems with inland logistics infrastructures (e.g. dry ports) and with transport and service operators. Some of the objectives are the development of an intermodal rail transport connecting ports with their areas of influence and an interoperable information systems and solutions to improve the efficiency of port-logistics systems. FUTUREMED (June May 2015) Funds via the MED Programme Inland haulage The use of information arising from and provided to other elements in the multimodal transport chain The objective of the STIMULO project is to develop intelligent traffic management systems by predicting in real-time the status of the various components of the transport system (infrastructure, vehicles, goods, users, etc ). The principal elements of the infrastructure under proposal include the simulation model, data mining from heterogeneous sensors in real-time, generating traffic indicators and using these indicators jointly with collective intelligence techniques to provide services linked to the transport system that improve performance and efficiency. 12 Fostering maritime-railway integration Action Project Sub-area Issue Setting standards and making recommendations to further develop and integrate maritime-railway transport at the physical level (accesses and infrastructure), the functional level (services and marketing) and the knowledge management level (information and documents). Analysing the state of intermodal maritime-railway transport in Spain focusing on traffic flows and infrastructure. Developing methodologies that can be applied in practice in maritimerailway intermodal projects to identify the needs, nature and evaluation or valuation of these. CEDEX INTERMODALITY (January Febrary 2010) Funded by Spanish Ministry of Public Works Inland haulage The use of information arising from and provided to other elements in the multimodal transport chain Fostering the creation of knowledge networks Action Project Sub-area Issue Port Integration will contribute to the development of such a political environment following a 3-staged approach of firstly identifying, secondly exchanging and finally transferring best practices between partners on policy level, e.g. by supporting appropriate multi-modal EDI concepts. 13 Developing sustainable solutions in ferry operations Action Project Sub-area Issue itransfer s aim is to develop, demonstrate or pilot innovative, sustainable solutions in ferry technology, operation and policy to improve regional accessibility by water-based public transport. I-TRANSFER ( ) Co-funded by Interreg IVB Vessel call and berth management This will be achieved through: - resolving technical issues including new designs for ferries and shore-side facilities; - improving ferry operations and integrating ferries with existing public transport networks; - supporting a policy environment that resolves current tendering problems and which promotes barrier-free access for all passengers.
