1 Factsheet n Rural Develpment Prgramme fr the German Land Mecklenburg-Western Pmerania The rural develpment prgramme f the German Land Mecklenburg-Vrpmmern fr supprt frm the Eurpean Agricultural Fund fr Rural Develpment (EAFRD) fr the prgramming perid was apprved by Cmmissin Implementing Decisin C(2015)834 f 13 February 2015, and last amended by Cmmissin Implementing Decisin C(2018)2111 f 03 April 2018 utlining Mecklenburg-Western Pmerania's pririties fr using the 1.2 billin f public mney that is available fr the 7-year perid ( millin frm the EU budget, including 89.8 millin transferred frm the German envelpe fr CAP direct payments and millin natinal c-funding). The RDP fr Mecklenburg-Western Pmerania fcuses mainly n tw pririties. Under the first - restring, preserving and enhancing f ecsystems related t agriculture and frestry 22 % f farmland and 8 % f frest area will be placed under funded cntracts t imprve bidiversity. Under the secnd scial inclusin and lcal develpment in rural areas funding will imprve lcal services fr 80 % f the rural ppulatin. In additin, nearly 13 % f farms will receive investment supprt t mdernise and restructure. Supprt fr Rural Develpment is the 2nd Pillar f the Cmmn Agricultural Plicy, prviding Member States with an envelpe f EU funding t manage natinally r reginally under multi-annual, c-funded prgrammes. In ttal, 118 prgrammes are implemented in all 28 Member States. The RD Regulatin fr the perid addresses six ecnmic, envirnmental and scial pririties, and prgrammes cntain clear targets setting ut what is t be achieved. Mrever, in rder t crdinate actins better and maximise synergies with the ther Eurpean Structural & Investment Funds (ESIF), a Partnership Agreement has been agreed with each Member State highlighting its brad strategy fr EU-funded structural investment. This dcument prvides a brief verview f hw the challenges and pprtunities Mecklenburg-Western Pmerania is facing are addressed by the RDP. In the annex, a table indicates the pririties and fcus areas each with their specific targets, and their allcated budget. 1. SITUATION AND KEY CHALLENGES In Germany rural develpment is implemented thrugh 13 separate reginal RDPs, which bradly crrespnd t the varius Länder (but with tw jint prgrammes). Hwever, elements cmmn t reginal prgrammes are presented in a natinal framewrk established at federal level. In additin t this, a Natinal Rural Netwrk Prgramme prvides the funding fr the netwrking f rural develpment actrs in Germany. Mecklenburg-Western Pmerania has an area f km² (f which km² is cvered by water). 62% f its territry is agricultural area and 23% is frest. Of the agricultural area (1.3 millin ha in 2013), 80% is arable land and 19% is permanent grassland. Agriculture has a share f 3.1% in the reginal grss value added (cmpared

2 with 1 % in Germany as a whle). There are agricultural hldings in ttal have a size abve 100 ha; the average size is 286 ha. With a ppulatin f 1.6 millin inhabitants, MV is the least densely ppulated German Land. Only 39 % f the ppulatin lives in predminantly rural areas and 61 % live in intermediate areas. The unemplyment rate f 10% (2013) is duble the German average. In this cntext, demgraphic change and lss f ecnmic activities in rural areas are cntinuing challenges in Mecklenburg-Western Pmerania. At the same time, envirnmental challenges relate mainly t sil ersin, nitrate pllutin in surface and grund waters and pressure n bidiversity. 2. HOW THE RDP FOR MECKLENBURG-WESTERN POMERANIA WILL ADDRESS THESE CHALLENGES In addressing these challenges, the RDP f Mecklenburg-Western Pmerania will fund actin under all Rural Develpment Pririties with a particular emphasis n restring, preserving and enhancing ecsystems related t agriculture and frestry as well as scial inclusin and lcal develpment in rural areas. The fcus f each pririty is explained briefly belw. Knwledge transfer and innvatin in agriculture, frestry and rural areas This crss-cutting Pririty will be addressed mainly thrugh measures supprting training and advisry services fr peple and businesses in rural areas: an expected participants will be trained. There will als be supprt fr cperatin in the framewrk f the Eurpean Innvatin Partnership fr Agricultural prductivity and Sustainability. Cmpetitiveness f agri sectr and sustainable frestry Besides previusly mentined supprt fr training, 13 % f farms will receive funding fr investments fcused n high-quality prductin, better animal husbandry / welfare, imprved wrking cnditins and farm diversificatin. Fd chain rganisatin, including prcessing and marketing f agricultural prducts, animal welfare and risk management in agriculture Funding will encurage farmers t frm prducer grups in rder t respnd t the cncentratin f buying pwer in the agri-fd sectr. 11% f businesses which prcess / market agricultural prducts will receive supprt t find new ways t help the fd supply chain t perate better and mre efficiently. At the same time, mre than 3 % f farms will receive funding t help prevent r und damage frm future natural disasters. Restring, preserving and enhancing ecsystems related t agriculture and frestry Mecklenburg-Western Pmerania will imprve bidiversity and water and sil management thrugh supprt fr varius envirnmentally friendly management practices including rganic farming, lwer use f fertilizers and pesticides and prtectin f habitats. As a result, 22 % f farmland and 8 % f frest area will be under funded cntracts t imprve bidiversity. Supprt fr envirnmental investments will cmplement these annual area-based payments. Resurce efficiency and climate

3 The emphasis in Mecklenburg-Western Pmerania will be n restring wetlands and peatlands fr the sake f carbn cnservatin. The prgramme will supprt investments in small-scale infrastructure fr the sake f using r prducing renewable energy, r saving energy. Supprted EIP pilt prjects will help imprve efficiency in water use. Scial inclusin and lcal develpment in rural areas The prgramme will fund Lcal Develpment Strategies drawn up and implemented by Lcal Actin Grups under the LEADER apprach: these will cver areas cntaining 66 % f the rural ppulatin. There will als be supprt fr ther c-peratin prjects and fr village renewal. 80% f the rural ppulatin will benefit frm imprved services.
