2 Introduction from Director of Policy and Programs Thank you for your interest in working with WaterAid. We are looking for a dynamic Papua New Guinean leader for our WaterAid PNG program. WaterAid is an international NGO dedicated to the provision of safe domestic water, sanitation and hygiene education to the world s poorest people. We are passionate about delivering our aims and objectives, and pride ourselves on being a diverse, value driven and supportive workplace. This is a really exciting time for our work in PNG, we have a strong foundation with an effective growing team. To achieve our vision we have a new country strategy in place which aligns with our new Global Strategy and the PNG Government s national WaSH Policy. You will lead the delivery of the current country strategy and the development of the new strategy. We started working in PNG 14 years ago and established an office in Port Moresby five years ago. We have a small, high achieving team working with partners in different parts of PNG and working with all levels of government. WaterAid PNG is well positioned to continue national level engagement with the government and key stakeholders through its presence in Port Moresby and with our project office in Wewak where we work closely with our partners in engaging the provincial, district and local level government. You will be supported by the WaterAid Australia team. We are part of a global federation that works in 36 countries across the world and has over 30 years of experience to draw on. We are focussed on diversifying our funding base over the coming years and you will identify potential new funding sources and find innovative ways of working to achieve our mission. We have a strong team with ongoing and growing programs. You will join at a time in which the team is in the inception phase of a new multi-year water, sanitation, and hygiene (WASH) program that is focused on working collaboratively with district, provincial and national government to strengthen their WASH capacity and address gender inequality outcomes through WASH. WaterAid PNG is well positioned to continue national level engagement with the government and key stakeholders through its presence in Port Moresby and with our project office in Wewak where we work closely with our partners. WaterAid has been working in PNG since 2004 and our vision is that all Papua New Guineans should have access to safe water, sanitation and hygiene by Explanation of the role The Country Director (CD) provides leadership and management of WaterAid PNG s Country Program, leading our policy and advocacy with national government and other development stakeholders, and supporting the implementation of programs focused on WASH sector strengthening, WASH and hygiene behavior change implemented Page 3 of 7
4 through collaboration with sports organisations, and WASH and menstrual hygiene management. This position involves championing, monitoring and reviewing the implementation of our Country Strategy ( ), and will lead the development of the next strategy. The Country Director is accountable for ensuring that WaterAid PNG achieves its strategic objectives and has effective operations in order to promote and secure people s rights with regards access to safe water, improved hygiene and sanitation. It is a requirement of this role that you are able to commit to up to 4 weeks international travel per year. The role also requires travel to rural and remote parts of PNG. For more information go to Key Accountabilities Reporting to the regional Director of Policy and Programs based in Australia the CD will support the WaterAid PNG team and partners to develop and implement the Country Strategy and manage operations as follows: 1. Country Strategy Development & Implementation 2. Program Development 3. Policy and Influencing 4. People and Organisational Development 5. Financial Management 1. Country Strategy Development & Implementation a. The CD will lead the development, implementation and quality management of the country strategy so it maximizes impact for people s access to water, sanitation and hygiene. b. The planning and tracking of progress of the implementation of the Country Strategy, including the development and review of annual business plans. c. Manage the process of support to partners, sustaining formal, long-term relationships, and identification of appropriate partner organizations. 2. Program Development a. Ensure program design and implementation maintains focused on achieving Country Strategy objectives b. Guide business development, staying aware of the local funding context and identifying appropriate opportunities to increase income to deliver the country strategy. c. Support the Program Director to ensure that strong M & E and quality control procedures are understood and implemented by program staff, both from WaterAid and partner organizations. 3. Policy and Influencing a. Develop the organization s profile & influence, including approving the development of communications products (press releases, brochures, stories). Page 4 of 7
5 b. Build and maintain effective working relationships with relevant officials in government, civil society, donors, partners and other international organizations. c. Support activities to deliver outcomes on priority advocacy issues. d. Ensure that information requests are serviced in a timely way and that effective country contributions are made to global advocacy initiatives and priorities. e. Represent WaterAid in external events or suitably delegate. 4. People & Organisational Development a. Provide overall leadership to WaterAid PNG staff, coach, mentor and motivate team members and ensure team synergy, including leading the senior management teams. b. Line manage a number of senior direct reports including supporting work plan development and performance management. c. Uphold WA values, code of conduct, including the development of and support to a culture & work environment that reflects WaterAid s values. d. Provide leadership to People & Organisational Development function, uphold the relevant Human Resource Policies, Procedures and practices with support from the Operations Manager. e. Contribute as a member of WaterAid s Global and Australian leadership teams to support organizational effectiveness and development. f. Support mechanisms to ensure effective contact and working relationship between WaterAid PNG staff and relevant contacts in the WaterAid Australia Office and other members across WaterAid International. g. Support the Operations Team to ensure country office policies, procedures, guidelines and risk registers are in place, updated and disseminated. 5. Financial Management a. Provide timely and strategic support to senior management and program teams to develop and approve project concepts in line with the country strategy. b. Support the Operations Team to ensure the efficient and proper use of funds, supporting team in the development and management of their program budgets. c. Support the Operations Team to ensure compliance with donor monitoring, spending and legal requirements. d. Lead the identification of in-country resources to support our planned work, and to make best use of resources available to maximise impact for achieving poor people s rights to water, sanitation and hygiene. Person Specification The following criteria will be used to assess candidates for the post. All applicants must address these criteria in their application: 1. Education Degree or professional qualification in a relevant area (WASH, social sciences, development studies) or equivalent experience. 2. Knowledge and skills Page 5 of 7
6 Highly familiar with organisation management and development practice of INGOs Ability to plan own work, set priorities and complete tasks if under time constraints or when faced with competing demands. Commitment to work in a team and supportive to other team members through ideas and skills. Proven conflict resolution and coordination skills. Demonstrated team /relationship management skills Proven organizing and planning skills. Ability to manage risks and contingencies. 3. Attitude and behaviours Positive attitude Self-motivated and self-managed Problem solver and facilitative Aligned to WA values, code of conduct 4. Essential Experience At least 6-years experience working in senior management roles in PNG, and strong background in program management. Proven experience and skills in managing people and multi-disciplinary teams. Experience of implementing development projects through local NGO or local government partners Practical experience in participatory community-based development programmes, including participatory planning, monitoring and evaluation. Experience networking and influencing key government, non-government, and donor stakeholders Experience in the development of policies, guidelines and procedures. Experience in programme and finance management. Experience in the line-management of senior staff. Experience in mentoring and building the capacity of organisations, teams and staff members. 5. Desirable Experience Experience working in/or understanding of WASH project implementation. Experience in research and analysis and documentation of best practices Experience in developing successful funding proposals.
