1 Job Description Women s Empowerment Coordinator Grade 7a Job Purpose The purpose of the Women s Empowerment Coordinator is to provide technical expertise in order to build and develop gender awareness and capacity within the CAFOD, SCIAF and Trócaire (CST) country team and partners and to provide effective management of CST s Women s Empowerment programme in line with CST s strategies, policies and procedures. The scope of the post falls into the following broad functions: Technical Support: Build women s empowerment and gender awareness and capacity among all CST staff; complement partners thematic understanding on Women Empowerment, contributing to the development of relevant interventions that bring about positive change; work to strengthen CST and partners women s social and economic empowerment programming Programme management and development: In line with the direction set by the Country/Subregional Strategy and in co-operation with partners, develop and manage CST/SCIAF/Trocaire supported long-term development Women s Empowerment programme; Managing effective relationships with partners: develop and nurture partnerships and provide and facilitate capacity development support, where appropriate; Internal and external representation: of the Ethiopia programme, in co-ordination with the Country Representative, Programme Manager and the Institutional Funding Coordinator, as appropriate; Financial management and monitoring of programmes and projects: develop and manage budgets, and monitor expenditure in line with agreed parameters; Accountability & Learning and Innovation: ensure strong learning and knowledge management on innovative Women Empowerment practices and evidence based research; Systems and compliance: ensure the effective use of CST/SCIAF/Trocaire systems, which includes ensuring compliance with agreements, regulations and requirements attached to our work; Staff management: management and support of our staff, in accordance with CST/SCIAF/Trocaire management standards. Job Scope The post-holder will be responsible for managing CAFOD, SCIAF and Trocaire s Women Empowerment programme in Ethiopia. The post holder will also lead in supporting CST s wider efforts to strengthen Women s Empowerment and gender sensitive and transformative approaches across all aspects of CST s programmes and work. The post-holder is going to build effective working relationships with Women s Empowerment related departments of CAFOD, SCIAF, and Trocaire. This is in order to develop and maintain horizontal links and to foster learning, innovation, good practice between programmes, as well as supporting fundraising within and between regions or areas of work. The role has a number of cross-divisional and cross-organisational functions linked to work with CAFOD, SCIAF and Trocaire Education, Communities & Supporters, Fundraising, Finance, Media, Policy and Advocacy teams.
2 The post-holder will be expected to undertake frequent travel within Ethiopia to Partners on field visit (approximately 12 weeks per year) and occasional international travel. Accountability The post-holder reports to the Programme Manager; The post-holder delivers programmes within agreed budgets, in full compliance with all organisational, donor and government relations and within agreed timelines; The post-holder has line management responsibility for the Programme Officer Women s Empowerment Key Responsibilities Technical Support Provide current, best-practices, and strong technical women s empowerment and gender sensitive/transformative expertise to CST and partners Assess women s empowerment and gender awareness and capacity among CST staff; develop a gender capacity building plan for CST; lead in delivering women s empowerment and gender capacity building and technical skills trainings to CST staff Assess partners women s empowerment and gender awareness understanding and capacity; lead in supporting partners across all programme areas to enhance and strengthen women s empowerment and gender capacity and programming Complement partners thematic understanding on Women Empowerment, contributing to the development of relevant interventions that bring about positive change. Stay current on and take forward key research findings for application in CST and partner programmes Provide women s social and economic empowerment and gender technical advice to livelihoods, resilience, humanitarian and civil society programmes and staff Programme management and development in line with the direction set by the CSP/RSP In co-operation with partners, develop and manage the Women Empowerment Programme, contributing to the development and review of CST country strategy; Jointly responsible with partners for the effective implementation, monitoring, evaluation (including facilitating external evaluations) and reporting on Women Empowerment projects, in line with jointly agreed standards (programme cycle management) and donor requirements; In agreement with partners, jointly develop Women Empowerment programme and project proposals and assess the existing capacities to manage and implement the work. This includes leading on preparation of funding applications and reports for external funders, in liaison with the Institutional Funding Coordinator and Programme Manager, and the development of partner capacity development plans to address capacity issues ; Realise CST principles by acting in line with CST partnership standards, and by promoting and supporting partners adherence to jointly agreed accountability, gender, safeguarding children, supply chain management/procurement good practice, and other standards, as these emerge; Contribute, where appropriate and in agreement with partners, to advocacy and information work in support of partners efforts, with relevant stakeholders in the region and/or globally; Oversee and support the work of Consultants, Programme Accompaniers, Technical Advisors, Programme Support Officers and consultants working on the CST Women Empowerment Programme.
3 Keep up-to-date with development issues and trends on Women s issues, both within Ethiopia or sector, and more generally;monitor the political and security context to contribute to CST country risk assessments and security plans.support the country team in reducing stigma against PLWHA (People Living With HIV/AIDS) across the programme and Partners.Managing effective relationships with partners Develop, nurture and manage relationships with CST s partner organisations in line with the principles and standards, and in agreement with the Programme Manager; Work with partners to regularly assess the quality of the relationship, ensuring that effective communication channels are in place, and that any shortcomings are addressed; Invest in partners capacities, by jointly identifying needs, developing plans to strengthen capacities, identifying sources of support, and allocating resources. This can be through a facilitator or by direct provision of specific capacity strengthening support; Support partners in accessing the tools and support required to successfully implement capacity development plans; Organize (and where relevant accompany) partners visits and review meetings. Acts as a focal person for Safeguarding children at CST for partners. Internal and external representation In co-ordination with the Country Representative and the Programme Manager develop, nurture and sustain relationships and effective communications with relevant stakeholders, including local government, national networks and other agencies working in/on Women Empowerment. This will include other Caritas/CIDSE agencies; In agreement with the Country Representative and Programme Manager, sustain relationships with relevant bi-lateral agencies, including Irish Aid, DfID and the EC, seeking opportunities for Women Empowerment programme funding, where applicable; Communicate with other teams within CST, and Partners to ensure that the programme is well understood, and that information is available for fundraising and other communication, including publications, media briefings, education, etc. This may involve participation in sessions/events with Supporters, communities of practice, working groups, etc., as agreed with the relevant manager. Financial management and monitoring of programmes and projects In close co-operation with the relevant roles in the finance and funding teams, prepare, manage and monitor budgets relating to both the Women Empowerment Programme and partner-led expenditure, as agreed with the Programme Manager; Deliver the programme within agreed budgets or instigate budget revisions according to evolving needs, in line with CST s finance guidelines and procedures; Develop relevant risk registers and monitor them in conjunction with the Programme Manager; Where appropriate, commission and manage (with partners) audits for the Women Empowerment programme and projects; Carry out partner financial profiles and reviews, in co-operation with the finance team. Accountability & Learning and Innovation Ensure strong learning and knowledge management of CST s existing and emerging practices on women s empowerment is included in integrated programming; Engage in peer learning, dissemination and profiling of Trócaire s research and learning on women s empowerment and ensure use and adaptation of the tools, frameworks and learning from the research across countries;
4 Identify and support new research opportunities on women s empowerment in consultation with Research Institution in Ethiopia and CAFOD,SCIAF, and Trócaire, other field offices and country Management team; Identify opportunities for new innovative practices and future strategies and approaches in consultation with local and international partners and networks in close collaboration with CAFOD,SCIAF, and Trócaire, and other field offices; Ensure appropriate technical guidance and other resources from CAFOD,SCIAF, and Trócaire are embraced in the programme and shared with partners to support programme quality and innovation; Develop and implement a clear Monitoring and Evaluation plan supported by the M&E Officer, SIU, Thematic leads, based on strong baseline data and the principles of participation and demonstrating impact. Develop Programme Reviews and other forms of documentation to assess programme progress and to share learning with colleagues in the region and in CAFOD,SCIAF and Trócaire globally; Facilitate learning amongst partners and ensure that this is documented; Participate in key regional / organizational learning and sharing initiatives around Women s Empowerment; Network with relevant Ethiopian and regionally based NGOs and institutions to increase expertise and effectiveness; Keep up to date with development especially HIV and Gender issues and trends, both within the relevant country /sector and more generally. Keep up-to-date with church teaching and practice in relation to HIV and gender and report any relevant issues to the country management team Systems and compliance Effectively use CST s programme management information systems to ensure programme and project information is up-to-date. This will include producing management information to support decision making; Ensure compliance with agreements, regulations and requirements attached to our work. Staff management Lead, manage and support direct reports (and staff under shared management arrangements), including setting objectives, conducting annual performance development reviews, providing coaching and ensuring team members have individual development plans. Deputising in the absence of Programme Manager in supervision of staff reporting to Programme Manager Notes: 1. This list of duties and responsibilities is by no means exhaustive, and the post-holder may be required to undertake other relevant and appropriate duties as required. 7 Terms & conditions Contract A 3-year Fixed term contract, including a 3 month probationary period. Salary Grade Grade 7a- starting point of this grade is 476, (Four hundred seventy six thousand eight hundred seventy seven ) including a 13 th month salary Hours 35 hours per week. Holidays 34 working days per annum INCLUSIVE of statutory holidays Notice period 3 month either way after completion of the probationary period. Pensions There is a mandatory contributory pension scheme (11% employer and 7% employee contribution). Additional 5% contribution to Provident fund scheme.
