1 Replacement of the Broadcast Tower for KJZZ and KBAQ ADDENDUM NO. 2 RFP # /24/2014 The following clarifications, changes, additions or deletions for this project shall be made to the Contract Documents; all other conditions and work shall remain unchanged. The Addendum supersedes current conditions shown in the Contract Documents. Acknowledge the receipt of these Addenda by inserting its number and date in your bid. This Addendum forms a part of the Contract Documents and modifies them as follows: REMINDER: The first level of RFP response and information is company qualifications only, many of these questions really only come into play for the second phase of the process, when designs actually are started 1. With the pending Holidays and Company shutdowns, would it be possible to extend the bid opening a few days. The response from questions does not provide sufficient time complete the bid process. We will maintain the established timeline. THE INITIAL SUBMITTAL FROM DESIGN BUILD TEAMS IS QUALIFICATIONS ONLY. NO PRICING AND NO DESIGN IS REQUIRED FOR THIS INITIAL SUBMITTAL. 2. Given the existing tower is a small face (24 ) locating the existing KBAQ Directional FM antenna to a larger face will be impossible to duplicate the current pattern and will result in significant modifications and possible need for KBAQ to refile a modified pattern. They must meet the 85% envelope pattern to comply with the FCC License. Would KBAQ consider purchasing a new directional antenna rather than trying to modify the antenna that was designed for the small faced antenna? The current antenna might need to be sent back to the factory for repairs and modifications due to the changes in orientation and face size. Bidder to supply costs for modification of existing antenna as an option to a new replacement antenna modeled for KBAQ. THIS WILL BE PART OF THE PHASE II DESIGN SUBMITTAL AND THEN PART OF THE PHASE III FINAL DESIGN AND COST SUBMITTAL.

2 3. Please provide better quality drawing of the current tower. Exhibit C in not legible. This is a scan of a 1969 blueprint that has been folded in a file for decades. The original print is badly faded. 4. Please confirm which transmission lines are to be provided with the bid and if any should be provided as optional. All transmission lines are to be provided by Bidder. See Exhibit E 5. Please confirm the top and bottom connectors required for each antenna. KJZZ 3 1/8 EIA 6 bolt flanges, top and bottom. KBAQ 3 1/8 EIA 6 bolt Flanges, top and bottom. KJZZ/KBAQ Aux Line and Flanges provided by others. Refer to corrected Exhibit E for other antenna types and connectors. 6. Please confirm the exact type of mounts currently used by each antenna (mount model number or drawing of the mounts required) so that the correct replacement or modifications can be made. Refer to corrected Exhibit E with cut-sheets and equipment manuals provided and/or manufacturer s make and model numbers. For mounts not provided, there are no current records. 7. Please confirm the discrepancies with the transmission line sizes for the FM antennas: a. Will KJZZ be using a 4-1/16 rigid line or a 3-1/8 rigid line or 4 Heliax or 3 Heliax? KJZZ will use 4 1/16 Heliax b. Will KBAQ be using a 3-1/8 rigid line or 3 Heliax? KBAQ will use 3 1/8 Heliax c. Will KJZZ/KBAQ s aux antenna be using a 4-1/16 rigid line or 4 Heliax? KJZZ/KBAQ Aux will use 4 1/16 Heliax to be purchased and installed by others. 8. Please confirm the frequency for the 6 HP dish at Ghz 9. Please confirm if we are to use a Extend Air r5000 (size is 13.5 x 13.5 x 4.5 ) or a 3 diameter dish at 112. If a 3 diameter dish, please confirm if it is to have a radome. Will use customer s existing ExtendAir r5000 with existing 3 ft dish with radome. See Exhibit E 10. Are we to furnish a standoff pole for the future Shively antenna at to 70.3 to mount vertically plumb? Yes.

3 11. Specifications do not specify an inside or outside climbing ladder. If it is inside, at some point there will need to an existing platform which can interfere with FM antenna signal performance. This will be a tower manufacturer design consideration. Customer has no preference. 12. Do you require a steel cable or synthetic cable safety climb device for the entire tower? This will be a tower manufacturer design consideration. Customer has no preference, provided that the safety climb device meets industry standards and OSHA fall protection requirements. 13. Will fencing of the tower be required or supplied by others? No. Site is entirely enclosed inside a secured perimeter fence. 14. Please confirm the Crest Height required for Structure Classification II Exposure C Topographic Category 4. The tower is located on top of Mount Suappoa in Phoenix South Mountain Park. This is a steep hill or mountain. The hill rises about 1300 feet on the north and south sides of the mountain within a 1 to 1 1/2 mile distance. This tower is in a topographic "Category 4" terrain area, based on TIA/222-G, due to the significant uphill slopes on two sides of the mountain at this tower site. 15. Please confirm the center of radiation for the top two FM antennas. Seems to be some conflict between documents. The top antenna shows 193 COR but according to the length, that would put the bottom bay in the aperture of KBAQ s antenna. Since KBAQ is a directional antenna, they typically require more separation between antennas.

4 16. The specifications require driven ground rods to a depth of 30, would they prefer them to be drilled and then filled with a bentonite clay mixture to improve conditions. This is an item for the tower design team to determine the best method based on the Geotech report. 17. On page 19, Section 5.3 of the written specifications, it states that we are responsible for providing and installing the transmission lines. Later in the specifications (pg.31, Section B) we are asked to only install the lines and providing them is not mentioned. Please confirm how and what we are to do. Bidder is to provide specified transmission lines and install all specified transmission lines.

5 18. On page 33, under Section B3 we are asked to make sure that the tower is capable of meeting the specified codes and standards with loadings as described in Section as CaAa loadings. We do not have anything called Section Was this left off the? See Section Antennas and Equipment loading 19. From the documentation provided, it appears that only ERI FM antenna s and transmission line components are to be provided for KJZZ and KBAQ. There appears to be a conflict of interest with ERI being a prime competitor in the bidding process, how will other companies/bidders be competitive when they are forced by default to purchase the equipment from a direct competitor? We do not see any conflict of interest. The successful vendor is to re-install the existing ERI antennas. There are two existing FM's that we are not replacing. We understand that there will be a need for pattern re-modeling of the existing ERI antennas on the ERI test range and that is all the vendor would need to provide with their proposal when the time comes. Other existing antennas will also be re-installed except the aux 4-bay which will be removed by the vendor and ultimately replaced by others with a new 4-bay Shively aux antenna. The list of new antennas that the vendor does need to provide should be provided in the amended Exhibit E. 20. Regarding the location of the new tower. Given the small space and steep grade is it possible to receive a copy of the CAD file that was used supplied as Exhibit B with the original bid documents? This will help in developing the Phase 2 response. The MCCCD KJZZ Tower Site Survey.dwg file is attached 21. In Section B.3 of the bid specifications indicates that the transmission line information shall include their location within or around the tower structure. This indicates that it is acceptable to mount the transmission lines either on the inside or outside of the tower faces. In Section F the specifications state All transmission line shall be mounted to the interior of the tower. Routing of transmission line on the external surface of the towers shall NOT be acceptable. Can you rectify the conflict between these two items? As a point of information a tower that will have only a 54-inch or 48-inch face through the apertures of the FM antennas it is difficult to run large diameter semi-flexible cables inside tower sections this small in size. If it is not feasible to locate transmission lines inside the tower with this face width, we see no problem running the lines outside the tower and making a transition over to the input flange of each antenna. 22. We are basing our tower design on the TIA-222-G parameters for the tower location. Since the tower is located on a ridge we have classified this site as Topographic Category 4. Would MCCCD please specify a Crest Height for the new tower location? Covered in Addendum #2-14

6 23. Section K of the bid specifications seem to indicate that mounts are to be included for each of the antennas relocated to the new tower. Are we correct in assuming that mounts only need to be supplied for antennas initially installed on the tower and that any mounts for future antennas are not to be included? Covered in Addendum #2-6, all mounts and/or mounting pipes to be included for future antennas other than future aux antenna. 24. In bid specification calls for a full height access ladder with climbing prevention on the lower portion. Can you clarify whether a ladder on the outside of the tower is acceptable? The sections of the tower that will support the FM antennas make up a significant portion of the tower and this tower size will be too small to locate a ladder inside the structure. Generally, on structures this size, our practice has been to supply step bolts on all three legs of the tower until the optimized mounting section are reached and these section are climbed using the diagonals and horizontals. A ladder in the aperture of the FM antennas has undesirable effects on the radiated pattern. Are step bolts acceptable in lieu of a ladder? Covered in Addendum # Please confirm if the Design Build team s geotechnical engineer can rely on the subsurface information and laboratory testing data provided in the RAMM Geotechnical Engineering Report for the project or if the Design Build team should hire their own geotechnical engineer to conduct subsurface exploration work. This is the proposing team's call. The firm that provided the geotechnical testing and recommendations is a well-respected, very capable local firm probably known to the proposing firm. The proposing firm is free to contact RAMM to determine their own level of comfort with the information and recommendations made. If they are not comfortable, they ought to propose their own firm to provide their own recommendations during Phase II of the process. In either case, the proposing firm still is obligated to visit, review the site, and provide any questions or discrepancies to us for resolution that they see between the report and their own eyes. This is the same situation that the proposing firm sees on regular building projects- very often the geotechnical report is not part of the contract documents and is provided for information only, with the contractor needing to review the information, draw their own conclusions from it, and provide their own geotech firm if they still are not comfortable. 26. The Design Build team plans to have their own geotechnical engineer prepare a final and site specific geotechnical engineering report for the project. This report will address the design and construction of the preferred foundation alternative for the tower and related structural elements. If this is acceptable, please confirm whether the Design Build

7 geotechnical engineer will be responsible for the Geotechnical Special Inspections during construction related to their alternate design or if the Owner has their own group performing all special inspection services regardless who prepares the report. The District will provide all of the normal testing and observations through an independent third party firm. The consultant/contractor needs to provide any special inspections required by applicable codes to confirm that the work is being installed in accordance with their own engineering drawings and specifications. Either during the Phase II design or certainly by the Phase III final design and pricing, we and the design-build team can create a list of all tests and inspections that will be required and then indicate who will be responsible for what so that final responsibilities and pricing is agreed upon. 27. Please confirm that the Owner will provide a third party engineering or inspection firm to provide the Structural Special Inspections, including all concrete and structural steel related inspections and testing. Any special inspections required to confirm that the work is being installed in accordance with Contract Documents is to be provided by the Design-Build team. Third party testing and inspections will be provided for normal materials testing (backfill, concrete strength, etc.) as well as observations of excavations for foundations. (For example, the District would provide a geotech firm to observe the excavation or drilled holes for a caisson footing or spread footing, but it would be up to the design-build team to provide the special inspection of the rebar placement that it meets the requirements of the Contract Documents, and then a third party testing firm under direct contract to the District would test the concrete for slump and compressive strength). Either during the Phase II design or certainly by the Phase III final design and pricing, we and the design-build team can create a list of all tests and inspections that will be required and then indicate who will be responsible for what so that final responsibilities and pricing is agreed upon. 28. Per section Requires all information submitted to be followed with a signature block and seal of an Arizona Notary. Is an Arizona notary required if submitted from an out of state firm or can the out of state firm acquire the seal of the notary within that state? The out of state firm may use a legal notary from their own state
