4 ASBESTOS AND TCLP SURVEY Former Tannery Building Duluth, Georgia 1.0 INTRODUCTION Terracon Project No October 12, 2015 Terracon Consultants, Inc. (Terracon) conducted an asbestos and toxicity characteristics leaching procedure (TCLP) survey at the facility located at 3723 Abbotts Bridge Road in Duluth, Georgia. The survey was conducted on September 22, 2015 in general accordance with Terracon Proposal No. P dated September 8, 2015 and the asbestos sampling protocols established in Environmental Protection Agency (EPA) regulation 40 Code of Federal Regulations (CFR) Part 763 Subpart E , (Asbestos Hazard Emergency Response Act, AHERA). Sample collection of suspect asbestos-containing materials (ACM) and TCLP was located throughout the interior and exterior of the facility, and consisted of safely and reasonably accessible building materials. 1.1 Project Objective The objective of this project was to identify the presence or absence of ACM and lead in the TCLP sample that may be impacted by the impending demolition activities. EPA regulation 40 CFR 61, Subpart M, the National Emission Standards for Hazardous Air Pollutants (NESHAP) prohibits the release of asbestos fibers to the atmosphere during renovation or demolition activities. The asbestos NESHAP requires that regulated ACM be identified, classified and quantified prior to planned disturbances, renovations, or demolition activities. 1.2 Reliance This report is for the exclusive use of the City of Duluth, Georgia for the project being discussed. Reliance by any other party on this report is prohibited without written authorization of Terracon and the City of Duluth, Georgia. Reliance on this report by the City of Duluth, Georgia and all authorized parties will be subject to the terms, conditions, and limitations stated in the proposal, this report and Terracon s Agreement for Services. The limitations of liability defined in Terracon s Agreement for Services are the aggregate limit of Terracon s liability to the City of Duluth, Georgia. Responsive Resourceful Reliable 1

5 Asbestos and TCLP Survey Former Tannery Building Duluth, Georgia October 12, 2015 Terracon Project No BUILDING DESCRIPTION The site is a former single-story with basement tannery building located at 3723 Abbotts Bridge Road in Duluth, Georgia. The building is approximately 9,280ft 2, sits on approximately 1.9 deeded acres, and is shared by Parcel No. R and R According to the Gwinnett County Tax Assessor, the building was originally constructed in The exterior of the building is comprised of stucco and concrete masonry unit (CMU) block with wood trimmings around entrances and windows. The roof is made up of sheet metal over asphalt shingles and underlying felt paper. On the inside, the building is roughly divided into northeast and southwest halves. The northeast half consists of a poured concrete floor with masonry block and gypsum wallboard walls. The ceiling is made of wood. This part of the building has vaulted ceilings and is an open space. The southwest half of the building has offices with gypsum wallboard walls, carpet on top of wood floors, and gypsum ceilings. The northern half of offices have popcorn ceiling texture. The corridor connecting all of the offices has a drop down ceiling with 2 x 4 ceiling tiles. The breakroom and restrooms, located approximately in the middle of the building in the southwest half, have ceramic floor tiles. Located in the far south corner of the building is a shower room with vinyl floor tiles laid on top of wood floors. There is significant damage to the interior gypsum walls and ceilings as well as to the drop down ceiling tiles. Water damage is present throughout encouraging large black mold growths on the ceilings and walls in and near the shower room. The downstairs basement or crawlspace consists of dirt floors, concrete masonry block walls, and wood ceilings. The building s furnace is located in the basement. No samples were taken on this level of the building. 3.0 FIELD ACTIVITIES 3.1 Asbestos The survey was conducted by Mr. Adam Jones, an AHERA-accredited asbestos inspector. Copies of pertinent and training certifications are included in Appendix D. The asbestos portion of the survey was conducted in general accordance with the sample collection protocols established in EPA 40 CFR Part 763 Subpart E , AHERA. 6 Asbestos and TCLP Survey Tannery Duluth, Georgia October 12, 2015 Terracon Project No Visual Assessment - Asbestos Survey activities were initiated with visual observation of the interior and exterior of the building to identify homogeneous areas of suspect ACM. A homogeneous area (HA) consists of building materials that appear similar throughout in terms of color and texture with consideration given to the date of application. Interior assessment was conducted in visually accessible areas of the building. Suspect ACM was not observed in the basement/crawlspace: therefore, no samples were collected in that area. 3.3 Physical Assessment - Asbestos A physical assessment of each HA of suspect ACM was conducted to assess the friability and condition of the materials. A friable material is defined by the EPA as a material which can be crumbled, pulverized or reduced to powder by hand pressure when dry. Friability was assessed by physically touching suspect materials. Based on results of the visual observation, bulk samples of suspect ACM were collected in general accordance with EPA AHERA sampling protocols. Samples of suspect materials were collected from randomly selected locations in each homogeneous area located within the building. Samples were placed in sealable containers and labeled with unique sample numbers using an indelible marker. The selection of sample locations and frequency of sampling were based on Terracon s observations and the assumption that like materials in the same area are homogeneous in content. Terracon collected 68 bulk samples from 20 homogeneous areas of suspect ACM. A summary of suspect ACM samples collected during the survey is included as Appendix A. 3.4 Sample Analysis - Asbestos Asbestos bulk samples were submitted under chain of custody to Moody Labs, Inc. (Moody) in Farmers Branch, Texas for analysis by polarized light microscopy with dispersion staining techniques per EPA methodology 600/R-93/116. The percentage of asbestos, where applicable, was determined by microscopic visual estimation. Moody is accredited under the National Voluntary Laboratory Accreditation Program (NVLAP) Accreditation No Toxicity Characteristics Leaching Procedure Terracon collected representative proportions of building materials to determine the Resource Conservation and Recovery Act (RCRA) lead at the site. TCLP analysis was used to characterize Responsive Resourceful Reliable 3

7 Asbestos and TCLP Survey Tannery Duluth, Georgia October 12, 2015 Terracon Project No waste and will be used to properly dispose of construction and demolition waste materials, including painted surfaces. The RCRA gave the EPA authority to regulate the waste status of demolition and renovation debris. Specific notification and testing requirements must be addressed prior to transporting, treating, storing, or disposing of hazardous wastes. EPA exempts from most RCRA requirements those generators whose combined hazardous waste generation is less than 100 kilograms (kg) per month. 3.6 Sample Analysis Toxicity Characteristics Leaching Procedure TCLP samples were submitted under chain of custody to Analytical Environmental Services, Inc. (AES) in Atlanta, Georgia for analysis per EPA methodology SW1311/6010C. AES is accredited under the American Industrial Hygiene Association (AIHA) Lab # REGULATORY OVERVIEW 4.1 Asbestos The asbestos NESHAP (40 CFR Part 61, Subpart M) regulates asbestos fiber emissions and asbestos waste disposal practices. The asbestos NESHAP regulation also requires the identification and classification of existing ACM according to friability prior to demolition or renovation activity. Friable ACM is a material containing more than 1% asbestos that, when dry, can be crumbled, pulverized or reduced to powder by hand pressure. All friable ACM is considered regulated asbestos-containing material (RACM). The asbestos NESHAP regulation classifies ACM as either RACM, Category I non-friable ACM or Category II non-friable ACM. RACM includes all friable ACM, along with Category I and Category II non-friable ACM that has become friable, will be or has been subjected to sanding, grinding, cutting or abrading, or ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder in the course of renovation or demolition activity. Category I non-friable ACM are exclusively asbestos-containing packings, gaskets, resilient floor coverings, resilient floor covering mastics and asphalt roofing products that contain more than 1% asbestos. Category II non-friable ACM are all other non-friable materials other than Category I non-friable ACM that contain more than 1% asbestos. Friable ACM, Category I and Category II non-friable ACM which is in poor condition and has become friable or which will be subjected to drilling, sanding, grinding, cutting or abrading and which could be crushed or pulverized during anticipated renovation or demolition activities are considered RACM. RACM must be removed prior to renovation or demolition activities which will disturb the materials. If the amount of RACM exceeds 10 linear feet or 10 square feet, the owner or operator must provide the State of Georgia with written notification of planned removal activities at least 10 working days prior to the commencement of asbestos abatement activities. 8 Asbestos and TCLP Survey Tannery Duluth, Georgia October 12, 2015 Terracon Project No Removal of RACM must be conducted by an appropriately accredited and licensed asbestos abatement contractor. Please note that in the State of Georgia for any demolition project a 10- notice is required regardless of the ACM content within the structure. The United States Occupational Safety and Health Administration (USOSHA) asbestos standard for construction (29 CFR ) regulates workplace exposure to asbestos. The USOSHA standard requires that employee exposure to airborne asbestos must not exceed 0.1 fibers per cubic centimeter of air (0.1 f/cc) as an eight hour time weighted average (TWA) and not exceed 1.0 fibers per cubic centimeter of air (1.0 f/cc) over a 30 minute time period known as an excursion limit (EL). The TWA and EL are known as USOSHA s asbestos permissible exposure limits (PELs). The USOSHA standard classifies construction and maintenance activities which could disturb ACM, and specifies work practices and precautions which employers must follow when engaging in each class of regulated work. 4.2 Toxicity Characteristics Leaching Procedures The RCRA gave the EPA authority to regulate the waste states of demolition or renovation debris including lead containing materials. Specific identification and testing requirements must be addressed prior to transporting, treating, storing, or disposing of hazardous wastes. Leadcontaining wastes are considered hazardous wastes under RCRA if TCLP results exceed 5 milligrams per liter (mg/l). 5.0 FINDINGS 5.1 Asbestos Asbestos was not identified in the samples collected and analyzed. Laboratory analytical reports are included as Appendix B. It should be reemphasized that although reasonable efforts were made to survey accessible suspect materials, additional suspect but un-sampled materials could be located under existing building materials, inside walls, above ceilings, in isolated areas or in other concealed areas. Therefore, if suspicious materials are encountered during renovation activities that do not appear to have been characterized as ACM or non-acm, these materials must be assumed to be ACM until samples are collected and analyzed to prove otherwise. Any assumed material should be treated as asbestos or sampled to determine asbestos content before disturbing the material. Responsive Resourceful Reliable 5

The debris generated by the building demolition may be disposed of in a construction and demolition landfill. The laboratory analytical report is included in Appendix B. 6.0 LIMITATIONS/GENERAL COMMENTS This asbestos and TCLP survey was conducted in a manner consistent with the level of care and skill ordinarily exercised by members of the profession currently practicing under similar conditions in the same locale. The results, findings, conclusions and recommendations expressed in this report are based on conditions observed during our survey of the site. The information contained in this report is relevant to the date on which this survey was performed, and should not be relied upon to represent conditions at a later date. This report has been prepared on behalf of and exclusively for use by the City of Duluth, Georgia for specific application to their project as discussed. This report is not a bidding document. Contractors or consultants reviewing this report must draw their own conclusions regarding further investigation or remediation deemed necessary. Terracon does not warrant the work of regulatory agencies, laboratories or other third parties supplying information which may have been used in the preparation of this report.
