The extracton of groundwater or petroleum from sedmentary source rocks can cause the permanent collapse of the pore space prevously occuped by the removed flud. The compacton of subsurface sedments by flud wthdrawal wll cause subsdence or ground collapse overlyng a pumped reservor. The project ste s not dentfed by the Cty as beng located n an ol feld or wthn an ol drllng area. n addton, there are no tunnels, groundwater wells, covered quarres, or caves that are located beneath the project ste. LESS THAN SGNFCANT MPACT Greenhouse gases (GHG) are those gaseous consttuents of the atmosphere, both natural and anthropogenc (human generated), that absorb and emt radaton at specfc wavelengths wthn the spectrum of terrestral radaton emtted by the earth's surface, the atmosphere tself, and by clouds. The greenhouse effect compares the Earth and the atmosphere surroundng t to a greenhouse wth glass panes. The glass panes n a greenhouse let heat from sunlght n and reduce the amount of heat that escapes. GHGs, such as carbon doxde (C02), methane (CH4), and ntrous oxde (N20), keep the average surface temperature of the Earth close to 60 degrees Fahrenhet f F). Wthout the greenhouse effect, the Earth would be a frozen globe wth an average surface temperature of about 5 F. The constructon and operaton of the proposed project would generate GHG emssons. Constructon-related, emssons would be generated from off-road equpment and vehcle exhaustoperatonal emssons nclude both drect and ndrect sources ncludng moble sources, water use, sold waste, area sources, natural gas, and electrcty use emssons. The Cty has adopted the LAGreen Plan to provde a ctywde plan for achevng the Cty s GHG emssons targets, for both exstng and Mure generaton of GHG emssons, n order to further mplement the LA Green Plan s goal of mprovng energy conservaton and effcency, the Los Angeles Cty Councl has adopted multple ordnances and updates to establsh the current Los Angeles Green Buldng Code applcable to new development projects. As t relates to new development, the Cty adopted the LAGreen Buldng Code, and n some cases, outlnes strcter GHG reducton measures avalable to development projects n the Cty of Los Angeles. The LAGreen Buldng Code requres projects to acheve a 20 percent reducton n potable water use and wastewater generaton, meet and exceed Ttle 24 Standards.
