Advanced Forecasting for the New York State Canal System Series of Presentations 1. A Collaborative Approach 2. Collaborative Hydraulic Model Development and Onsite Testing 3. Improved Operations of Mohawk River Movable Dams 4. Inundation Mapping and Data Dissemination
Outline Description of movable dams Seasonal operations of movable dams Flood event operations of movable dams Flood Warning Operations System (FWOS) Testing of movable dam gate lifting procedures Historic flood event modeling to test gate lifting procedures Implications of modeling results on lifting procedures
New York State Erie Canal Overview 524 miles long Mohawk River 10 Movable Dams(1918) Canalized the river
Purpose of Movable Dams Allows the Canal Corp. to seasonally use the Mohawk River as a navigable channel for the Canal system 10 movable dams provide a total of 105 feet of lift Natural River Bed Profile Canalized River Bed Profile
Movable Dam
Movable Dam Operation Superstructure Mule Upright Upper Gate Upstream Pool Lower Gate Downstream Pool
Movable Dam Operation Winter to Navigation Season (1) LOWER UPRIGHTS (2) LOWER LOWER GATES (3) LOWER UPPER GATES
Movable Dam Operation Navigation Season Operations +/-2 ft Navigation Range RAISE UPPER GATE(S) LOWER GATES AND UPRIGHTS REMAIN IN PLACE THROUGHOUT THE NAVIGATION SEASON

When do Operations of the Movable Dams Occur? Seasonal Winter shutdown of the Canal (start of non-navigation season) Spring opening of the Canal (start of navigation season) Flood Events Currently when > 10 year recurrence interval flood is predicted to occur at one of three Northeast River Forecast Center (NERFC) gages in the basin. Future when out of bank flooding is projected to occur upstream of any of the movable dams.
Adverse Effects of Movable Dams During Flood Events Prior to the gate and hoist strengthening, completed in 2016, only the upper gates were raised Not raising the lower gates has the potential to cause: Debris Accumulation Flooding of municipalities Damage to: Highway infrastructure Canal infrastructure Public outcry

Tropical Storm Lee (50 YR Event): Sept 2011
Flood Warning Operations System (FWOS) Ability to: Test Canal Corp. operation procedures Uses hindsight and foresight technology
Benefits to FWOS Can be used more accurately than current Northeast River Forecast Center (NERFC) predictions within 24 hours of a predicted storm event More precise operation timelines
How It s Done An unsteady simulation is run with historical and predicted data A continuously learning model FWOS uses four trigger criteria to determine whether the Movable Dams should be removed or not
How It s Done (cont.) Gate lifting times were observed during the 2015 winter shutdown operations Model tested against three large storm events: Hurricane Irene (2011) Tropical Storm Lee (2011) Tropical Storm Andrea (2013)

Conclusion The last 3 large storm events the Mohawk River has experienced have been tested using FWOS During all 3 simulations, flooding and damaged infrastructure could have been reduced if the Movable Dams were removed prior to the event
