OXFAM PURPOSE: To work with others to find lasting solutions to poverty and suffering TEAM PURPOSES: This post sits in the Programme Quality (PQ) Team and supports on PMEL to market-based livelihoods programmes managed by Economic Justice (EJ) team. Both of these teams are a part of Oxfam s Programme Strategy and Innovations Team (PSIT). The PQ team s purpose is to support Oxfam to improve programme quality and impact, and strengthen its contribution to transformational change. The team supports: programme design and proposal development; adaptive management of programmes throughout implementation; and ensuring that the impacts of programmes are honestly assessed and available to inform good practice within Oxfam and the wider Confederation. The Programme Quality team is a part of Oxfam s Programme Strategy and Innovations Team (PSIT). The EJ team helps deliver on Oxfam s country and multi-country programmes in agricultural markets and natural resources. The team provides management and coordination of a number of multi-country programmes, including the Gendered Enterprise and Markets (GEM) programme which this role will primarily support on. The team also includes a number of global advisors in the fields of market development, enterprise development, climate and resilience, and women s economic empowerment focussed on agriculture. JOB PURPOSE: Provide high quality planning, monitoring, evaluation and learning advisory services to enhance the quality of Oxfam s Gendered Enterprise and Markets (GEM) programme, sharing learning to enable further improvements in Oxfam s global programmes on marketbased livelihoods. As part of the Programme Management Unit, the job-holder will work with the GEM Coordinator and a number of core country projects to improve overall programme quality. Initially, the role will be focused on engagement with 3 countries (Bangladesh, Tajikistan, Zambia) who manage projects funded by a multi-year grant. There is scope for the role to contribute (and grow) beyond this focus: providing wider support to other countries working 1

2 on GEM projects/market-based livelihoods projects, developing and testing approaches to MEL of market-based programmes and sharing lessons on practice across Oxfam. In particular, the role is likely to involve: Leading on the coordinated delivery of MEL reporting requirements, and on quarterly and annual reporting compilation to the donor for GEM projects in 3 countries. Managing the final evaluation process for the multi-country project. Provide technical and advisory services at both global and country level on the operational MEL of market-based livelihoods programmes (primarily the GEM programme, but with an expectation that other market based livelihoods programmes will benefit from dissemination of practice and lessons learnt). Build capacity at the country-level of technical skills for core staff and partners, and improve understanding of the value of MEL for other staff and partners. Work with multiple teams in PSIT to support the development, improvement and application of guidance and tools. (In particular, we are interested in opportunities to apply MEL to support adaptive programming and a focus on systemic change.) Engage with other Oxfam affiliates to help establish Oxfam International MEL standards and practices. Provides specialist advice and/or strengthens specific skills of programme staff. Contributes to Programme Quality and Economic Justice teams, and broader Programme Strategy and Impact Team; role involves collaboration with others at headquarters level and in country offices, working both face-to-face and remotely. Decision-making and problem-solving requires significant level of judgement based on technical experience, involving a range of external and internal factors, and potentially limited information. Requires the ability to produce, analyse and communicate complex information from diverse sources to a wide audience. Requires ability to work effectively with staff at all levels in order to achieve results, using a variety of strategies to engage and influence others. Numerous internal and external relationships. 3 Global Programmes Support: Gender Enterprise and Markets (GEM) Working with the GEM Manager, provide leadership to apply and continually improve the monitoring, evaluation and learning (MEL) framework for GEM. Work with colleagues in country offices to enable effective MEL of country market-based livelihoods programming. This may involve capacity and skills development through training (designing and delivering and/or facilitating other providers), accompaniment, resource development including support to recruitment and fundraising, coaching & induction processes. Coordinate reporting processes for multi-site grants for market-based livelihoods. Manage global evaluation for GEM programme, providing advice and technical support to country-level project evaluations. (This usually involves recruiting and managing other providers and/or providing technical advice, maintaining high standards for both.) Market-Based Livelihoods: Monitoring, Evaluation and Learning Working closely with colleagues in Oxfam and keep abreast of methodological developments in other sectors, identifying and pulling in good practice to drive highquality markets-based livelihoods MEL in Oxfam. Offer support and lessons learnt on MEL to other market-based livelihoods programmes, including but not limited to the Enterprise Development Programme (EDP). This may include advice and technical support to evaluations. Work with colleagues to develop learning and communications strategies and products for internal and external influencing. Work with colleagues in the Economic Justice team to support learning strategies for example, how to synthesise evaluative information to inform team and organizational learning, dissemination of examples of good practise, facilitation of specific learning events including remote activities such as webinars. Work with colleagues in Oxfam to promote cross-organizational learning. General Technical and project management support to Programme Strategy and Impact Team (PSIT) Global Advisers and the Programme Quality or Economic Justice team. Support other team members and/or lead as required on specific projects and initiatives related to PMEAL, as agreed by the manager. Contribute to the ongoing development and implementation of Oxfam s PMEAL and Economic Justice strategies. Ensure effective collaboration and coordination with other teams and colleagues with a programme learning mandate SKILLS, COMPETENCE AND REQUIREMENTS (E = Essential, D = Desirable) Essential Masters degree or equivalent level of work experience in an area related to the post for example, international development research, evaluation, business, social sciences, etc. (Candidates with a range of sectoral backgrounds (NGOs, government, business, research/academia) could be suited to this post; in your application please help translate your expertise against this job profile, if the terminology is different.) Strong technical understanding of a range of rigorous research and monitoring, evaluation and learning (MEL) methods a familiarity with both qualitative and quantitative approaches is preferred. 3

4 Knowledge and experience in markets-based livelihoods, and ideally in monitoring, evaluation and learning (MEL) or performance assessment in this area. Demonstrable understanding of programme and project management processes in an international development context, ideally informed by experience delivering or supporting programming in a developing country context. Demonstrable practical expertise in developing project/programme performance indicators for social-impact programming. (Familiarity with common development sector practices logic models, logical frameworks, indicators a strong asset.) Knowledge and experience of donor reporting, in particular for projects operating at multiple sites. Proven ability to undertake varied tasks simultaneously to tight deadlines, and an adaptable and flexible approach to work. Good communication skills and strong writing skills in English; ability to convey ideas clearly and succinctly; experience of producing a range of practical and accessible materials and resources. Solid understanding of the role of MEL in meeting demands for learning, accountability, management information, social accountability and performance/effectiveness for a development NGO. Strong facilitation and interpersonal skills and understanding of how these skills can be applied to the planning, delivery and evaluation of MEL activities. Ability to build strong working relationships internally and externally. Desirable Experience managing formal evaluation processes. Demonstrable knowledge or understanding of climate change impact issues in a development context. Strong understanding of gender, women s rights and in particular women s economic empowerment. Experience of providing advice, information and guidance to a culturally, geographically and linguistically diverse client group; able to identify potential barriers and strategies for delivering the same. Strong understanding of how learning, information and knowledge management systems and processes contribute to measuring and achieving results. Working knowledge of French or Spanish.
