SCHEME-VII (M) KANKURGACHI, KOLKATA PHONE & FAX NOTICE West Bengal Labour Welfare Board has formulated a new policy for running LAB-WEB Computer Training Centre in its premises in each of the following Labour Welfare Centres. Manicktala, Taratala, Belur, Sapuipara, Danesh Sk. Lane, Birlapur, Belghoria, Patulia, Sundia, Gourhati, Durgapur, Sagarbhanga, Hasimara, Sukna-Dagapur, Madati, Mahanadi, Matelli. Individuals/Organizations with due experience, expertise and willingness to operate Computer Training as a franchisee of Webel Informatics Ltd. a Government of West Bengal undertaking, may apply to the Welfare Commissioner, West Bengal Labour Welfare Board by 21/02/2013 (upto 4 p.m.). Earnest money of Rs.10,000/- (Rupees ten thousand) by Demand Draft in favour of Welfare Commissioner, West Bengal Labour Welfare Board will have to be deposited along with the application. The policy and outlines of terms and conditions are given in the official web-site at A prebid conference will be held in the Head Office of the Board on 14/02/2013 at 3.00 p.m. The Board will reserve the right to accept or reject any application without assigning reason therof. 2 NEW POLICY & TERMS &CONDITIONS TO OPERATE COMPUTER TRAINING (LAB-WEB) PROGRAMME IN THE MODEL LABOUR WELFARE CENTRES OF WEST BENGAL LABOUR WELFARE BOARD POLICY: 1. The basic purpose of the computer training is to provide computer training to the wards of the contributing workers as well as the contributing workers. It is also open for the general candidates, but at least 50% of the seats shall be reserved for the contributing workers and their wards. In case the number of candidates from the contributing workers families falls short of 50% of the total number of candidates, the gap can be filled up from the general candidates. Provided, however, that in no case any candidate from the contributing workers family shall be refused admission without valid reason. 2. The computer training programme will be operated in the Model Labour Welfare Centres % course fees to be reimbursed by the Board to the successful trainees from the contributing workers families. 4. The course and syllabi of the training programme and the course fees will be determined by WEBEL Informatics Ltd. and the Board. 5. The welfare Commissioner may invite applications for running computer training programme. 6. A committee may be formed to select eligible applicants for running computer training programme. The eligible applicants may be selected on the basis of following parameters a) Experience in providing training; b) Idea about the computer training process as per present need; c) Capability to provide required infrastructure; d) Investment capability; e) Vision about providing jobs to the trained persons; 7. Webel Informatics Ltd. will control the examination and supervise the evaluation of the answer scripts. W.I.L. and the Board will sign the certificates given to the successful candidates. 8. W. I. L. will be a signatory to the agreement between the Board and each training agency. The Board may make an agreement with W. I. L. separately to associate it for the purpose of running the computer training programme. 9. The training agencies will be accountable to the Board for running the computer courses at the Model Labour Welfare Centres and will be under supervision of W. I. L.. They will submit monthly reports regarding total number of candidates enrolled in each computer course and the total course fees collected each month in the forms as may be prescribed by the Board. The training agencies will be required to submit such other reports in connection with any matter relating to the training course as may be required by the Welfare Commissioner. Contd 2
3 The process of examination, declaration of result and awarding certificates in each training course is to be completed by the training agencies within 45 days of the completion of each training course. 11. The Board will hold meeting at least 3 times in a year with the training agencies and WEBEL Informatics Ltd. to review the training programme. 12. The officials/representatives of the Board and WEBEL Informatics Ltd. will visit the training centres periodically to monitor the performances of the training agencies. 13. Any activity other than stated in the agreement shall make the agreement liable to be terminated unilaterally by the Welfare Commissioner. 14. The certificate, to be awarded to a successful trainee, shall bear the logo of West Bengal Labour Welfare Board on it, not the national emblem. The format of the certificate will be designed jointly by W.B.L.W.B. and W.I.L. TERMS AND CONDITIONS: 1. M/S. has represented that it has fulfilled the condition in respect of computer courses as laid down by the WEBEL Informatics Ltd. 2. M/S... agency agrees that the premises, so allowed to be utilized by the W.B.L.W. Board, will used for computer training courses. The course syllabus as well as the course fees will be decided by the WEBEL Informatics Ltd. with the approval of W.B.L.W. Board. 3. M/S.. can make any temporary addition and or alteration and or repair of the space provided with prior permission from W.B.L.W. Board from time to time. 4. M/S...will be allowed to undertake temporary repair of any civil and or electrical work within the space provided. Prior permission and written consent from W.B.L.W. Board is necessary for any civil and electric work of the premises. 5. M/S.. will be liable for the upkeep, safety, and security of the space provided. 6. M/S.. shall pay electricity charge at actual as will be consumed by the training agency. They will install a sub-meter for the purpose at their own cost prior to starting computer training in the centre. Contd 3
4 -3-7. W.I.L. may appoint the agencies so selected by the W.B.L.W. Board as its franchisee provided the agency so selected fulfill the conditions as laid down by W.I.L. for enjoying status of it. 8. M/S. has already deposited a sum of Rs.. in favor of W. B. L. W. Board as refundable security deposit. 9. In case of termination of the agreement, M/S.. agrees to allow the W. B. L. W. Board to recover the dues (if any) payable by him to the W. B. L. W. Board from the security deposit referred to above. 10. The course syllabus, along with duration of training and fees at present, are attached at Annexure 1 which shall be scrupulously followed by M/S..... New courses and or restructure of course fees etc. may be introduced with the approval of the Board and W.I.L. 11. M/S...shall allow a 10% discount on the total course fees to W. B. L. W. Board s contributors and their eligible members. 12. M/S.. will deposit to the W. B. L. W. Board 15% of the total course fees to be collected from the trainees in every month within 7 th day of the following month along with detail reports of such collection. 13. M/S..will deposit to the W. I. L. 15% of the total course fees to be collected from the trainees in every month 7 th day of the following month along with detail reports of such collection. 14. Expenditure (if any) made at any centre for any repair and or renovation or interior decoration for the sake of training programme will be made by M/S. with prior permission and written consent from W. B. L. W. Board. The cost for this purpose will be borne by M/S W. B. L. W. Board will publicize the commencement of such training programme in its official website regularly. 16. M/S. will place flex/glow-sign/vinyl board at his own cost at the open space of the centre for displaying the computer courses with course fees and the benefits given to the wards of contributing workers and the contributors to the public view with the approval of the Welfare Commissioner. 17. Selection of faculties for the training courses will be made by M/S... and their eligibilities will be approved by W.I.L. Contd 4
5 W. I. L. will control the examination procedure and supervise the evaluation of answer papers using the faculties of respective centres. 19. Certification to the successful candidates will be awarded jointly by W. B. L. W. Board and W.I.L. in the format, designed by W. B. L. W. Board and W. I. L.. M/S.. will also countersign the certificates. 20. M/S.. will provide sufficient, good facilities including installing of adequate numbers of computers at the training centre (also maintenance) with other necessary equipments/accessories and course materials to all enrolled students. 21. M/S. will maintain a single admission register of students year- wise incorporating their corresponding batch and course. 22. M/S... will maintain the attendance register of students course-wise and batch-wise. 23. M/S. will send monthly reports of the students admitted with name of the course and course-fees collected from each student each month to the Welfare Commissioner within 7 th of the following month. 24. M/S... will submit list of passed out, dropped-out and failed candidates to W. B. L. W. Board and W. I. L. 25 In the computer courses, the contributing workers and their family members will be given priority for admission over other candidates. At least 50% of the seats shall be reserved for the contributing workers and their wards. In case the number of candidates from the contributing workers families falls short of 50% of the total number of candidates, the gap can be filled up from the general candidates. Provided, however, that in case any candidate from the contributing workers family is refused admission without valid reason, the agreement with the training provider shall be liable to be cancelled. 26 M/S. will be reimbursed 50% of course fees for each successful trainee coming from the family of the contributing workers on production of relevant records and documents duly filled up for the purpose. 27 M/S. will get the application of each candidate countersigned by the In-charge of the concerned labor Welfare Centre before the admission of the candidate. 28 In the event (i) M/S. violates the terms and conditions of the agreement or (ii) service rendering by M/S. is unsatisfactory or (iii) M/S.. is adjudged insolvent or found to be guilty of gross misconduct W. B. L. W. Board will terminate this agreement after giving 90 days notice to M/S... Contd..5
6 -5-29 M/S.. may also terminate the agreement after giving 90 days notice mentioning therein reasons for such termination. 30 In the event M/S.. starts any computer course not approved by Board and W. I. L. and enrolls student in any such course, the Board will terminate this agreement after giving 7 days notice. 31 The agreement shall remain in force for a term of three years from the date of execution of the agreement with option for renewal at the discretion of West Bengal Labour Welfare Board for further period of two years subject to satisfactory performance by M/S..
