General Summary of Function/Purpose of Position This position is the department wide expert to administer the MDOT Pavement Design Program. Statewide expert for the development of MDOT's pavement design policies, procedures, and guidance. Responsible to implement pavement design procedures throughout MDOT. Perform all complex project level pavement designs and oversee the development of all other project level pavement designs as required by the Life-Cycle Cost Analysis process in accordance with state law. Represent the Department and participate in workshops, meetings, committees, and conferences relating to the Pavement Design Program and the Pavement Engineering field. Perform duties of Project Manager for research projects. Develop, update, and oversee MDOT's Pavement Demonstration Program to ensure compliance with state law. Coordinate with the Regions and TSC's to ensure that appropriate projects are selected for demonstration projects. Interpret state law to determine eligible project types and other program aspects.

The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary: Percentage: 55 Administer the MDOT Pavement Design Program. Statewide expert for the development of MDOT's pavement design policies, procedures, and guidance. Responsible to implement pavement design procedures throughout MDOT. Administer the department's use of the AASHTO 1993 and Mechanistic-Empirical (ME) pavement design methods. Develop, implement, and update the ME design method for use in Michigan. Develop and maintain a high level of expertise in ME and the AASHTO 1993 design methods. Provide department wide expertise and support for all technical pavement design functions. Perform pavement design reviews and provide support to others performing pavement designs. Ensure appropriate procedures, processes, and methods are being utilized by all pavement designers. Provide pavement design training to department employees and industry partners. Serve as the MDOT lead coordinator with Federal Highway Administration, State Transportation Commission, and the State Legislature regarding the MDOT Pavement Design Program. See attachment for additional task breakdown Duty 2 General Summary: Percentage: 25 Perform all complex project level pavement designs (including ME designs) and oversee the development of all other project level pavement designs as required by the Life-Cycle Cost Analysis Process in accordance with state law. Perform pavement designs required for Life-Cycle projects (including ME designs) in the Bay, University, and Metro Regions. This higher level specialist position oversees the pavement designs required for Life-Cycle projects in all other regions. This regional distribution will assign the most complex and highest volume of designs to this position. These pavement designs will provide the basis for estimating initial construction cost for inclusion in pavement type selection documents, for the Department's Rehabilitation/Reconstruction and ew Road programs. For Alternate Pavement Bidding projects, provide pavement designs that meet department standards while ensuring equivalent circumstances for competing bidders. Work with the Pavement Performance and Selection Engineer in developing pavement type selection documents to ensure compliance with the state law. Review Life-Cycle Cost Analysis documents for various pavement alternates on Life-Cycle eligible projects. Answer inquiries and resolve issues regarding pavement design aspects incorporated in the pavement type selection documents. Update portions of the MDOT Pavement Selection Manual related to pavement design or requiring pavement design expertise. Duty 3 General Summary: Percentage: 10 Represent the Department and participate in workshops, meetings, committees, and conference relating to the Pavement Design Program and the Pavement Engineering field. Perform duties of Project Manager for research projects. Participate in, or lead, various committees related to Pavement Engineering issues. Committee assignments include industry partnering, Specification Writing, Research, and other as required. Some involve recommendations for department wide standards and guidelines. Internal and external liaison for pavement design issues including policies, procedures, and guidelines. Represent MDOT and participate in national conferences and meetings regarding technical Pavement Design topics and the MDOT Pavement Design Program. Review national and international publications relating to pavement design and pavement materials. Using engineering expertise, decide whether new technology should be recommended for incorporation into MDOT's Design guidelines. Confer with other national and international experts including university research staff on pavement design issues. Identify research needs of the department to improve MDOT pavement design practices. Oversee and manage, or participate in, various research projects related to pavement design and performance. Guide researchers to ensure project direction and deliverables meet contractual requirements and provide benefit to the department through implementable results. This includes review and acceptance of proposals, resulting in selection of the most qualified researcher. Review and approve invoices, quarterly progress reports, final reports and other deliverables such as software to ensure the most effective use of limited funding. Duty 4 General Summary: Percentage: 5 Develop, update, and oversee MDOT's Pavement Demonstration Program to ensure compliance with state law. Coordinate with the Regions and TSC's to ensure that appropriate projects are selected for demonstration projects. Interpret state law to determine eligible project types and other program aspects.

3 Review the department's needs and identify new pavement designs, innovative materials, recycled materials and construction methods that will enhance the overall performance of MDOT's road network. Recommend which of these should be pursued. Interpret state law to determine eligible project types, cost balancing requirements, etc. and provide recommendations to division and bureau leadership, as well as the department's Engineering Operations Committee. Identify the latest technologies in the paving industry to be incorporated into our demonstration projects. Coordinate with paving industries and MDOT Regions and TSC's to identify candidate locations and develop pavement design aspects of proposed projects. Resolve pavement design related issues. Since these projects involve designs, material or methods that are not standard, there is often limited guidance available upon which to base recommendations and decisions. Oversee and guide review of condition and performance of in-place demonstration projects and documentation of findings. Submit a report annually to the Legislature per the requirements of state law. Oversee and guide preparation of other reports for individual projects as needed such as to document construction activities, performance, or to provide final recommendations. Based on expertise and engineering judgment, recommend construction of additional projects to expand demonstration of promising designs, materials or methods, and identify designs, materials, or methods that do not provide sufficient benefit and should not be pursued further by the department. Confer with other transportation agencies (local and other states) and FHWA regarding pavement demonstration ideas and projects. Duty 5 General Summary: Percentage: 5 Other duties as assigned. Those based on existing policies and guidelines, precedence or similar situations. The concrete and hot-mix asphalt industries along with their constituents and the traveling public are affected by decisions, as well as various areas across the department, including regions and TSC's. Position has authority on pavement designs for LCCA, and on numerous processes and inputs for pavement design including AASHTO's Mechanic-Empirical methodology and accompanying software. 17. Describe the types of decisions that require the supervisor's review. Controversial situations with no past policy, precedence, or guidelines. Decisions for unique situations that will impact department policy and budget, others across MDOT, and the concrete and hot-mix asphalt industries. Responses to requests from supervisor and high department leadership. 18. What kind of physical effort is used to perform this job? What environmental conditions in this position physically exposed to on the job? Indicate the amount of time and intensity of each activity and condition. Refer to instructions. Work involves normal physical effort to sit, walk, or stand at will; exposure to dirt, fumes, heavy and high-speed traffic or adverse weather conditions; bending, stooping and reaching for plans; carrying heavy or bulky loads; sitting for long periods of time in front of a computer; overtime, heavy workloads working with specific deadlines. Must be able to communicate both orally and in writing. Occasional field reviews of proposed or active road/bridge construction projects requires walking over irregular terrain. Must have corrected vision to read plans, use a computer, and perform field related duties. Where possible, identify, recommend, and implement improvements in the work methods and materials utilized in the position. 19. Indicate specifically how the position's duties and responsibilities have changed since the position was last reviewed. This used to be position code: TRALSPL3A04R. Duty 1 changed to show lead responsibility for the administration of the MDOT Pavement Design Program. Duty 2 was changed to reflect the responsibility to oversee all statewide pavement designs and added the responsibility to perform the most complex ME pavement designs. This new pavement design methodology is much more complex than the previous method. It requires a large number of inputs in various areas of expertise and new business processes. In addition, the software output requires expertise and engineering judgment to interpret the results. 25. What is the function of the work area and how does this position fit into that function? The section provides expertise in pavement management, including design, type selection, and performance trends for specific fix types. The section develops pavement designs and serves as project specialist on various pavement-related projects, including oversight of research, the Pavement Demonstration Program, and the Pavement Historical Database; conducts, maintains, and enhances the pavement selection process; conducts performance analysis of various pavement fixes to identify performance trends; ensures MDOT compliance with federal and state requirements related to pavement management areas. This position is the state-wide expert for pavement design policies, procedures, and methods and is responsible for developing Life-Cycle pavement designs state-wide. This position also develops and oversees the Pavement Demonstration Program ensuring compliance with state law. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATIO: Possession of a bachelor of science degree in engineering. EXPERIECE: Transportation Engineering Licensed Specialist 14 Five years of professional experience equivalent to a Transportation Engineer, including three years equivalent to a Transportation Engineer P11, two years equivalent to a Transportation Engineer 12 or Transportation Engineer Licensed 12, or one year equivalent to a Transportation Engineering Licensed Specialist 13 or Transportation Engineering Specialist 13. KOWLEDGE, SKILLS, AD ABILITIES: Knowledge of the technicalities of pavement design and construction. Knowledge of Mechanistic-Empirical and other AASHTO pavement design procedures and software. Knowledge of soil types, soil mechanics, asphalt and concrete pavement, construction practices, material, performance and costs. Familiarity with the Pavement Historical Database, the Pavement Demonstration Program, and MDOT's Life Cycle cost analysis process. Ability to communicate effectively, including developing and conducting training sessions. CERTIFICATES, LICESES, REGISTRATIOS: Michigan licensure as a registered professional engineer.
