1 Role Description Title: Human Resources (HR) Coordinator Location: Toowoomba Catholic Schools Office Reports to: Manager HR Operations Classification: School Officer Levels 6 Directorate: Human Resources & Organisational Development Tenure: Continuing Incumbent: n/a 1.0 Purpose The HR Coordinator is responsible for undertaking and supervising the duties of the end to end operational Human Resources functions including but not limited to recruitment, employment contracts and payroll processing. The purpose of the role is to support the Manager HR Operations in leading and managing policy development, strategic directions and operational Human Resources functions as relevant to the Diocese of Toowoomba Catholic Schools. The role provides supervisory support and leadership at a team level to meet best practice Human Resources operations. The HR Coordinator s role focusses on the specialist areas within the operational Human Resources functions including but not limited to recruitment, employment contracts and Payroll and as such, contributes their expertise to these end to end functions. The role supports and promotes a contemporary Catholic educational vision to the community with the focus on the student as a learner and a person. The support provided by the role holder will be guided by: Jesus Christ and his teachings as understood and passed on by the Catholic Church; Other Catholic Church teachings, principles and values; Relevant legislation, Government requirements and best practice; and Diocesan Strategic Plan, Mission, Vision, Policies, Directives, Procedures and Guidelines; The Human Resources and Organisational Development Strategy.
2 2.0 Experience and qualifications Essential: 2.1 Relevant tertiary qualifications in Human Resources or Payroll related field or a minimum of 5 years demonstrated experience in a similar role 2.2 Proven ability to review and analyse complex situations 2.3 Demonstrated supervisory experience of a small team providing end to end operational Human Resources functions 2.4 Effective relationship building and influencing skills 2.5 Advanced interpersonal and communication skills 2.6 Demonstrated ability to create reports and tools to inform the business 2.7 Demonstrated experience working with the Microsoft suite of products 2.8 Demonstrated experience with electronic Human Resources Management Information systems including payroll 2.9 Empathy with the values and ethos of the Catholic faith Desirable: 2.10 Demonstrated understanding of current Human Resource Theory and Practice 2.11 Demonstrated ability to contribute to leadership discussions 2.12 Demonstrated experience with HR Management Systems (Payroll, HRIS, LMS, Recruitment) 3.0 Key result areas 3.1 Provide support to a small team to meet best practice in operational Human Resources functions as relevant to the Diocese of Toowoomba Catholic Schools 3.2 Contribute and promote the development, alignment, attainment and review of the strategic goals for the Diocese of Toowoomba Catholic Schools 3.3 Provide expert advice in a way that effectively contributes to the building of capacity in school leadership role holders, Senior Education Leaders and managers in order for them to address concerns in a timely, ethical and competent manner 3.4 Assist the Manager Human Resources Operations to develop, implement, monitor and review policies, regulations and guidelines that relate to the operational Human Resources functions 3.5 Perform the end to end operational Human Resources funtions and supervise the work of others in the Human Resources Operational team 3.6 Assist with projects under the delegation of the Manager HR Operations 3.7 Collaborate and communicate with other members of the Human Resource and Organisational Development team and the members of the other
3 directorates within Toowoomba Catholic Schools to ensure that high professional standards are met 3.8 Complete other duties that are directed as needs change or grow, if the duties are consistent with the purpose of this position and any relevant legal and/or industrial obligations. 4.0 Statement of responsibility The incumbent performs the role cognisant of and in harmony with the vision and mission of TCS. The incumbent will work cooperatively with other key stakeholders both within TCS and external agencies to ensure that services are delivered in a planned, coordinated and strategic manner. The role holder will engage in performance reviews in accordance with TCS Procedure. 5.0 Authority limits Full authority is delegated from the Director: Human Resources & Organisational Development to produce the desired outcomes. Authority to commit funds is restricted to approved budget items and can only be authorised by the D:HR. The ceiling on individual purchases is nil. 6.0 Reporting and other relationships The HR Coordinator reports directly to the Manager HR Operations within the HROD directorate. Other significant relationships exist with members of the Toowoomba Catholic Schools Office, the Executive Director and the members of the Executive Leadership Team (ELT). 7.0 Statement of duties The information detailed above is an accurate reflection of this role. 5 Duties Statement Human Resources Coordinator 3.1 Contributes to and promotes the development, alignment, attainment and review of the strategic goals for the Diocese of Toowoomba Catholic Schools (TCS); Contributing as a member of the Human Resources & Organisational Development directorate to achieve the strategies set out in the Human Resources & Organisational Development Strategy and the TCS Strategic Plan; Attending Leadership Development as appropriate; Documents and reports on the progress of initiatives in the Human Resources & Organisational Development Strategy and the TCS Strategic Plan as required. 3.2 Provides expert advice in a way that effectively contributes to the building of capacity in school leadership role holders, Senior Education Leaders (SEL) and managers in order for them to address concerns in a timely, ethical and competent manner; Utilising a sound knowledge of legislative requirements and best practice in relation to the management of operational Human Resources issues; Ability to effectively document and maintain sufficient electronic and physical records that support the actions taken in relation to HR issues; Provides advice based on previous experience or knowledge of legislation and policy/guidelines; Provides training and guidance to subordinate staff and school, college and TCSO employees where necessary; Plans in conjunction with the Manager HR Operations, the workflow of HROD staff engaged in HR activities; Demonstration of high level communication and collaboration skills; Maintain currency of your own professional knowledge and skills in all operational Human Resources related functions; Engaging in the facilitation of organisational, team and individual professional learning regarding operational Human Resources functional areas to enhance individual and organisational capability; 3.3 Assist the Manager HR Operations to develop, implement, monitor and review policies, regulations and guidelines that relate to the operational Human Resources functions; Providing leadership and direction in areas relating to operation Human Resources functions; Monitoring legislative changes to ensure that TCS policies, regulations and guidelines are adjusted to ensure compliance with pertinent Acts and Regulations (State and Commonwealth), with a view of implementing best practice approaches where possible; Monitoring trends and developments related to the operational Human Resources funtions and being proactive in the management of potential hotspots and emerging issues; Maintaining a database of reported incidents/concerns that can be provided on a regular basis to the Manager HR Operations, for presentation to the D:HR and the Executive Leadership Team (ELT); 3.4 pperforms the end to end operational Human Resources funtions and supervises the work of others in the HR Operations team;
6 3.4.1 Performs the end to end operational Human Resources functions; Providing supervision in relation to the work of the HR Operations team in the conduct of the end to end operational Human Resources functions; 3.5 Assists with projects under the delegation of the Manager HR Operations; Establishing processes involved in the management of minor to serious issues related to operational Human Resources functions; Conducting Human Resources queries relating to operational issues to outcome, or providing advice, mentoring and support to key leaders and HR Operations team members as required; Provision of a suite of reports relating to operational Human Resources activity that have been scrutinised and deemed accurate, with a view of providing these reports to the Manager HR Operations and other stakeholders on a scheduled and/or ad hoc basis; Liaising with principals, managers, leaders and SEL s to ensure that lines of communication are transparent; 3.6 Collaborates and communicates with other members of the Human Resources and Organisational Development directorate and the members of the other directorates within TCS to ensure that high professional standards are met Maintaining highly functional and collaborative working relationships with colleagues by interacting effectively, contributing to discussions and seeking advice; Understanding and accepting the contributions of others in a multi-disciplinary and collaborative environment to provide a highly competent and seamless service to TCS; Establishing and maintaining effective communication networks with stakeholders; Working collaboratively with stakeholders; 3.7 Complete other duties that are directed as needs change or grow, if the duties are consistent with the purpose of this position and any relevant legal and/or industrial obligations Duties may include the completion of project work that presents itself during the course of the operational and strategic review of the actions associated with the Human Resources & Organisational Development Strategy, Strategic Plan or other directorate strategies.
