1 EXPRESSION OF INTEREST GMDC invites Expression of Interest from experienced bidders for setting up of sulphur /pyrite removal plant from 1.50 Million Tonne ± 10% per annum ROM lignite by Physical Separation method (Environmental friendly technology) at our Lignite Mine, Bhavnagar. GMDC, PSU of Govt. of Gujarat engaged mainly in the field of mining of minerals, value addition of minerals and generation of power. The documents to be supplied as well as main terms and conditions of the EOI, are : 1. The interested bidders shall be required to submit the following : i) Background of the organization alongwith their financial and legal status. Copies of the audited Annual reports for last 3 years to be submitted. ii) iii) iv) Details of experience in construction or O & M of similar plant (sulphur/pyrite removal) with minimum 1.0 Million Tonne per annum (existing plant or under construction). Existing Technical competency and Infrastructure available with the party both in terms of manpower and technology. Similar plants are in operation. If Yes, the place where it is in operation. v) Bidders will have to inform about the maximum recovery of sulphur/ pyrite % by using the technology to be supplied by them. vi) vii) Bidders will have to suggest alternate usage of sulphur/ pyrite for Industrial purpose or downstream projects. All other information which the prospective bidders feel relevant for the purpose. 2. The selected bidder shall have to establish 1.50 Million Tonne ± 10% per annum sulphur/pyrite removal plant within a period of 6 months from the date of award of Work Order at its cost as per details at Annexure - I. All the capital investment will be responsibility of bidders. The contract is on the concept of build, own, operate, maintain model for the period of plant i.e. 10 years.

2 GMDC will pay on treated lignite per tonne basis upto 10 th year from the date of the commencement of actual plant operation. No escalation shall be allowed to the bidders for first five years. Thereafter, an 5% will be allowed per year on the offered/ negotiated rate. After completion of 10 years period, contract may extend for operation for further period or valuation of plant, as mutually agreed, be made and amount will be paid to the bidders. GMDC will reimburse to the party the agreed amount per Metric Tonne of the lignite being upgraded (as per specification of GMDC). Selected bidder shall have to enter into a long term agreement with GMDC. 3. The power, water or any other consumables required shall be the responsibility of bidders and bidder will have to reimburse the actual amount to GMDC if made or provided by GMDC. 4. Bidder shall be responsible for taking all the required approvals for setting up of plant including GPCB clearance, Environmental clearance or any other clearances / approvals. GMDC will extend co-operation in this regards. 5. The separated sulphur/ pyrite shall be the property of GMDC. 6. Service / spares required to rectify the defects to be provided & attended to immediately by the bidder. Running & mandatory spares, for continuous & trouble free operation is the responsibility of bidder. 7. Bidder will be selected based on the weightage allocation as per Annexure II. 8. Documents to be submitted by the parties : i) Audited Balance sheet for last three financial years ii) Man-power (HR/Professional), on role iii) Documents related to technology in possession / use iv) Certification for proven experience during last three years in same business. v) Declaration regarding contingent liabilities, legal, financial, or otherwise, if any. Interested bidders may please note that GMDC reserves the right, solely at its discretion, to accept or split or reject any or all the offers at any stage of the process and/or modify the process without assigning any reason whatsoever and also

3 reserves the right to seek additional information from prospective bidders who respond to this invitation for EOI. 4 ANNEXURE - I SPECIFICATIONS FOR PLANT & EQUIPMENT AND RELATED FACILITIES TO SORT SULPHUR/ PYRITE FROM RAW LIGNITE GMDC proposes to install facilities for mechanised removal of sulphur/ pyrite from raw Lignite at its mines near Bhavnagar. Reputed manufacturers with experience in this line may send their detailed techno-commercial offer for putting up such facilities on a turnkey basis. Since lignite is not amenable to conventional washing, only dry methods will be preferred. Capacity of plant is 1.50 Million Tonne ± 10% of raw Lignite per annum. Indicative facilities required along with core equipment and their specifications are given as under: Receiving Bunker: Lignite will be brought to sorting and handling plant by tipper trucks. Appropriate receiving bunkers may be incorporated in plant design to accommodate 250 tonnes at a time. Construction of ramp and related facilities are responsibilities of the bidder. Rotary Breaker: To eliminate sulphur/ pyrite in mm size fractions, appropriately designed rotary breakers along with feeding system for oversizes may be incorporated into the plant schematic. Care should be taken to ensure that drop height for particles does not exceed 2500 mm and oversize lignite is subject to a maximum of seven drops. Radiometric Sorting Equipment: Gamma Ray or X-ray attenuation based particle-detection along with appropriate pneumatic ejection features is preferred. All radiometric systems have to be approved by appropriate authorities, such as Atomic Energy Regulatory Board / Bhabha Atomic Research Centre. In no case should radiation around equipment exceed norms recommended by appropriate authorities. Further, a system/ equipment to be incorporated which shows the percentage of radioactivity continuously. An alarm should also be provided which sounds when percentage of radioactivity exceed the permissible limit. Preference will be given to those who have proven track record in this field.

5 Ejection systems may be mechanically leveraged systems or pneumatic nozzle jet systems with appropriate care taken to ensure high degree of repeatability and speed of response of ejection system to ensure minimization of cross-migration, viz. pyrites into clean lignite and vice versa. Response times of the ejection system should be better than 2 milliseconds for activation and 2 milliseconds for deactivation for smaller particles and less than 15 milliseconds for the larger particles, i.e., + 50 mm. Compressors, storage tanks, buffer tanks, filters, lubrication and regulation facilities for supply of compressed air to pneumatic systems are required to be integrated with the radiometric sorting system. Appropriate lignite conveying arrangements for feeding lignite into sorting equipment is required to be integrated in the plant. This will involve conveyors belts with supporting structures, screening systems, surge bunkers and hoppers. Screening Equipment: The bidder will have to take care to ensure that the screening equipment is specifically suitable for lignite which is characterized by high moisture content. Discharge Bunkers: Electricals: Lighting: Discharge Bunkers of suitable capacity (200 MT) for direct discharge onto trucks will have to be incorporated in the plant schematic. GMDC will provide 3-phase power to the plant from a sub-station at GUVNL rate from time to time. It is the bidders responsibility to make arrangements for suitable electrical panels and power distribution systems to all user points within the plant and provide and maintain appropriate earthing arrangements. Bidder shall be responsible for making adequate lighting arrangements to ensure visibility and keep the plant operational during night hours.

6 Dust Suppression: Adequate facilities should be incorporated into the plant to control dust emission including misting and water sprinkling systems, dust bag filters and collectors, etc. Water Supply: Land : GMDC will provide water supply at a point from a storage tank on chargeable basis i.e. prorata to the water cess payment. The bidder shall be responsible for the distribution system of water at different consumption points. No water will be available for process only for dust suppression, utilities and fire fighting. Land for the plant will be provided, but not more than 10 acres, on chargeable basis i.e. as per the lease agreement rate. Specifications of RoM Lignite: Indicative variations in lignite size and quality is given under Quantity to be handled : 1.50 Million Tonne ± 10% per annum Size range to be handled : mm Moisture Content in Lignite : 40 50% Ash% in lignite : 8 18% Pyrite Incidence : 2 8% overall average of around 3% (- 10 mm lignite has insignificant pyrites) Size Distribution : mm 20% ± 10% mm 20% ± 10% mm 30% ± 10% - 10 mm Balance These are indicative size range distribution and may alter seam to seam. Adequate provision is to be built into the plant to handle size range variations. Fire & Safety Measures: Adequate provisions must be built into the plant to take care of fire hazards due to spontaneous ignition of lignite or other causes. Safety provisions need to be built into the plant design as per standards laid out.
