Photography by Bob Perzel Trains run continuously in both directions and arrive as frequently as every three minutes at an average speed of 23 miles per hour, carrying an estimated 7,000 passengers every day in its first year of operation. The award-winning work and technical innovation that Gannett Fleming applied to projects at PHX has been widely recognized throughout the industry. Phoenix Sky Harbor International Airport Gannett Fleming has delivered excellence in engineering services on several projects at the Phoenix Sky Harbor International Airport in Phoenix, Ariz., including its PHX Sky Train people mover system, parking facilities, rental car center, air cargo facility, and vertical transportation system. The PHX Sky Train is a people-mover system that allows one of the country s busiest airports to alleviate roadway congestion and enhance customer service. LEED Gold Certified by the U.S. Green Building Council, the initial 1.92-mile-long system includes three elevated passenger stations and links the Phoenix region s 44th Street METRO light rail station with the airport s economy parking area and the 88- gate Terminal 4. Gannett Fleming was responsible for the design and oversight of all train facilities, including stations; guideways; electrical and mechanical systems; security systems; extensive geotechnical analysis and design; vertical transportation systems; and all related improvements for roadways, existing facilities, and site work. Prior to construction, the firm provided the planning and preliminary engineering for the maintenance and storage facility, which included programming, site selection, cost estimating, coordination with the systems designer, and preliminary design. In addition to the PHX Sky Train, the NSB Group of Gannett Fleming provided structural design and construction administration services for the expansion of the Terminal 4 parking facilities. The project was honored with the Arizona Grand Project Award by the American Council of Engineering Companies (ACEC). Additionally, the NSB Group of Gannett Fleming was the structural engineer of record for the Phoenix Sky Harbor East Parking Lot structure, which was a fast-track, precast concrete garage. Eight-stories high and with 2,400 stalls, the project won the American Concrete Institute Outstanding Parking Structure Award. Gannett Fleming s NSB Group also served as the design team for Phase 2 of the East Parking Lot structure, a $36 million facility that was six stories high and included 3,600 stalls. The project was the first in the City of Phoenix to use the construction manager at-risk approach. The NSB Group of Gannett Fleming provided structural design and construction administration services for the $160 million rental car center at PHX. The 200,000 squarefoot terminal building is surrounded by a 6,000-car parking deck for rental cars. Processing more than 1 million transactions annually, the rental car facility received the prestigious Arizona Grand and Judges Choice Awards from ACEC Arizona.
Phoenix Sky Harbor East Parking Lot Structure The NSB Group of Gannett Fleming also served as the structural engineer for the $15 million, 179,500-square-foot air cargo building for the City of Phoenix Department of Aviation. Vertical Transportation Excellence (VTX), a division of Gannett Fleming, developed a design-build program and provided consulting and construction administration services to replace four escalators in Terminal 3 due to aging equipment. VTX s work on this project was featured on the cover of Elevator World magazine. Ft. Lauderdale-Hollywood International Airport Runway Expansion Gannett Fleming is providing geotechnical design engineering and analysis, intelligent transportation systems (ITS) design, and construction inspection for the Runway 9R-27L expansion design-build project at the Fort Lauderdale-Hollywood International Airport in Ft. Lauderdale, Fla. Undertaken by the Broward County Aviation Authority, the runway, expected to be complete in 2014, will extend 8,000 feet and cross over U.S. Route 1, the Florida East Coast Railway, and Perimeter Road. This project is a critical component of the Fort Lauderdale-Hollywood International Airport s $791 million expansion program, Ft. Lauderdale-Hollywood International Airport Runway Expansion which is aimed to increase airport capacity, improve the air traffic system, and accommodate larger passenger aircraft. The project includes significant earthwork, walls, drainage, roadway realignment, a vehicle bridge, runway bridge, and a taxiway bridge. Our firm s scope of work includes standard penetration test borings and auger borings, geotechnical engineering and design support for mechanically stabilized earth walls, embankments, roadway, bridge foundations, drilled shaft foundations, water retention areas, and signal poles at the Griffin Road intersection.
Los Angeles International Airport Multimodal Ground Transportation Study Gannett Fleming participated in the conceptual planning for an intermodal transportation facility (ITF) and an automated people mover program (APM) on behalf of Los Angeles World Airports (LAWA) in Los Angeles, Calif. This initiative included assisting in the coordination with LA Metro on the LAX connector alternatives analysis as part of the Metro Alternatives Analysis to bring rail transit to LAX. Our firm reviewed and evaluated plans and concepts; offered lessons learned from similar projects; and identified and developed opportunities and constraints for the strategic implementation of key ground transportation program elements, including their interdependency/synergy with each other, and the overall cost effectiveness with due regard for lifecycle considerations in terms of capital investment/debt service, as well as ongoing operations and maintenance costs. Elevator and Escalator Modernization VTX provided elevator, escalator, and moving walk assessments, as well as design and construction support services related to the modernization and replacement of the 155 Priority II and III units at LAX. This assignment was a continuation of similar work VTX performed for LAWA for the 68 Priority I units, culminating in 223 units that have been designed by VTX at LAX. As part of Phase 2, the firm assisted in the development of the implementation plan to replace, modernize, or upgrade 237 pieces of vertical transportation equipment, including elevators, escalators, and moving walks at LAX in Terminals 1 through 7. For Phase 3, VTX designed and developed the construction documents to procure the equipment manufacturer and installation contractor to replace 32 escalators, modernize 17 hydraulic elevators, and modernize one traction elevator at LAX. Phase 4 included the evaluation, assessment, and design services associated with the replacement and modernization of 155 pieces of vertical transportation equipment located at LAX. Our firm also provided construction support services associated with this effort. VTX received a perfect score in technical quality, timeliness, cost effectiveness, dependability/reliability, cooperation, communication, and overall performance.
Gannett Fleming brings our clients a comprehensive understanding of both landside and airside infrastructure and operations. Smart Park Expansion at the Harrisburg International Airport Harrisburg International Airport and Capital City Airport On-Call Engineering Services Gannett Fleming performed on-call engineering and architectural services for Harrisburg International Airport (HIA) and Capital City Airport in Harrisburg, Pa., to facilitate the operation and expansion of the two airports. Assignments included a 1,200-car expansion of the existing long-term shuttle parking inclusive of lighting and bus shelters, plus an additional parking area for 200 vehicles for airport employee use. Amenities within the area included shuttle bus shelters with radiant heating and card-access gate controllers for employee parking. Gannett Fleming s civil, electrical, mechanical, and structural disciplines provided services toward completion of the project. Because of the rapidly growing need for the expansion project, our firm worked closely with HIA and the city in an effort to fast-track the project toward completion. Charlotte/Douglas International Airport Roadway Relocation The addition of a new runway at the Charlotte/Douglas International Airport in Charlotte, N.C., made the relocation of two existing state roads necessary. Gannett Fleming was responsible for planning and designing more than 3.5 miles of highway relocation in conjunction with this airport expansion. The relocation involved the design of both highway and railroad bridges. Because of the placement of the new runway, the construction of the Charlotte Outer Loop Highway, and the construction of a new railroad track to a major intermodal railroad yard, a considerable amount of effort was spent on corridor selection and alignment for the relocated roadways. The final planning document was submitted to and approved by the City of Charlotte Aviation Department.
Pennsylvania Air National Guard, 193rd Special Operations Wing, Aircraft Hangar Renovation Gannett Fleming designed a comprehensive security system that features the largest iris scan biometric access control system in a U.S. airport. Pennsylvania Air National Guard, 193rd Special Operations Wing Repair Fuel Cell Hangar, Building 71 Gannett Fleming provided complete architectural, structural, civil, geotechnical, environmental, mechanical, and electrical engineering design services for a 19,636-square-foot aircraft hangar renovation project for the Pennsylvania Air National Guard s 193rd Special Operations Wing in Middletown, Pa. This aircraft hangar was built in 1974 and is used for the repair, maintenance, and washing of C-130 aircraft. Our firm s services included the renovation and repair of both the interior and exterior of the facility. The project also included a high expansion foam (HEF) system. The HEF system pump room, pumps, and storage tank facilities were designed to handle a future HEF system for the aircraft maintenance hangar (Building 75). This project included all the HEF requirements for Building 71 and the pumps and water storage for Building 75. A pump house addition and two water tanks were constructed for the HEF system. Facility enhancements for this project included electrical, mechanical, and utility systems upgrades; exterior surfaces repair and painting; the addition of a standing seam metal roof above the existing office and support area; hangar door upgrades; restroom and office renovations to meet current standards and upgrade finishes; hangar bay finish upgrades; a pump room addition; and HEF system installation in the hangar bay, in compliance with the Pennsylvania Air National Guard requirements. San Juan Pueblo Airport Runway Reconstruction Gannett Fleming provided professional engineering services for the design, bid phase, and construction management of the full reconstruction of Runway at the San Juan Pueblo Airport in San Juan, N.M. The project initially required providing an assessment of the existing airside and landside facilities, including on-site drainage. The improvements needed at the airport were then presented in a design rationale report and prioritized with input from the Federal Aviation Administration (FAA), the Aviation Division of the New Mexico Department of Transportation, and the Pueblo. The first phase of improvements involved the full reconstruction of Runway 16-34, including turnarounds at both ends of the runway, and the installation of medium-intensity runway lights, a rotating beacon, a primary wind cone with a segmented circle, an airport electrical vault, airport property fencing, and runway markings.
Kendall-Tamiami Executive Airport Taxiway Improvements As part of the first phase of improvements, our firm developed the Pueblo s disadvantaged business enterprise (DBE) plan and computed its annual DBE goal. All of this work was coordinated with the regional FAA Office of Civil Rights in Fort Worth, Texas, and the FAA Office of Civil Rights headquarters in Washington, D.C. Kendall-Tamiami Executive Airport Taxiway Improvements Our firm designed and prepared construction documents for an airport taxiway improvement project at the Kendall- Tamiami Executive Airport in Miami-Dade County, Fla. The project included a dual taxiway system for Runway 9R-27L and Runway 13-31; an additional runway exit for Runway 9R; enhancements to runway entrance geometry to improve bypass capacities; and pavement marking, lighting, signage, and drainage. Drainage modifications, designed to conform to the airport s primary stormwater management system, consisted of the relocation of existing catch basins from their location within the limits of the proposed taxiway to new swale areas on both sides of the taxiway. Additional design services included a stormwater pollution prevention plan, lighting and signing for six taxiways, new windsock installations, and a comprehensive airside operations area safety plan to properly identify and protect aircraft during construction. Daytona Beach International Airport Comprehensive Security System Gannett Fleming designed a comprehensive security system for the Daytona Beach International Airport in Daytona Beach, Fla. The system included access control, video surveillance, and intercom controls. With independent areas of control, each area has designated cameras, intercom points, and access control points. In order to provide a seamless interface, the cameras are automatically switched based on operator activity. Unlike many airport security systems, the Daytona Beach International Airport system is a true peer-to-peer system that does not require a host server for full functionality. Because of the peer-to-peer architecture, the system will not revert to a less-than-fully-functional mode. In addition, the new system features the largest iris scan biometric access control system in a U.S. airport. The comprehensive security system automatically monitors and controls all activity and movement via the system s graphical interface, making a highly complex, intelligent, and easyto-use security system. To expedite the alarm response and prevent consequences if a criminal or terrorist attack occurs, alarm events and video are automatically displayed at the monitoring stations without human intervention consequences.
