1 Trading Regin Upgrade (TRU) - Service Descriptin Pilt Phase 2017/18 1. General Descriptin TRU in General, Runtime & Ttal Quantity TRU is a specially designed service t facilitate market integratin and in the present case it is planned t be applied fr cnnecting the Austrian and Czech gas markets clser tgether. TRU is a service prvided by GAS CONNECT AUSTRIA, GCA, and NET4GAS, N4G. In brief wrds: fr users f TRU the Austrian and Czech gas markets wuld be cnnected directly. TRU prvides the ability t reach als the neighbring markets and bth market areas can serve as a bigger turntable. TRU desn't cnstitute a standard capacity hwever, this service is planned t be rganized n existing gas infrastructure f GCA, N4G and - in this specific case - als tgether with the neighbring TSO frm Slvakia, eustream. The custmer using TRU hwever will nt ntice this invlvement, but just use TRU by usual nminatins prcedures. Fr nw, it is freseen t underg TRU a market test by starting a TRU pilt phase still in This pilt phase shall prvide all parties with a feedback abut the market demand in such a market integratin tl especially regarding ttally desired TRU quantities and specific runtimes in the future. Within the scpe f the TRU pilt phase in the year 2017, the TRU service shuld be available first as a yearly service fr the gas year 2017/2018, i.e. useable frm 01 Octber 2017, 06:00 a.m. until 01 Octber 2018, 06:00 a.m., and shuld be ffered with a ttal quantity f kwh/h per year. The fllwing sectins shall prvide mre detailed insight especially int the planned TRU marketing prcess and hw t use TRU afterwards as well as the price f TRU, settlement and reprting issues. Finally, an verview abut the planned next steps is prvided as well as examples abut the TRU allcatin prcedure used fr the pilt phase and TRU peratin. The final design f the TRU service is subject t the finalizatin f the crrespnding agreement with eustream. 2. TRU Selling in the pilt phase (sales prcess) In general, the selling f TRU shall be carried ut in frm f a bidding and allcatin prcedure using prspectively any jint capacity bking platfrm (e.g. PRISMA, GSA, RBP). Within the pilt phase hwever the bidding and allcatin prcedure shall be perfrmed in a practical and cst saving way rganized by the individual TSOs (see belw). Versin:

2 2.1. Participatin Requirements In the pilt phase TRU is ffered t all market participants. Bth TSOs will ffer TRU individually. TRU can be bught frm GCA with directin t Czech gas market and frm N4G with directin t Austrian gas market: 2.2. Bidding Prcedure 1 Fr the bidding the TSOs will pen a bidding windw fr a certain perid (frm TT/MM/YYYY 09:00 a.m. until TT/MM/YYYY 09:00 a.m.) and interested custmers shall have the chance t bid via a bidding frm (TRU Bid frm). In case bids are submitted utside f the bidding windw and/r in case bids d nt cmply with the frmal requirements as specified belw, they shall be refused. Cmmencement f TRU bidding will be published at web sites f TSOs [r inf t custmers cntracting TRU] The interested custmers shall indicate in its bid per the TRU Bid frm (Annex X): a. The relevant TRU quantity it intends t bk expressed in kwh/h per year in integral multiple f 100 kwh/h per year, i. Bids cntaining TRU quantities higher than the ffered ttal service quantity f 100,000 kwh/h per year shall be rejected, ii. Bids cntaining TRU quantities less than the minimum f XXX kwh/h per year shall be rejected. b. Cntact details, i.e. bids nt cntaining cntact details shall be rejected. The bids shall be cnfirmed by the TSOs by TT/MM/YYYY, latest three days after clse f bidding windw Allcatin - prcedure After the bidding windw has clsed and all valid bids are cllected, the evaluatin fr allcating the TRU quantities twards the bidders will prceed as fllws: a. In case the sum f TRU quantities stated in all valid bids des nt exceed the ffered ttal TRU quantity, all bids shall be allcated successfully at the published TRU price. b. In case the sum f TRU quantities stated in all valid bids exceeds the ffered ttal TRU quantity fllwing allcatin methdlgy shall apply: i. The bids will be allcated n a pr rata basis (see Annex 1 / example 2). ii. In case the allcatin results in quantities belw the minimum quantity stated by the TSO (see TRU allcatin methdlgy pint 2.2.a.ii), the bid shall be rejected. TRU Operatin (running the service) In general, the use f TRU is carried ut within the standard nminatin prcedures Starting with TRU, Nminatin and Renminatin Althugh, TRU has the same nature at bth markets, sme differences arising frm different market setups (market rules) have t be taken int accunt. After having bught certain TRU quantity within the bidding prcedure, custmer will cnclude a TRU cntract (r get a TRU allcatin cnfirmatin). TSOs will als register TRU cntract(s) within their IT systems [Capacity GCA and N4G] s that the TRU cntract hlder can manage, e.g. allcate its cntracted TRU quantities t the relevant TRU user (balance grup respnsible in AT). The custmer using TRU will be able t nminate TRU (fr the first time fr the gas day 01 Octber 2017) under fllwing cnditins: In general, applicable t bth markets Custmer using TRU has t be entitled t nminate at bth markets TRU shall be nminated in the same way as transmissin capacity The same lead times apply The renminatin lead time fr TRU planned t be 2 hurs starting at full hur prir t submitted renminatin. If nt stated differently, prevailing market rules will be applied. Custmers using TRU will receive all necessary cnfirmatins t enable their balancing prperly in time The exchange frmat t be used fr the nminatin f TRU is edigas 4.0 r a higher versin. In additin KISSA Frmat will be accepted until In Austria [TRU cntracted with GCA] TRU must be allcated t a balance grup Allcatin prcedure is the same as fr transmissin capacity, i.e. t be executed via GCA s Capacity Utilizatin system. TRU can be allcated t an existing balance grup within a 2 hurs lead time prir t the intended use f the service The lead time fr the first peratinal set up fr each new balance grup is 5 wrking days Nminatin fr TRU shall be prcessed via Gas Management System (GMS) Versin:

4 In Czech [TRU cntracted with N4G] TRU users entering Czech market get registered by Czech market peratr OTE [ TRU users nt entering Czech market get registered by N4G Nminatin shall be prcessed within the IT system (trygas) and CDS OTE CMP rules will nt be applied fr the pilt at least Balancing The nminated TRU will be allcated t the balancing accunts within the respective market areas and the balancing rules f this gas market will apply. That means the balancing regimes f the Austrian and Czech gas markets are nt affected by TRU. 4. Service Price and Fee Service price fr CZ TRU will have tw parts: a) Fixed price (reserved price) expressed in CZK/kWh/h/a r in CZK/MWh/d/a b) Variable price depending n vlume nminated expressed in CZK/kWh/d r in CZK/MWh/d The mnthly service fee is the result f the twelfth part f the fixed price times the allcated amunt f the TRU service (fixed part f the fee) and the variable price time the nminated transmissin vlume int the neighbring market (variable part f the fee). Service price fr AT TRU will have a fixed price expressed in EUR/kWh/h/a. 5. Invicing and payment TRU service will be charged mnthly n a separate invice. 6. REMIT Althugh TRU is different cmpared t a standard primary capacity, all applicable REMIT prvisins shall be fulfilled when using TRU, i.e. all relevant REMIT infrmatin identified will be reprted TSOs will reprt ffered and bked TRU quantities as well as all nminatins, renminatins and final allcatin related t TRU usage. 7. Other Cnditins The terms and cnditins fr the TRU service will be ruled in separate TRU cntracts f GCA and N4G. Versin:
