7 WWTP turnkey contract On April 22, 2016, the CAR awarded the contract to the lowest bidder, the consortium Expansion PTAR Salitre (Aktor-Greece, Aqualia Spain, and CASS Constructores y Cia - Colombia)) for an amount of US$3926 million The CAR expects the contract to become effective by July 2016 To ensure smooth and successful implementation of the contract, CAR contracted a Program Management firm (IVK Consortium) in November 2015 to support CAR in the oversight and contract management of the Salitre WWTP Turnkey contract This component experienced significant setbacks during the preparation of bidding documents for the Salitre WWTP turnkey contract and during the procurement processes for both the Program Management firm and the Salitre WWTP turnkey contracts Component 2 - Rio Bogota River Works (US$140 million, of which US$41 million IBRD) 3 Good progress continues to be made under this component Flood control works for the river s first 525 km are about 90 percent completed and the resettlement of approximately 105 families from El Porvenir s poor, flood-prone urban area to a new neighborhood with improved living conditions has been finalized and hence the last section of the river bank, where the informal settlements were located, can now be intervened The CAR has also finalized the construction of the San Nicolas park, a recreational area of 226 hectares for children of different ages from low-income neighboring communities and which represents an important improvement in their quality of life 4 The CAR has awarded the contract for the remaining 16 km, which is expected to be completed in December 2017 In addition, the CAR has created six multifunctional areas out of the original eight along the river (165 ha) that serve as inundation zones, ecological habitats and/or public spaces The remaining two multi-functional areas will not be constructed as it was not possible to acquire the required land in the proposed locations The CAR expects completion of all flood control and landscaping works by December 2017, thereby meeting the part of the PDO related to reducing flood risks and creating multi-functional areas along the river Component 3 - Technical Assistance (US$7 million, of which all IBRD) 5 The CAR continues to make progress under this component The main consultancy under this component, the Integrated River Basin Management Master Plan, is under implementation with good performance (secondary and primary data has been collected; the consultant firm is working on developing a platform to integrate various hydrological, hydraulic and water quality models to make forecasts of future water resources challenges in the basin, and based on those results develop action lines for the Master Plan) The procurement processes for the other two studies (the Biosolids Management Plan; and the Design, Operation, and Maintenance of Multifunctional Areas Study) are advancing and their associated international consultancy contracts are expected to be awarded by November 2016 Ratings Implementation progress is rated Moderately Satisfactory (MS) based on recent progress made on (i) the award of the Salitre WWTP turnkey contract, (ii) the river works, environmental restoration of riparian areas and the successful resettlement of 105 families under Component 2; and (iii) moderate progress under Component 3 The PDO rating continues to be Moderately Unsatisfactory (MU) The TT will reassess the PDO rating once construction under the Salitre WWTP turnkey contract starts Strengthening the PIU The CAR is developing a new Project Implementation Unit (PIU) organization chart to strengthen its team for improved support for the implementation of Components 1 and 2 A main actor in the organization chart is the Program Manager In addition, the CAR is planning to strengthen the PIU with 3 These are original project costs as shown in the Project Appraisal Document These are being revised in the proposed restructuring, refer to section C changes to Components and Costs These are original project costs as shown in the Project Appraisal Document These are being revised in the proposed restructuring, refer to section C changes to Components and Costs 7

8 civil and wastewater engineers to reinforce the monitoring and supervision of both contracts The TT reviewed the new organization chart and found it to be acceptable Mitigation of risks During the MTR of the Project, a workshop was conducted with CAR staff, the Program Manager and the TT The workshop focused on identifying potential risks and determining a timetable for contract implementation The workshop concluded that a five year period is feasible to reach the project s objectives; however, there are potential risks that have been identified in the past that need careful attention and a coordinated mitigation plan The risks include: social opposition from neighboring communities and environmental non-governmental organizations (NGOs); and uncertainty on the amount of solid waste that needs to be removed from the Salitre site There is a contingency amount included in the Salitre contract in case additional solid waste needs to be removed and CAR has a dedicated social and environmental team working with the community through open communication discussion table (mesas de concertacion) The workshop concluded that the Program Manager needs to develop a risk and mitigation plan The TT will follow-up in this respect during the next mission scheduled in July 2016 C Proposed Changes Project Development Objectives Original PDO Development Objectives/Results The objective of the Project is to assist the Borrower to transform the Rio Bogotá river into an environmental asset for the Bogotá Distrito Capital metropolitan region by improving water quality, reducing flood risks, and creating multi-functional areas along the river Change in Project's Development Objectives Change in Results Framework Explanation: During the MTR of the Project, the Task Team and the CAR agreed to adjust the Project s results framework to ensure that (i) the indicators are realistic and attributable to the Project; (ii) modifications to the Project s scope are reflected in associated targets; and (iii) all target end dates are aligned with the new closing date and the Salitre WWTP turnkey contract duration As indicated before, the Salitre WWTP contract has a duration of five years that goes beyond the proposed loan closing date in this paper; therefore, if the loan is not extended the Project would not meet Component 1 related indicators Specifically, the following changes are proposed: Include the corporate indicator Direct Project beneficiaries, of which % is female, with the target population of 286 million people Direct Project beneficiaries are defined as the population receiving improved wastewater treatment services due to the expansion of the El Salitre WWTP and the population under reduced risk of flooding Revise the PDO indicator The water quality in the Río Bogotá middle basin meets Class IV water quality standards for BOD (50 mg/l) and TSS (40 mg/l) to The Salitre WWTP meets effluent discharge limits for BOD, TSS and total coliform The TT and CAR agreed that the indicator s original formulation does not reflect well what is achievable under the Project s scope because there are other factors affecting the water quality of the Rio Bogota, which are outside of the Project s control The proposed targets are BOD 5 < 30 mg/l and TSS < 30 mg/l based on a monthly average (arithmetic mean of effluent sample collected on a separate day during a period of 30 consecutive days) The proposed target of total coliforms < 1000MPN/100mL for 90 percent of the samples in a month Meeting the proposed discharge standards will 8
