This project is funded by the Heart of Birmingham Teaching Primary Care Trust (Section 28A), and aims to improve the quality of patient and clinician interaction; achieved through developing the spoken English of those patients for whom English is not their first language. You will be responsible for managing monitoring and reporting on the project s delivery and performance; therefore excellent project management skills together with previous experience of delivering English Language learning to adults as well as having worked within diverse communities are essential. Job Purpose 1.1 Set up, manage, monitor and report on the delivery of the Health Literacy (ESOL) Project. The project, funded by the Heart of Birmingham Teaching Primary Care Trust (Section 28A), aims to improve the quality of patient/clinician interaction through the development of spoken English of patients for whom English is not their first language. 1.2 Support the key objectives of both partners in the project Heart of Birmingham Teaching PCT and Birmingham City Council in relation to increased awareness of and access to health care services, raised achievement, widening participation and social inclusion through provision of English language learning opportunities for target groups. 1.3 Raise the awareness of health professionals about the English language learning needs of patients attending Health Centres and surgeries. 2. Duties & Responsibilities 2.1 Produce a delivery plan that sets realistic targets and meets the objectives of the Project in delivering English language learning opportunities linked to specified Health Centres and surgeries, within agreed budgets. 2.2 Design, develop and implement an appropriate curriculum to support the project objectives and to meet the learning needs of participants. 2.3 Establish and maintain positive, productive relationships with professionals in Primary Health Care Centres, negotiating the setting up of English language learning programmes and recruiting learners onto these. 2.4 Co-ordinate the delivery of English language programmes, liaising with BAES area teams to recruit and deploy tutors to teach on the programmes. 2.5 Contribute an agreed number of hours tutoring to programme delivery.

3 2.6 Line manage, train and support the Project Administration Worker and tutors delivering on the Project to enable them to fulfil their duties as outlined within their respective job descriptions. 2.7 Ensure programmes meet BAES quality assurance standards. 2.8 Ensure compliance with health and safety requirements. 2.9 Design and deliver training programmes to health professionals to raise awareness of the project, its objectives and the language needs of the target group Develop and distribute a bank of high quality, appropriate learning resources to support tutors delivering the project Initiate, support and oversee the collection of all monitoring, evaluative and financial data as required by the Project Steering Group and Birmingham City Council, ensuring prescribed deadlines are met Provide information for and work with the external evaluator for the project Attend relevant management meetings, write reports and deliver presentations as required by BAES and the Heart of Birmingham Teaching Primary Care Trust in relation to the progress and outcomes of the Health Literacy Policy Support and ensure compliance with Birmingham City Council s policies and procedures on Equal Opportunities in all aspects of planning and delivery Undertake such associated duties I line with grading of the post as may from time to time arise, develop or be assigned. 3. Supervision Received 3.1 Supervising Officer Job Title Curriculum Leader: Skills for Life, English, Maths and Science. 3.2 Level of Supervision Plan own work to ensure the meeting of defined requirements which will be driven by the Project Steering Group. 4. Special Conditions 5.1 May be required to work outside standard office hours which could include some evening and weekend work. 5.2 May be required to work from different sites or move between sites for which a casual car user s allowance is payable. Experience Have experience of planning and managing (Relevant work and other project work in the context of adult learning. experience) Demonstrate successful experience of devising and implementing plans to achieve project targets and objectives. Have extensive, successful experience of interagency and partnership working in an adult learning context. Have experience of delivering English language learning to adults, particularly within the Skills for Life curriculum and be able to demonstrate understanding and experience of language support initiatives. Have extensive experience of working with diverse communities, demonstrating high level awareness of cultural and language issues and how these can impact on access to health care services. Have experience of writing evaluation reports and presenting information to a range of audiences, using a range of formats. Have experience of developing and implementing systems for monitoring and evaluation purposes. Have experience of leading, motivating, supporting and managing staff. Have experience of managing a range of resources in order to meet delivery objectives. Have experience of managing, monitoring and reporting on budgets. Skills & Ability e.g. written communication skills, dealing with the public etc. Excellent oral and written communication skills. Excellent interpersonal, listening and negotiating skills. Very good analytical skills and ability to interpret and use data effectively. Be able to show initiative and be self directed in managing work and supporting partnership work.

6 Be able to think creatively and have good problem solving skills. Have good IT skills and be able to use a full range of IT applications in support of all aspects of the delivery of the project. Have excellent planning and organisational skills to meet project objectives and deadlines. Be able to work flexibly to service the needs of learners and project partners. Have good numerical skills and the ability to apply these to manage and report on budgets. Demonstrate a commitment to your own and others personal and professional development.
