1 Central Land Council JOB DESCRIPTION POSITION TITLE POSITION NUMBER CLASSIFICATION LEVEL POSITION LOCATION RESPONSIBLE TO Coordinator (Employment and Enterprise) EE001 SOG C 27 Stuart Highway Alice Springs Manager (Land Management) Last reviewed: August 2015 SPECIAL MEASURE POSITION This position is open only to Indigenous applicants - the filling of this employment opportunity is intended to constitute a special measure under subsection 8(1) of the Racial Discrimination Act Note: This position is identified as a step in a career development pathway into senior management roles within the CLC. In addition to effectively performing the functions of the position the successful applicant will be required to undertake relevant and appropriate professional development programs, which may include, but is not limited to, study, training, mentoring or job rotation opportunities. KEY FUNCTION Provide co-ordination and strategic direction to the activities of the CLC Employment and Enterprise Unit in responding to the enterprise development aspirations of traditional owners and opportunities for training and employment arising from the use and management of Aboriginal-owned land, or land in which they have an interest, and other regional developments. MAIN DUTIES 1. Oversee programs and initiatives for the placement of Aboriginal people into training and employment opportunities associated with exploration and mining and coordinate efforts to increase Aboriginal participation in enterprise and contract opportunities allied to the mining sector. 2. Oversee programs and initiatives for the placement of Aboriginal people into training and employment opportunities in the pastoral industry, in particular providing supervision to staff implementing the ILC Pastoral Real Jobs Program and related pre-vocational training initiatives. 3. Identify and negotiate training, employment, contract and enterprise opportunities for Aboriginal people in other relevant industries and agencies e.g. Construction, horticulture, tourism and hospitality, land management etc. and oversee the planning and implementation of related placement and development initiatives. 4. Co-ordinate assistance to Aboriginal landowners seeking to carry out commercial and other beneficial enterprise activities on their land include the provision of effective enterprise planning, development and implementation support for achieving sustainable socio-economic outcomes from pastoral development, land management, other land-use and community-based enterprises. 5. Co-ordinate consultations and negotiations in relation to the use and leasing of Aboriginal land for pastoral development, agriculture and other purposes, and oversee monitoring and evaluation of related land use agreements in relation to employment outcomes and other negotiated benefits.

Maintain strategic planning momentum to enhance the CLC s role and capacity in providing support for sustainable enterprise development to traditional owners of Aboriginal land in accordance with related directions of the Central Land Council Strategic Plan Identify and develop collaborative partnerships, funding arrangements and other initiatives appropriate to supporting the employment and enterprise development aspirations of the CLC s constituents in conjunction with employers, industry bodies, joint venture partners, government and non-government organisations and other Aboriginal organisations, and represent the CLC on relevant committees and working groups as required. 8. Provide effective supervision and direction to staff of the Employment and Enterprise Unit and ensure effective integration of their efforts within the Unit and with other operational units of the Land Management section and other sections of the organisation as appropriate. 9. Manage the physical, financial and human resources of the Employment and Enterprise Unit and support staff to meet project management and organisational administrative requirements, including compliance with the terms and conditions of external funding agreements and internal and external performance reporting requirements. 10. Take all reasonable steps to employ and promote Aboriginal people in the CLC, through effective recruitment and selection procedures, training and development. 11. Engage and supervise consultants where required to undertake specialised tasks in relation to enterprise development, employment and training. 12. Other duties that are safe, legal & logical while being within the limits of the employee s skill, competence and training, and are consistent with the classification structure. MONITORING AND COMPLIANCE DUTIES Aboriginal Land Rights Act (NT) 1976 Native Title Act (1993) NT Pastoral Land Act Other Commonwealth and Northern Territory legislation and initiatives relevant to indigenous employment and enterprise development. Lease and land management agreements on Aboriginal land. External funding and other service agreements relevant to the position. Administrative and staff management requirements set out in the CLC EBA, and related internal policies and procedures. Work Health and Safety Act (Cth) 2011 Central Land Council Strategic Plan Public Governance Performance and Accountability Act 2013 WORKING RELATIONSHIPS Reports to and receives direction from the Manager (Land Management) Performs staff management and supervision functions for Regional Rural Enterprise Officers, Employment and Enterprise Support Officers, Employment Facilitators, Enterprise Development Facilitators and other externally-funded staff of the Employment and Enterprise Unit. Participates as a member of a collaborative Land Management team in making positive contributions to the performance of CLC s statutory functions through integrated responses to the aspirations of Aboriginal land owners for the use and management of their land and associated responsibilities.

3 Works closely with the CLC Mining and Legal Sections in relation to compliance with employment and training provisions of existing mining agreements on Aboriginal land. Works cooperatively with other sections of the CLC (Legal, Anthropology, Community Development, Regional Services, Human Resources, Finance, Property, Mining, Native Title and Directorate) in performing the duties of the position within the organisation s policy development, legislative and operational frameworks. Maintains good working relationships with Aboriginal people, local government authorities, community councils, resource centres, and other Aboriginal organisations in the CLC region. Maintains good working relationships with government and non-government agencies relevant to the functions of the position. EXTENT OF AUTHORITY Supervision and direction to Employment and Enterprise Unit staff. Financial authority as provided for in the CLC Instrument of Authorisations relevant to the position.

4 SELECTION CRITERIA PN EE001 ESSENTIAL 1. Are of Aboriginal and/or Torres Strait Islander descent, identify as Aboriginal and/or Torres Strait Islander and are accepted as such by the community in which the individual lives. Is able to provide proof of Aboriginality. 2. Tertiary qualifications and/or extensive experience in management, regional development or other area relevant to the functions of the position or substantial progress towards obtaining such a qualification. 3. Demonstrated commitment to undertake a targeted professional development program aimed at developing the capacity of the individual for senior management roles. 4. Experience in achieving successful enterprise development and/or employment and training outcomes for Aboriginal people. 5. Proven abilities to design and deliver work programs, manage a project budget, and comply with management and reporting requirements including of grant funding agreements. 6. Demonstrated ability to manage human resources including performance management, staff development, counselling, and to assist in providing a work environment that encourages work recognition and job satisfaction. 7. Demonstrated ability to work with limited direction and to initiate and to set priorities, undertake new tasks quickly, to be flexible and accommodate change and respond effectively with a high level of personal responsibility in a challenging social, political and physical environment. 8. Ability to communicate effectively orally and in writing, prepare reports, submissions, briefings and general correspondence. Demonstrated effectiveness in negotiation, consultation and liaison skills with clients, community organisations, industry groups, government departments and agencies. 9. A current drivers licence and an appropriate level of health and fitness to meet the rigours of remote field work including driving long distances in a 4WD vehicle, changing tyres and lifting up to 20kg. 10. Proficiency in the use of computers across a range of applications, including Microsoft Word, Excel and Outlook. DESIRABLE 11. Familiarity with current government programs underpinning Aboriginal employment and training in remote Australia, in particular the Remote Jobs and Communities Program (RJCP) and relevant Central Australian regional RJCP providers. 12. Familiarity with programs and legislation relating to indigenous land use, land management and enterprise development in the Northern Territory, in particular the Commonwealth Native Title Act 1993, Aboriginal Land Rights (NT) Act 1976, or a demonstrated capacity in working within a comparable legislative framework elsewhere. 13. Experience and knowledge of Northern Territory labour market sectors and conditions including familiarity with programs and services relevant to Aboriginal participation in training and employment. 14. A demonstrated understanding of the issues affecting enterprise development in a remote indigenous or comparable regional context.
