The proposed project supports the development of the Energy Community in accordance with the objectives of the Energy Community of South Eastern Europe (ECSEE) APL. The key objectives of the ECSEE Program are to: (a) Create a stable regulatory and market framework to attract investment in gas networks and power systems so that all states in the region have access to the stable and continuous energy supply, essential for economic development and social stability; (b) Establish integrated regional markets in South East Europe, closely linked to the internal energy market of the European Union, and complying with the rules applicable within the European Union; (c) Enhance the energy security of South East Europe and the European Union by providing incentives to connect the Balkans to Caspian and North African gas reserves; and (d) Improve the environmental situation in relation to energy in the region. 2 Construction works have started at the Komani Power Plant (electromechanical rehabilitation). The power house cranes are commissioned and Unit 2 was dewartered on February 3, Evaluation is underway for the Spillways Packages for Rehabilitation of Komani and Fierza HPP and the Vau Dejes Spillway Gates and construction of new stoplog. The contracts for Project Implementation and for Safety of Dam Experts Panel have both been extended. Consultant selection process is progressing for Institutional Strengthening of Dam Safety and Emergency Preparedness and for Safe Flood Management of Drin River Cascade. Parts of the project financed by Swiss State Secretariat for Economic Affairs (SECO); i.e. the Dam, Geological and Seismic Monitoring, Geodetic Monitoring, and the Rockfall protection at Fierza Dam, are almost completed. Also, the loss of life is reduced, when events affecting the dam safety can be predicted in advance. The development objectives of contributing towards the safeguarding of major hydroelectric dams in Albania is progressing well and the capacities affected by the safeguard measures has increased by 20%. A report was provided by the consulting firm with procedures to follow on the simulation of the Albanian System in order to optimize the utilization of hydro resources throughout the timeframe. The methods are being applied but it is too early to obtain results yet. Regional Market Liberalization Text Value 0% in most countries While the potential for a regional integrated market is very high in South East Europe, the opening of the energy market is still far from reality given that the an environment dominated by the State. The markets consist of regulated and nonregulated segments with only a few industrial retail customers supplied by either regional traders or local incumbents in the nonregulated market. 4 on regional markets is not developed in the Energy Community. Also, price regulation is still too low to generate funding for the necessary investments in generation capacity and networks and even to maintain security of supply. This discourages most utilities as they could go bankrupt. Besides market designs, there is a lack of institutions such as power exchanges for the day, ahead market, regional balancing markets and, joing capacity allocation mechanisms. (iv) Selection of a consultant undertheta for Instructional Strengtheningof Dam Safety and Emergency Preparedness Plan is underway (v) Selection for a consultant underthe TA for Prefeasibility and Feasibility Study for providing the Safe Flood Management is underway.
