1 Position: Team Leader Project Title: Family Based Alternative Care Duty Station: Mandalay Job Advertisement Tdh Foundation Lausanne (Tdh-L) is an international children s organisation with its headquarters in Lausanne, Switzerland. Job description, duties and responsibilities The Employee will report directly to the Project Manager (Alternative Care Project) and supervise a social work team and will also undertake direct case management of cases (i.e, be the named worker for the case). Overall Role: This position will work under the management of the Project Manager and in close collaboration with the Country Programme Manager to implement the social work programme of family based alternative care project and foster care system. For the best interest of the vulnerable children, their families and communities, the team leader has to work in close partnership with staff from the Department of Social Welfare (DSW), Voluntary Social Workers, Probation Officers, Local Authorities and such other persons, agencies or authorities who can positively assist the wellbeing of children and families. In particular, the Team Leader will be the main focal point for establishment of the community based child protection system and family preservation practice within community. He/ She will also be responsible for the reintegration of children either to their family, kinship care or some other form of alternative care such as foster care. The team leader will lead their social work team in a manner that is constructive, participatory and respectful of children and families and ensure effective and efficient allocation of cases and implementation of the case management approach to guide the process of community-based and family-based care and protection of children. The team leader will provide technical support related to community based child protection mechanisms and family preservation through providing capacity building training to DSW, Tdh staff, Community Support Groups and others (including community leaders and members) as well as to overall manage the processes that support families to be able to stay together and take care of children. This includes both to prevent family breakdown and to ensure the children without parental care get the most appropriate care and support through foster care services. The Team Leader will lead their social work team to design and deliver child protection and child rights training programmes and promote best practices in case work at all times, and will aim to support the government to scale up its community based alternative care protection work where possible. Specific Responsibilities Strategy and Policy Organize and participate in strategic planning meetings about the development and implementation of foster care services for vulnerable children in collaboration with staff

2 from the Department of Social Welfare (DSW), and review the strategy and practice at regular intervals Influence policy and advocate for a holistic approach to child protection with a special focus on community based child protection mechanisms that promote family preservation and family care and support best practices in case work at all times Develop a holistic model of best practice in child protection and family reintegration and alternative care for children and advocate for it to be included in DSW national framework Contribute to the monitoring of the project in partnership with Tdh Partners, staff from the Department of Social Welfare (DSW), Local Authorities and review the strategy and policy at regular intervals People Management/Team Management Motivate and coach each individual Tdh-L project officer and project assistant in your team to reach her/his fullest potential through regular supervision and support and by sharing good practice. Consult and identify training and development needs of team members and communicate to Project Manager and Human Resources Manager. Provide direct supervision and mentoring to project officer with at least one formal supervision session per month. This will include accompanying project staffs to community meetings together with trainings and coaching on some of the more complex family tracing/assessment work in selected townships in Yangon Region Monitor and support project officer in team in their supervision and management of project assistant. Skills development With Support from the Project Manager, Country Programme Manager and the Technical Advisor design and implement community based modules on family preservation, family based care relevant to the selected communities. Conduct trainings to DSW as part of strategy to embed training responsibility for this within DSW under management of Project Manager Support the phased development of Tdh capacity building and coaching programme to improve DSW capacity to undertake child assessments independently and implement case management approach using the 7/8 Step Model where POs capacity will be strengthened to perform a technical, coaching and backstopping role. Conduct training and orientation sessions for new staff members on community based child protection and family preservation and other relevant orientation sessions under the guidance of the Project Manager, Country Programme Manager and Technical Advisors Community Based Child Protection Mechanisms Lead the development of Community Support Group monthly action plans Provide regular monitoring and supervision to strengthen community based support groups Support team to conduct relevant training and capacity building on child protection/rights awareness raising sessions Together with team, design IEC materials and training modules that are appropriate for CSG groups, children and authorities and adapt suitable training materials to the local context Responsible to ensure that community support groups operate over time with: 1. Defined roles, 2. Action plans 3. Hold regular meetings, 4. Engage in capacity development and skills, 5.have mechanisms in place for monitoring cases, 6. Formal linkages with DSW case workers and local government departments 7. promote meaningful child participation Conduct regular monitoring visits to Myawaddy and prepare trip reports Hold regular trainings and meetings with Tdh partner to ensure joint learning and sharing takes place across the programme

3 Foster care System Work with DSW staff and POs in team to systematically review all new child and family assessments for early identification of Child Protection issues and assessment of the children before the placement in the foster care system, and having a Best Interests Case Discussion BEFORE planning for reintegration. Liaise with DSW case manager regarding recruitment, training, assessment and approval of the foster carers, regular follow up and monitoring of the placement and the children. Prepare and attend own and team s monthly supervision meetings and coordination meetings Chairs review for Care plan of the foster children held by POs supervised, where possible in the field. Maintain an overview of the status and progress of own and team s cases and report regularly to the project manager, and liaise with M & E Officer to ensure that database reflects this and actions taken on the cases. Project Cycle Management: Follow Tdh PCM guidelines for the planning, implementation, monitoring and evaluation under the direction of the Project Manager, Country Programme Manager and the Country Representative. Organize and participate in periodic observation and monitoring of co-joint Tdh and DSW fieldwork and arrange information-sharing and review/planning meetings with DSW Training School Principals. As requested provide technical assistance and support to the development of proposals for funding / projects that include community based child protection approaches. Budget Management Check and approve POs in team monthly expenditure forecast by the third of the month for trip planning (that includes transportation, per-diem, accommodation, social and economic reintegration assistance, case review meetings and other related costs) in accordance with authorisation approval level to support the total monthly budget forecast for the project in close collaboration with Project Manager. Participate in monthly Budget and Variance analysis of project expenditure and provide justifications for teams under or overspend and liaise with Project Manager. Input, check and ensure all procurement, advance requests and service requests of POs have the accurate budget code BEFORE requesting approvals Ensure all team members settle all advances according to procedures before the last day of the month and follow up in team where necessary, Prepare all necessary expenditure forecasts for training, curriculum development, translations and special projects in collaboration with Project Manager Prepare and participate in meetings as necessary to improve communication and project implementation Administration/Logistics and Recovery Services Respect and ensure that the team members respect Tdh Policies and Procedures (HR regulations, Procurement Guidelines, Logistic Guidelines, Finance and Administration Rules and Regulations) and memos provided by senior management. Support recruitment process for new staff and conduct induction according to orientation schedules in timely manner. Ensure team members coordinate with colleagues and share trip plans in a timely manner for efficient coordination of resources and approval requests from DSW.

4 Support day to day operation and office management as per the requirement of job nature in order to smooth collaborations between Project Manager and Admin and HR team at Yangon Office. Over all management on staffing, leave, attendance sheet record, timesheet for Mandalay Team and ensure office management is smooth within team member, well coordination with Yangon Support Team External Communications and reporting Provide the MEAL Manager/Officer with a monthly update of the progress of project activities On regular basis support the MEAL Manager/Officer with the database update to the Tdh Case Management Database. Ensure requests for meetings, training events and field trips are communicated to the Project Manager and in a timely manner to get necessary approvals to support timely completion of project activities. Support the Project Manager in the preparation of timely reporting of government, 3W, donor and annual reports. Representation and Networking: Represent Tdh-L in networking and liaison meetings within Insein Township and Myawaddy Township, DSW Training Schools, DSW State and Regional levels and DSW at Central level on Child Rights and Child Protection and with other agencies in a constructive manner under the guidance of the Project Manager and the Country Representative. Act as the main focal point within Tdh for Community based child protection, collaborating where appropriate with the Project Manage, Country Programme Manage and Country Representative. Child Safeguarding Policy and Operational Risk Management Comply with the Child Safeguarding Policy Comply with the Safety and Security Policy and Anti-Fraud and Corruption Policy; Report any breaches observed in policy during his/her professional activities whether proven or suspected offence in accordance with policy,; Undertake to ensure that these policies are implemented as successfully as possible in the organisation and in the areas for which he/she is responsible Others Undertake such additional tasks as may be required, especially when urgent action is required to respond to emergencies or to requests from the Department of Social Welfare, Ministry of Health or other official bodies. As required work closely with other Tdh staff to support the successful implementation of other activities Respect and implement this job description which may be amended by consent of Country Representative in order to reflect and correspond to future changes and developments in the Tdh-L country programme. Where necessary, and approved by Project Manager, to deputise for Project Manager in his or her absence. Qualifications and Experience: University degree and experience in social work and child protection A minimum of 3 years experience in child protection projects in multi-partners and development contexts Knowledge of Government structure

5 Willingness to travel 60% off time to project areas and familiarity with Mandalay an advantage Process and outcome oriented individual who can work independently and is a good team player; Strong oral presentation, organisational and negotiation skills; Excellent management and supervision skills Interpersonal skills, good team player, and good coordinator able to work in difficult and challenging circumstances Experiences in implementation of the case management and case holding from beginning to closing cases effectively.
