UNC Gal UNC recgnizes that the traditinal university bkstre business is in a transfrmatinal perid, and UNC s intent is t be n the cutting-edge f campus retail services. Therefre, UNC has initiated this Request fr Prpsal prcess and is seeking an innvative and practive partner (r partners) that is n the cutting-edge f campus retail services t effectively serve the UNC cmmunity. UNC s gal is t prvide innvative, state-f-the-art retail services that will result in the fllwing: Imprved affrdability fr UNC students by reducing curse materials csts Imprved custmer satisfactin thrugh cutting-edge retail innvatin and Premier state-f-the-art campus retail services Enhanced expsure f the UNC brand Increased financial cntributin t UNC that will assist with supprting the UNC Student Schlarship Prgram UNC desires campus retail services that are custmer-centric; a visible representatin f the academic quality and image f UNC; an industry leader in prviding creative and affrdable curse materials; and fcused n advancing the UNC brand by increasing the selectin and marketing f UNC emblematic merchandise. Invitatin UNC intends t encurage and evaluate ideas n hw t ffer an exciting custmer experience t students, faculty, staff and visitrs, making UNC Student Stres an exciting place t visit and shp, making custmer transactins cnvenient at a lw cst t UNC students, while grwing the sales vlume t be able t cntribute mre t UNC student schlarship funds. T explre varius ptins, technlgy, ideas and business mdels, cntractrs and prviders are invited t submit prpsal(s) fr ne r bth ptins fr bkstre/virtual curse materials stre services at UNC: Optin 1: On-Campus Full-Service Bkstre Optin 2: Virtual Curse Materials Stre Optin 1: On-Campus Full-Service Bkstre Full-Service UNC Student Stres will prvide cmprehensive n-campus curse materials services, emblematic merchandise, schl supplies, technlgy prducts/cmputer stre and Carlina Cmputing Initiative, Bull s Head Bkshp, cnvenience prducts, cffee shp, U.S. Pstal Cntract Statin, Print Stp, etc. Optin 2: Virtual Curse Materials Stre 1

2 UNC is seeking prpsals fr a Virtual Curse Materials Stre with an On-Campus Curse Materials Strefrnt/Kisk cmpnent that will prvide full range f curse material services including custmer service, rder pick-up, refunds, and ther services fr all UNC prgrams (e.g., undergraduate, graduate, prfessinal, cntinuing educatin, etc.). Majr Desired Elements Creating a custmer-centric innvative retail envirnment. Supprting the academic missin f UNC by prviding efficient and effective curse materials services t students and faculty, including buyback and adptins. Creating and implementing effective strategies t reduce the cst f curse materials t UNC students by ffering a cmprehensive textbk rental prgram, a strng used textbk and buyback prgram, an innvative digital textbk/curse materials prgram, access t Open Educatinal Resurces (OER) curse materials, and by utilizing emerging technlgies. Prviding easy access fr nline curse materials. Prviding cmprehensive curse materials services t supprt current and future distance learning prgrams and nline curses. Intrducing new prducts and services that meet the evlving needs f custmers, including UNC students, faculty/staff, alumni, fans, and visitrs. Implementing a cmprehensive e-cmmerce strategy and scial media engagement strategy. Playing an integral rle with the transfrmatin frm traditinal textbks t cutting-edge curse materials. Prviding easy access and multiple distributin channels fr curse materials. Implementing a practive curse materials strategy that will allw UNC Student Stres t cmpete effectively in the challenging university bkstre envirnment. Cmmunicating and crdinating effectively and practively with faculty regarding the use f all types f curse materials. Prviding a general bk prgram/bulls Head Bkshp that supprts academic excellence at UNC and is tailred t the needs and interests f the UNC cmmunity. Prviding excellent custmer service, including minimizing transactin times and wait times fr instre and e-cmmerce transactins, and ensuring efficient prcessing f all transactins. Creating a dynamic, exciting retail envirnment that prmtes and enhances the UNC brand.. Creating and implementing effective strategies t reduce the cst f curse materials t UNC students by minimizing shipping csts and prviding a wide selectin f used textbks, textbk rental titles, and digital textbks/curse materials. Utilizing state-f-the-art technlgy and emerging technlgies fr web based curse materials peratins (e.g., nline transactins, inventry status, registratin integratin, nline textbk rental, nline buyback, etc.). Prpsal Evaluatin Criteria UNC will nt award a cntract based n financial cnsideratins alne. A cntract will be awarded t Cntractr whse prpsal best meets UNC s missin, gals, institutinal values and business bjectives by prviding the best verall value as determined by UNC in light f factrs including, but nt limited t (where applicable), persnnel plicies including retentin plan, cmpensatin terms and benefits, emplyment and training pprtunities fr UNC students, financial arrangements, cnfidence level, experience, reputatin, value-added services, capability t partner with UNC t prvide digital curse material slutins, cmpany histry and backgrund, peratins plan, marketing strategy, custmer service, curse materials affrdability and pricing plicies, General Bk prgram, general merchandise and marketing strategy, technlgy, financial prjectins, transitin plan, exceptins t RFP requirements, any additinal infrmatin, and the quality f prpsal. 2

3 Affrdability and Service University is fcused n curse materials affrdability fr UNC students. As part f this fcus, University will cntinue t explre all ptins regarding the digital delivery f textbks/curse materials and curse cntent, including direct crdinatin with publishers, Open Educatinal Resurces (OER), etc. Cntractr shall supprt special events (e.g., lectures, readings, speakers, etc.) n campus by ffering bks and/r apprpriate merchandise at University events, which right shall be nn-exclusive. Cntractr shall prvide dnatins f merchandise (retail value), gift card/textbk schlarships, etc., t supprt varius departments, prgrams, events, etc., n campus. Cntractr shall prvide a full-service cmputer stre. The cmputer stre shall include, but nt be limited t, Apple prducts, nn-apple hardware, sftware, accessries, cmputer supplies, repair services, etc. Cntractr shall wrk cllabratively with UNC s Infrmatin Technlgy Services t supprt the Carlina Cmputing Initiative as per existing agreements. Cntractr shall perate a cffee shp r cllabrate with the current third-party prvider, r anther prvider subject t UNC apprval, t perate a cffee shp. Cntractr shall perate the U.S. Pstal Cntract Statin lcated in the Student Stres as per the existing cntract r ffer a wrkable alternative. Cntractr shall sell graduatin merchandise (e.g., diplma frames, annuncements, regalia, class rings, etc.) in UNC Student Stres and at ther lcatins as designated by UNC thrughut the year and during graduatin. Cntractr shall assist and supprt student rganizatins and student activities at UNC by prviding discunted r free merchandise and UNC Student Stres services t a reasnable extent. Staffing / Persnnel Cntractr shall be respnsible t emply all persnnel necessary fr the efficient peratin f a fullservice UNC Student Stres in accrdance with the requirements established by UNC. Since successful placement and treatment f current Student Stres staff is critical t UNC s evaluatin f prpsals and is imperative fr the successful transitin, Cntractr shall prepare three financial ffers based n the fllwing ptential scenaris related t the current Student Stres staff: 1. Scenari 1: staff Student Stres in accrdance with Cntractr s standard staffing prfile, staffing level, and salary/benefit package in rder t meet the service requirements f UNC. 2. Scenari 2: hire al UNC Student Stres emplyees (at time f transitin) fr a minimum f 1 year at their current salaries/wages and Cntractr s benefit prgram. 3. Scenari 3: Retain Student Stres emplyees n UNC s payrll under the verall directin f Cntractr fr the term f the agreement. Cntractr will reimburse UNC fr salaries, wages, and benefits. Cntractr, wrking with the faculty, shall make every effrt t btain early curse materials adptin cmmitments in rder t maximize the quantity f curse materials purchased frm students fr resale at UNC Student Stres. Cntractr shall prvide timely reprts t faculty members cncerning the status f their rders. Cntractr shall prvide sufficient quantities f curse materials, custm-published materials, sftware, and related academic supplies and materials, as required by faculty fr curse wrk, available fr purchase by students accrding t the schedule established by University. 3

4 Cntractr shall ffer custm-published materials (i.e., cursepacks, including digital cursepacks), including the securing f cpyright clearances in cmpliance with all cpyright laws, prductin/printing, and sales. Curse Materials Affrdability / Pricing Plicies UNC is cmmitted t making curse materials affrdable t UNC students. Cntractr s curse materials pricing plicies shuld be innvative and prices cannt exceed the pricing plicy as described belw. "List-Priced" new textbks shall be sld at n higher than list price. "Pre-Priced" new textbks shall be sld at n higher than the pre-price. "Net-Priced" new textbks shall be sld at n higher than a twenty-five percent (25%) grss prfit margin. "Net-Priced" bundled packages f curse materials (i.e., textbk, wrkbk, CD, passcde, etc., bundled tgether) shall be sld at n higher than a twenty-five percent (25%) grss prfit margin. Digital curse materials sld by publishers t Cntractr at net-price shall be sld by UNC Student Stres at n higher than a twenty-five percent (25%) grss prfit margin. Digital curse materials sld by publishers t Cntractr via the agency fee pricing mdel shall be sld by UNC Student Stres at n higher than the retail price established by the publisher. Used textbks shall be sld at n higher than seventy-five percent (75%) f the current new textbk retail price. Cursepacks and custm published materials (i.e., materials requiring cpyright permissins) shall be sld at n higher than a twenty-five percent (25%) grss prfit margin. New rental textbks shall be rented at n higher than fifty percent (50%) f the current new textbk retail price. Used rental textbks shall be rented at n higher than fifty percent (50%) f the current used textbk retail price. There shall be n add-ns r surcharges t cver freight, handling, publisher re-stcking fees, etc. (i.e., abve frmulas shall be applied t the actual price listed n the publisher's invice in rder t determine the selling price f a particular curse material). Cntractr shall sell trade bks, reference bks, and ther nn-textbks at n mre than the publisher s list price, r if there is n list price, at prices cmpetitive in the lcal area and cmpetitive in the university bkstre industry. UNC is cmmitted t prviding a strng used textbk prgram in rder t reduce the cst f curse materials t UNC students. Cntractr shall make a significant effrt t maximize the availability f used textbks fr UNC students. Cntractr shall buy back bks frm students at nt less than 50% f the riginal retail price fr textbks that have been adpted fr an ensuing semester (i.e., if a textbk was purchased new and has been readpted, then Cntractr pay the student nt less than 50% f the riginal new textbk retail price during buyback. If a textbk was purchased used and has been readpted, then UNC Student Stres shall pay the student nt less than 50% f the riginal used textbk retail price during buyback). Textbks that have nt been adpted fr an ensuing semester shall be purchased at a minimum f the current whlesale price, established by natinal used bk whlesalers and published in ne f the current natinal used bk whlesale buying guides. 4

5 Other Selected Requirements Cntractrs are required t submit a prpsed facility investment t prvide state-f-the-art facilities fr UNC Student Stres. Cntractr shall participate in UNC s recycling prgram. Cntractr shall remve all trash and recyclable materials and place them in the prper UNC recycling cntainers. Cntractr shall utilize envirnmentally friendly practices in its peratin f UNC Student Stres and shall abide by all UNC envirnmental/sustainability practices. Cntractr shall wrk twards cntinuing a prgram whereby UNC Student Stres, in partnership with UNC Emplyee Benefits, Human Resurces, and Payrll Services, ffers an interest-free payrll deductin prgram t permanent University and UNC GA emplyees fr the purchase f cmputers, tablets, and accessries. Cntractr shall cntinue t perate Print Stp, a curse pack publishing peratin and serves as the facilitating service fr the printing needs and requirements f University. Cntractr shall hnr the relevant current cntractual bligatins t manage and wrk with the prgrams and entities such as Belfur, General Alumni Assciatin, Friday Center, Daily Grind, Campus Health Service, U.S. Pstal Services, and Apple Cmputers. Cntractr shall wrk with University t ensure cmpliance with the Higher Educatin Opprtunity Act (HEOA), Americans with Disabilities Act (ADA), and all ther relevant state, federal and lcal laws, rules and regulatins, and UNC plicies. This RFP is a cmpetitive prcess designed t serve University's best interests. This RFP pertains t a revenue-generating University endeavr and des nt invlve the expenditure f University funds. Cnsequently, this RFP prcess is nt subject t State r University purchasing laws and regulatins. UNC reserves the right t reject any r all prpsals and t request any additinal infrmatin it deems necessary t supplement the prpsals and/r t reach agreement. 5
