1 CITY OF PALM BEACH GARDENS PURCHASING DEPARTMENT SOLICITATION ADDENDUM Addendum No. 1 DATE: January 30, 2018 TO: SOLICITATION NO.: TITLE: OPENING DATE: All Potential Bidders ITB GF Prefabricated Metal Building Shell for Golf Maintenance Facility Friday, February 16, 3:00PM This Addendum is and does become a part of the above-mentioned Solicitation. A. The following questions were received from potential Bidders, and the responses are provided as shown. Question 1: We request that a 150-day duration be used for this project. See list below which does not include weather or holiday delays. a. Contract Award Start b. Release of PEMB Order 5 c. Receipt of PEMB plans, foundation design complete 24 d. Approval of PEMB shop drawings with revised as noted & No resubmittal 7 e. Final PEMB plans 7 f. Permitting 7 g. Permit approved & mobilization 7 h. Slab & foundation install w/5 days for in-slab trades 30 i. Curing of slabs & foundation 7 j. Erection of PEMB 35 k. Install of OH doors, windows, man doors, exterior finishes 14 TOTAL: 143 calendar days Please submit your proposed schedule for completion as part of the bid package.

2 Question 2: Regarding the graded pad; a. Will it be to slab subbase elevation? b. Will it be compacted to design density? The sub-base will be at the required height per the awarded Bidder s design. The awarded Bidder shall obtain the density required per their design. Question 3: Please confirm that others working for the city will perform all; M.E.P. Trade-work, Fire Sprinklers, Fire Alarms, Utility Connections, Metal Framing/Drywall, & All Interior Finishes. The awarded Bidder shall build the foundation, shell, roof, coiling doors, windows, doors, fan enclosure, stone work, etc. The awarded Bidder shall work with the City s other contractors including M.E.P., trade-work, fire sprinklers, fire alarms, utility connections, metal framing/drywall, and all interior finishes. Question 4: What are the size & specification for the windows bidder is required to provide? The windows are 3-0 w x 5-0 H. Question 5: Question 6: Question 7: Question 8: Regarding the requirements to exhaust air, shouldn t this be performed by the City s mechanical contractor? Typically, pre-engineered building contractor would only provide framed openings for intake & exhaust air. Yes, this will be performed by the City s mechanical contractor. The awarded Bidder shall only provide framed openings for intake & exhaust air. Per section 3.2, iv; Can the 2 concrete slab around outside of the building be poured separately? Typically, we see aprons poured from 4-8 below the finished floor slab, unless it s at a door, to prevent water intrusion. Yes; it can be poured separately but should be part of this contract. Per section 3.3; Shall requirement for drawings be restricted to bidder s scope (PEMB & Foundations) or shall it include all other City provided trade work (i.e.: electrical, mechanical, plumbing, sprinkler, & fire alarm design work)? Section 3.1 mentions the city has hired an architect for the interior work. Yes; the drawings shall be restricted to the builder s scope. The awarded Bidder shall build the foundation, shell, roof, coiling doors, windows, doors, fan enclosure, stone work, etc. The awarded Bidder shall work with the City s other contractors including M.E.P., tradework, fire sprinklers, fire alarms, utility connections, metal framing/drywall, and all interior finishes. Per section 3.5, No mechanical or HVAC work is mentioned, is this to be provided by the City? Yes; the drawings shall be restricted to the builder s scope. The awarded Bidder shall build the foundation, shell, roof, coiling doors, windows, doors, fan enclosure, stone work, etc. The awarded Bidder shall work with the City s other contractors including M.E.P., tradework, fire sprinklers, fire alarms, utility connections, metal framing/drywall, and all interior finishes.

3 Question 9: Question 10: Question 11: Question 12: Is the requirement 3.6.ii to indicate bidder is to provide pre-engineered building plans or is this a requirement for architectural plans as well? The scope of this solicitation requires the provision of pre-engineered building plans. The plan shows a loft; will bidders need to provide structural enhancements for the loft? No; if it is determined that the loft requires structural enhancements, it will be added to the project once the design for the loft is complete. Will the items listed in section 3 supersede keynotes and plan A2.10? We noted some conflicts and differences. Yes. Was a custom color used for the cart storage building wall panels as Nucor color chart doesn t appear to have a color to match SW6380? See colors below that should be used for the bidding. Question 13: We need to know the color that was used on the cart barn coiling doors and if it is a standard or custom color. The coiling doors should be unfinished metal.

4 Question 14: Question 15: With a 14-6 eave height the overhead coiling doors closest to the B column line will encroach into the structural roof beam. Shall the eave height be raised? If raised to 16 the doors will fit. Yes, if it is required for your design to meet the design guidelines. The doors need to provide for a minimum Similarly, to previous question the 14 height of the center door will create a conflict with the door coil mounted above the door and the structural roof beam. Shall the eave height be raised, or the door height lowered? Yes, if it is required for your design to meet the design guidelines. The doors need to provide for a minimum Question 16: Item 3.4 states the awarded Bidder shall agree to complete the work no later than (90) ninety days from Notice to Proceed (NTP) issuance. Item 2.17 states completion date shall not exceed ninety days (90) calendar days after date of the Purchase Order. Please clarify the timeline. Engineered shop drawings for metal buildings can be a lengthy process so does the NTP or PO timeline start after the approval of engineered shop drawings? Does the timeline start after permit approval for the project according to item 3.3 in Statement of Work? The timeline begins from the issuance of the Notice to Proceed. The City issues a Purchase Order as the Notice to Proceed. See Response to Question 1. Question 17: Item 3.5 in SOW indicates work to be done by others. Item 3.2, number xiii indicates coordination with other trades. Is the GC required to put in U/G electric and plumbing under the slab for the metal building? Is the GC required to install fire sprinklers? Is the GC required to install HVAC systems? The awarded Bidder shall build the foundation, shell, roof, coiling doors, windows, doors, fan enclosure, stone work, etc. The awarded Bidder shall work with the City s other contractors including M.E.P., trade-work, fire sprinklers, fire alarms, utility connections, metal framing/drywall, and all interior finishes. Question 18: Item 3.11 number xiv of SOW indicates city will deliver the pad at grade ready. Please define this. Will the pad be at under slab elevation, compacted to correct density? The sub-base will be at the required height per the awarded Bidder s design. The awarded Bidder shall obtain the density required per their design. The following additional questions were received from attendees at the Pre-Bid Conference: Question 19: Question 20: Question 21: Does the stonework go on the east side of the building or on all the sides? East side. Who is responsible for the Builder s Risk deductible? The awarded Bidder. Would the City consider installing the stonework as a wainscoting instead of only at the sides? Yes; but the bid submittal needs to reflect the current bid specifications.

5 Question 22: Are permitting delays not the fault of the contractor claimed against the total project completion schedule? No. Subsequent to the Pre-Bid Conference and Site Visit held on January 26, 2018, the following additional information is provided. B. A copy of the Pre-Bid Conference Sign-In Sheet is attached to this Addendum. All other terms, covenants and conditions of the subject solicitation and any addenda issued thereto shall apply, except to the extent herein amended. Km!
